MINUTES PARKS AND RECREATION COMMITTEE MEETING THE MEETING WAS HELD IN PERSON IN THE AV ROOM AT CITY HALL 6:30 P. M., NOVEMBER 3, 2022 Larry Moore, Chairperson, called the meeting of the Charleston City Council Committee on Parks and Recreation to order at 6:30p.m., November 3, 2022. Committee Members Present: Larry Moore, Chair Chad Robinson Committee Members Absent: Bruce King, Vice Chair Jeanine Faegre Pat Jones Joseph Jenkins Deanna McKinney Other Councilmembers Present: A roll call was taken, and it was determined that a quorum was not present. 1. Approval of Previous Minutes 2-24-2021– The previous minutes will be approved at the next meeting when a quorum is present. November 3, 2022 2. Danner Meadow bench memorial – Councilmember Moore invited the Brown family to speak. They stated that they live very close to Danner Meadows. Their dad and husband, Mark William Brown, took their kids to the park ever since they were born. He was an avid soccer player, and loved hiking. Mr. Brown passed away last September, and he family wanted to honor his memory by naming a bench after him. They are willing to collect funds if there are any costs involved. Councilmembers Moore and Robison agreed that it was a great idea. Councilmember Robinson added that the will also speak with Councilmember Jenkins, who is the Councilmember for that Ward, to let him know that this request has been brought to the Committee. 3. Renaming the trail at Cato Park – Councilmember Moore stated that the group that helps to maintain the trails at Cato Park would like to be named Amanda Trail, in their honor. The request was initiate by Mr. Allen in early 2021. The Committee with check with the Administration for next steps. 4. Update of the North Charleston football field – Councilmember Moore stated that he had recently spoke to the Administration about the update to the field. Now that funds have been secured, the project should be starting soon, possibly in the Spring. The Director of Parks and Recreation, Rashaun Poore, added that the City is currently working with the Land and Water Conservation Fund for funding. Approval of Previous Minutes 2-24-2021– Councilmember Robinson motioned to approve the minutes of the previous meeting on 2-24-2022. There were no objections, and the minutes were approved. August 25, 2022 Page | 2 of 2. Public Speakers – With no objection from the members being present, Councilmember Moore allowed for Public Speakers (not listed on the agenda). Peter Kelly – spoke about the Charleston Senior Softball League. Harvey Allen – spoke about the state of the Cato Park trail. 3. Resolution No. 710-22 – Authorizing the Mayor or City Manager to enter into a contract with West Virginia Demolition, Inc., to demolish a vacant, dilapidated, and unsafe structure located at 143 Wertz Avenue, known as Riverview School. City Manager, Jonathan Storage, added that in 2002, City Council passed a bill that authorized the City to donate property located at 143 Wertz Avenue to the People United for More Progress, Inc. for the PUMP Enrichment Center. PUMP was required to continue to use the property and all of its structures for the purpose of making the facilities available to the general public for the appreciation, advancement and enjoyment of cultural and educational activities. Storage added that the program was successful, however, PUMP Inc. hasn’t operated for several years. The building that they occupied is now depilated, and unfortunately must be demolished. The property surrounding the building is still heavily used by the Community for basketball, playground, barbeques, etc. The CLRA, with the help of Jim Harris, assessed the Community’s needs, and determined that the land is best utilized as a community gathering space. In the future, there will be a plan to refresh that space as a park with playground equipment, etc. Storage added that the demolition cost is approximately $40,000. The resolution lists $60,000 in case lead or asbestos abatement is needed. Jim Harris added that the recreational center has been the hub of that community for as long as he could remember. Parks and Recreation used to run programs out of that facility for several years. Councilmember Robinson motioned to approve the resolution. With the members being present having voted unanimously in the affirmative, the Chair declared Resolution No. 710-22 as approved. August 25, 2022 Page | 3 of 4. Parks and