11, 12, and 13 to update the licensing procedures for building contractors.

TO AMEND THE CODE OF THE CITY OF CHARLESTON, SOUTH CAROLINA,
CHAPTER 7, SECTIONS 7.1.6, 11, 12, and 13 TO UPDATE REFERENCED STANDARDS
AND TO UPDATE THE LICENSING PROCEDURES FOR BUILDING CONTRACTORS.
BE IT ORDAINED BY THE MAYOR AND COUNCILMEMBERS IN CITY COUNCIL
ASSEMBLED:
Section 1. Chapter 7, Section 7.1.6 of the Code of the City of Charleston is hereby amended
by deleting the struck through text and adding thereto the following underlined words, which
shall read as follows:
“7.1.6 Referenced standards:
ASTM E 84-99 Test Methods for Surface Burning Characteristics of Building Materials.
NFPA 268-96 Standard Test Method for Determining Ignitability of Exterior Wall
Assemblies Using a Radiant Heat Energy Source.
NFPA 701-96 Methods of Fire Test for Flame-resistant Textiles and Films.
The above referenced standards are from latest editions of the following recognized codes
within the City of Charleston as adopted and amended from time to time by the South Carolina
Building Codes Council: International Building Code, International Fire Code, International
Plumbing Code, International Mechanical Code, International Energy Conservation Code, and
International Fuel Gas Code, International Residential Code, as published by the International
Code Council, the National Electrical Code, as published by the National Fire Protection
Association, and the Building Energy Efficiency Standards Act as adopted by statute.”
Section 2. Chapter 7, Section 11 of the Code of the City of Charleston is hereby amended
by deleting the struck through text and adding thereto the following underlined words, which
shall read as follows:
“Sec. 7-11. - Licensing of building contractor.
No person shall engage in the business of construction, alteration or repairs in or to any
building or structure in the city, on or after January 1, 1991, unless he shall have first secured a
license as a building contractor qualified to do business in South Carolina and provided proof of
such licensure to the in the city.and shall have otherwise complied with the requirements for
securing such license as the same may, from time to time, be promulgated by the city council.
Nothing herein shall preclude an owner from doing work on his own property pursuant to
applicable state law.”
Section 3. Chapter 7, Section 12 of the Code of the City of Charleston is hereby amended
by deleting the struck through text and adding thereto the following underlined words, which
shall read as follows:

“Sec. 7-12. - Building contractor license review procedures.
Any licensed building contractor who violates any of the rules, regulations or ordinances
relating to building contracting may be referred to the applicable Charleston County Contractor
Review Board Department of Labor, Licensing and Regulation for action.”
Section 4. Chapter 7, Section 13 of the Code of the City of Charleston is hereby amended
by deleting the struck through text and adding thereto the following underlined words, which
shall read as follows:
“Sec. 7-13. - General contractor license identification decal display requirements.
General contractor license holders shall display provide proof of their registry with the
City when requested. current license identification decal issued by the Charleston County
Building Inspection Department or the City of Charleston Building Inspection Department. This
decal shall be displayed on the left front door of all work vehicles of the said license holders.
Section 5. This Ordinance shall become effective upon ratification.
