Miscellaneous or Other New Business 1. Spring/Fishburne US17 Drainage & Transportation Improvement Project – Federal Match Div III (Crosstown Phase 2) – The second of five phases of the Crosstown (Spring/Fishburne) project includes improvements to the surface collection and conveyance system on Spring and Cannon Streets from the western terminus of the first phase of the project (Septima Clark Parkway) to Lockwood Blvd, President Street from Cannon St to Fishburne St (excluding the portions improved during the first phase), Fishburne St from Harmon Field to Ashley Ave, and Ashley Ave from Fishburne St to Sumter St. Drilled drop shafts will also be constructed during this phase of the project in anticipation of the tunneling portion (Phase 3), as well as pedestrian, vehicular, and landscaping improvements. The City of Charleston is receiving Federal Match money (50/50 grant) from the Federal Highway Administration (FHWA) funneled through SCDOT. The City is administering the project as an LPA (Local Public Agency) which has a plethora of special reporting requirements. Crowder Construction is the low bidder on the project and the City has received the requisite SCDOT concurrence to award the project to them. It is anticipated the project will break ground sometime in April 2015 with the contract duration being 600 days. For information only. 2. Amendment #11 for Davis & Floyd Spring/Fishburne Design Contract – Construction Engineering & Inspection (CEI) for Crosstown Phase 2 – Construction Engineering & Inspection services are being provided by Davis & Floyd (with Black & Veatch as sub-consultants for the drilled drop shafts) for the second phase of the Crosstown project. The scope and scale of this phase of the project, as well as the requirements of the LPA program, will require extensive and close inspection of the construction activities. Services include contract management and administration, engineering, inspection and testing, verification surveying, and public relations and informational meetings. The CEI will be executed in a similar manner as the first phase of the project, implementing, of course, lessons learned from that phase. Other sub-consultants include ECS Carolina, Design Works, AET Robotics, and Atlantic South Consulting Services, a DBE firm. For information only. 3. Update on Lake Oakcrest – for information only.