Recreation programming update – the complete update is reproduced at the end of the minutes. Parks and Recreation Director, Rashaun Poore, added that the completion of the Cato Park trail has been delayed, mostly due to the amount of rain. The new completion date is September 16, 2022. An archery course will be installed at the Garrison trail. Additionally, 44 lifeguards were certified for City pools. Storage added that the City is in the process of resolving contract disagreements with the paver for the parking lot at the North Charleston Community Center. The Kanawha Valley Trail Alliance has been a great resource in helping the City to get ready to bid out construction for the Jones Woodlands Trail off of Louden Heights. The Police Station at City Center will be repainted to match the exterior view of the KRT facility. 5. Field turfing update – Councilmember Moore asked about turfing the football field at North Charleston. Storage added that it wouldn’t be able to in the current contract, but could be worked on. Councilmember Moore replied that the field was highly used, so it would be beneficial. Storage added that Maumee Bay Turf LLC will soon be awarded a contract for turfing several fields within the City. 6. Danner Meadow – Poore added that there has been a request from the Brown family about having a bench dedicated to Mr. Brown. 7. Swimming program in the name of Deonco Howard - Councilmember Moore added that Deonco Howard was the child that drowned in Dunbar, and was a Charleston resident. His family wanted there to be a program for swimming lessons for young kids that do not have easy access to swimming lessons next summer. Councilmember Robinson confirmed with Poore that there is small program already to teach swimming led by two people that charge. Storage added that there might be grants available for that. August 25, 2022 Page | 5 of Parks and Recreation Committee Meeting Parks and Recreation Update August 25, 2022 Cato Park  Cato Park Trail Project will include: o Pump track for non-motorized bicycles. o Approx.1.2 miles of Walking/ biking trail through and around the golf course o 18-hole disc golf course with beginners and advanced tee off levels o A new bridge The trail project was anticipated to be completed in June 2022, but the unusual rainy season has caused major delays in finishing on time as well as drainage issues discovered during one of the big rain events. The project has a new completion date of September 16th. Delays caused by usual rainy season.  Anticipate installing new 3D archery course on the trails behind the pool 2022 Summer Programming/ Activities  Free fitness classed held at the East End Community Park at our AARP sponsored fitlot  Two-week summer camp program held at the North Charleston Community Center with an average of 50 kids each day  Helped to host the kids’ zone on Sunday August 7th at Multifest by providing Freeze Pop Frenzy game, cornhole, and full sized basketball goals  Helped to host Tamar Slay’s basketball camp on August 6th at the MLK center as part of Multifest  Partnered with Leeshia Lee to help host Game Changers mentoring event  Employed over 44 lifeguards this season!!!!  Resurfaced and painted the basketball courts at the Beatrice Street Park. Waiting to receive the playground equipment to finish up the park. 2022 Fall/Winter Goals  Continue to update all fall protection surfaces at playgrounds  Replace and update boating dock, picnic tables, and benches at the Daniel Boone Park  Update the bathroom stalls at MLK in the Robert Edward Easley Annex (afterschool side of the building)  Update game room equipment for all centers  Re-screen and re-coat gym floors at NCCC, KCCC, and MLK August 25, 2022 Page | 6 of CDBG Grant Projects – None for this year. Obstacle Courses, Relay Races, Jump Rope, Tug of War, etc.  Tuesdays, Thursdays & Fridays, 9am-12noon / Thursday evening 6pm-8:30pm Pickle Ball is a pick-up game held in our gym for adult players, free of charge. This game is extremely popular for adults and seniors.  Wednesdays Socializing through Play-For Special Needs Individuals of all ages. Fun, Games and Snacks  Thursdays 5:30pm-6:30pm Soul Step Class-taught by certified instructor Monica Ashford for $5 per person. This is an exercise class with the purpose of achieving your fitness goals while having fun.  Thursdays (3rd Thursday of every month) 1pm-3:30pm BINGO for Seniors with household items to win.
