Future Committee Goals/Meeting Time Discuss CC/jb Page | 1 of MINUTES ENVIRONMENT & RECYCLING COMMITTEE MEETING AUGUST 4, 2021 – 5:30 PM- VIA REMOTE Committee Members Present: John Kennedy Bailey, Chair – Bruce King, Vice Chair Ben Adams – Caitlin Cook – Bobby Haas -Naomi Bays Others Present: Emmett Pepper – Brent Webster – Mike Davis – John Balfe,w/ NEEP Garrett Weaver w/WV Energy Office John Kennedy Bailey, Chairman called the meeting to order. He entertained a motion to dispense with the reading of and approval of previous meeting minutes. Ben Adams made motion. Bobby Haas seconded. Minutes approved as written. The Chairman began by saying that most of the today’s meeting will be the discussion and approval of the new bill dealing with benchmarking but that he wanted to update the committee on efforts to working toward a new recycling facility in Charleston. He stated that he had a g meeting with Jonathan Storage and a consultant group that does grant writing that has good relationships in Washington DC, including Senators Manchin and Capito. He stated that he hopes to continue discussions and was hopeful some of the infrastructure legislation monies coming out can be used to help purchase equipment for recycling centers. He also stated that he was still working on meeting with members of the Kanawha Co. Commission to discuss how we might be able to work with them as well as other municipalities. Update of Fall Tree Planting - The Chairman stated that he has a couple requests for tree planting locations with empty areas that had trees in the past. Mike Davis stated that the fall tree replacement list was about completed but they still have a couple areas that need to go through such as Kanawha Blvd. and some memorial trees. He stated that they have scheduled 10 trees in Kanawha City, 2 on Edgewood and 24 in the downtown, West and East end streetscapes. Bill No. 7916 Relating to Energy Benchmarking - The Chairman began by stating that this bill is being double referenced to the Facilities Committee for their consideration. He further stated that this Bill only affects buildings that are owned by the City of Charleston. The Chairman gave the floor to Emmett Pepper who introduced John Balfe with the North East Energy Partnership. John Balfe provided a slide presentation on what the process works and some basics on how benchmarking could benefit the City of Charleston. He stated that a copy of the slide presentation is available for the committee members. Emmett Pepper stated that the State had implemented has implemented the program and have realized significant savings. He also mentioned that the WV Energy Office will offer help and support at no cost to the city of Charleston. Garrett Weaver with the State Energy Office added that the has been working with the City of Morgantown and physically goes out with their assistant City Engineer to assist with their assessments and can and will do the same for the City of Charleston with whomever it chooses to assist with the assessments. The Chairman asked for committee questions and/or Page | 2 of comments. Ben Adams expressed concern that the October 1st deadline could be a little aggressive. The Chairman agreed and asked if the committee had any other concern regarding language in the Bill. The Committee had no other concerns. The Chairman proposed the following amendment: In the Definition Section- Line 41- Strike language on or before October 31-Replace with “a date to be determined by the City Manager with the cooperation of the Chairman of the Facilities Committee. Line 130 – Strike the October 31 date and replace with the same language previously mentioned. The Chairman asked if there was any discussion on the amendment. There being none. The Chairman entertained a motion to adopt the amendment. Caitlin Cook made the motion – Bruce King Seconded. The Amendment was adopted. The Chairman then entertained a motion to adopt Bill 7916 as amended. Caitlin Cook made the motion. Bruce King Seconded. With all members voted in the affirmative, Bill 7916 as amended was adopted. The Chairman thanked all in attendance and asked if there were any other questions, comments or concerns. There being none the Chairman entertained a motion to adjourn. Ben Adams made the motion.
