TRAFFIC AND TRANSPORTATION January 9, 2018 A meeting of the Committee on Traffic and Transportation was held this date beginning at 4:00 p.m., at City Hall, First Floor Conference Room, 80 Broad Street. Notice of this meeting was sent to all local news media. PRESENT Councilmember Seekings, Chair; Councilmembers Moody, Wagner, and Wilson, Mayor Tecklenburg Staff: Robert Somerville, Janie Borden, Colleen Carducci, and Bethany Whitaker, Council Secretary The meeting was opened with a moment of silence provided by Councilmember Wagner. APPROVAL OF MINUTES The minutes from the December 11, 2017 meeting were deferred. Application for Original Certificate of Public Convenience and Necessity:  Atlantic Coastal Cab, LLC (Taxi)  In Transit, LLC (Taxi) Mr. Somerville stated that they were both for taxis and Legal had reviewed them. Mayor Tecklenburg stated that he had heard at a recent meeting, a Mayor from another City had mentioned that they were adding requirements for taxis and other public transportation dealing with energy efficiency and emission. He asked if the City had any requirements like that in consideration for those things. He asked if they could look at what other City’s had done. Mr. Somerville said they didn’t have any requirements to his knowledge. The City went off what Columbia approved. Councilmember Moody said his knee-jerk reaction would be that he wouldn’t necessarily be in favor of something like that because the City allowed for Uber and Lyft to operate without regulations. The City couldn’t regulate those businesses because they were regulated by the State. On the motion of Councilmember Moody, seconded by Councilmember Wilson, the Committee voted unanimously to approve the Applications for Original Certificate of Public Convenience and Necessity. Other Business Chairman Seekings said that he had sat on the Committee for 8 years and it had been one of the great joys of being on Council. Councilmember Wilson was there long before he was and she had guided that Committee, as well as City Council very well. She would be greatly missed. He thanked her for her service.
