New Business Request - to remove a parking meter adjacent to 711 Bigley Ave in order to reestablish a commercial parking lot on property owned by the Charleston Urban Renewal Authority. Terri Allen explained when the Mi Cocina restaurant was established, CURA leased their parking lot to the restaurant to turn it into an outdoor dining area. The parking lot entrance was no longer needed, so the city created an ADA accessible parking space in its place. CURA now wants to turn the defunct dining area back to an off-street parking lot. The request is for the city to relocate the ADA space so the parking lot entrance can be restored. Motion and Vote: John Gianola made a motion to approve. Pam Burka seconded the motion. It passed by a unanimous vote of 5-0. Request - to lower the speed limit from 30 MPH to 25 MPH on Bridge Road between Birch Road and Oakwood Road to create a consistent speed limit along the entire length of Bridge Road. Harper Gardner explained Bridge Road is signed at 25 MPH, however there is a section from Birch Road to Oakwood Road that is signed at 30 MPH. This area was grandfathered in at this speed. 30 MPH is too fast for this section of road due to it being too narrow and curvy. 1 Planning, Streets & Traffic Committee December 15, 2025 Additionally, for consistency, the entire road should be set at one speed. 25 MPH is the most appropriate. Motion and Vote: Bobby Haas made a motion to approve. Pam Burka seconded the motion. It passed by a unanimous vote of 5-0. 4. Discussion Presentation - subarea plan by the Regional Intergovernmental Council for the block bounded by Dickinson Street, Lee Street, Leon Sullivan Way, and Quarrier Street. Jeffery Mace gave a presentation on a sub-area plan the Regional Intergovernmental Council funded, titled ParcDeco. The plan looks at alternative land uses for the underdeveloped block and plays off the Art Deco architecture along Quarrier Stret. 5. Approval of the Minutes of December 15, 2025 Motion and Vote: Bobby Haas made a motion to approve the minutes of the December 15, 2025, meeting. Kathy Rubio seconded the motion.
