M., NOVEMBER 3, 2022 Larry Moore, Chairperson, called the meeting of the Charleston City Council Committee on Parks and Recreation to order at 6:30p.m., November 3, 2022. Committee Members Present: Larry Moore, Chair Chad Robinson Committee Members Absent: Bruce King, Vice Chair Jeanine Faegre Pat Jones Joseph Jenkins Deanna McKinney Other Councilmembers Present: A roll call was taken, and it was determined that a quorum was not present. 1. Approval of Previous Minutes 2-24-2021– The previous minutes will be approved at the next meeting when a quorum is present. November 3, 2022 Page | 2 of 2. Danner Meadow bench memorial – Councilmember Moore invited the Brown family to speak. They stated that they live very close to Danner Meadows. Their dad and husband, Mark William Brown, took their kids to the park ever since they were born. He was an avid soccer player, and loved hiking. Mr. Brown passed away last September, and he family wanted to honor his memory by naming a bench after him. They are willing to collect funds if there are any costs involved. Councilmembers Moore and Robison agreed that it was a great idea. Councilmember Robinson added that the will also speak with Councilmember Jenkins, who is the Councilmember for that Ward, to let him know that this request has been brought to the Committee. 3. Renaming the trail at Cato Park – Councilmember Moore stated that the group that helps to maintain the trails at Cato Park would like to be named Amanda Trail, in their honor. The request was initiate by Mr. Allen in early 2021. The Committee with check with the Administration for next steps. 4. Update of the North Charleston football field – Councilmember Moore stated that he had recently spoke to the Administration about the update to the field. Now that funds have been secured, the project should be starting soon, possibly in the Spring. The Director of Parks and Recreation, Rashaun Poore, added that the City is currently working with the Land and Water Conservation Fund for funding. It looks like they will be able to match up to $500,000 for the $1.9 million project. Meeting adjourned. November 3, 2022 Page | 3 of November 3, 2022 Page | 4 of November 3, 2022 Page | 5 of Resolution No. 788-23 Introduced in Council: Adopted by Council: April 17, 2023 Introduced by: Referred to: Caitlin Cook Parks and Recreation 1 Resolution No. 788-23 - Approving the naming of a walking and hiking trail within Cato 2 Park, as shown as Trail #3 on the attached map designated Exhibit A, as Amanda Trail, 3 in memory of the life of former Charleston resident Amanda Trail. 4 5 WHEREAS, Amanda Trail loved to be outdoors on hiking trails throughout the Kanawha 6 Valley, at the Cato Park swimming pool where she served as a summer lifeguard, on 7 the beach enjoying the sun, sand, and ocean breeze, in a kayak through the rain, or on 8 a snowboard taking in the views of the mountains; and 9 10 WHEREAS, Amanda Trail was an active young resident of the City of Charleston who 11 played volleyball, tennis, ran track, and swam in meets at Capital High School, played 12 numerous instruments, performed in plays, danced, participated in gymnastics, and 13 worked on the promotions team for the West Virginia Power baseball team; and 14 15 WHEREAS, Amanda Trail passed away at the age of 25 from the effects that Acute 16 Myeloid Leukemia; and 17 18 WHEREAS, naming one of the walking and hiking trails in Cato Park as Amanda Trail is 19 a fitting memorial to the young woman who left such a positive impact on the community 20 and her friends and family. 21 22 Now, therefore, be it Resolved by the Council of the City of Charleston, West Virginia: 23 24 That the walking and hiking trail within Cato Park as shown as Trail #3 on the attached 25 map, designated as Exhibit A to this resolution, is hereby named Amanda Trail in honor 26 of former Charleston resident Amanda Trail, daughter of Linda Trail and Gary Trail.
