The following speaker addressed City Council regarding this item: Keith MacVean A motion was made by Council Member Mayfield and seconded by Council Member Mitchell to Close the Public Hearing. The motion carried unanimously. RECESS A motion was made by Council member Driggs and seconded by Council member Mayfield to Recess the meeting. The motion carried unanimously. The meeting recessed at 5:14 p.m. to move to Conference Room 267 for the scheduled Workshop and Citizens Forum. WORKSHOP CALL TO ORDER The City Council of the City of Charlotte, North Carolina reconvened for a Workshop and Citizens Forum on Monday, November 7, 2016 at 5:36 p.m. in Conference Room 267 of the Charlotte Mecklenburg Government Center with Mayor Jennifer Roberts presiding. ROLL CALL Present 11 - Mayor Jennifer Roberts, Council Member John Autry, Council Member Ed Driggs, Council Member Julie Eiselt, Council Member Claire Fallon, Council Member Patsy Kinsey, Council Member Vi Lyles, Council Member LaWana Mayfield, Council Member James Mitchell, Council Member Greg Phipps, and Council Member Kenny Smith Absent 1- Council Member Al Austin 15-4282 Draft FY2017 General Fund City Services Review Kim Eagle, Office of Strategy and Budget Director, presented an update on the process for the FY2017 General Fund City Services Review. A completed Draft FY2017 General Fund City Services Review document has been distributed to Council members. Additional discussion of the results of the City Services Review is scheduled for the December 5, 2016 Council Workshop. City of Charlotte Page 3 Printed on 11/8/2016 City Council Workshop Meeting Meeting Minutes November 7, 2016 CITIZENS FORUM Speaker #1: Chris Turner - Non-Discrimination Ordinance Speaker #2: Maxine Ruff - Better Community for our Youth Speaker #3: Mable Hemphill - Postiive Change in Charlotte Speaker #4: Julianne Taylor - Affordable Care Act Enrollment Assistance Speaker #5: Gail Adams - Obama Studio Apartments Speaker #6: Andrew Fede - Citizens Review Board Speaker #7: Kathryn Mahan - Non-Discrimination Ordinance Speaker #8: Patrick Pope - Positive Change in Charlotte Speaker #9: J'Tanya Adams - Affordable Housing Speaker #10: Howard Brown - Mother's Safe Deposit Box 15-4350 Community Action Plan Update On October 3, 2016, the City Council presented a “Letter to the Community” in response to the recent Charlotte demonstrations and community feedback. The letter pledged “energy and focus on three key areas for further discussion and action at upcoming City Council meetings beginning on October 10, 2016: Safety, Trust, and Accountability; Access to safe, quality, and affordable housing; and, Good paying jobs." At their October 10, 2016 Business Meeting, the City Council approved several actions supporting the three key areas referenced in the October 3 “Letter to the Community.” The workshop provided presentations from from various staff that updated Council on the work that has been done, is underway, and forthcoming in support of the October 10, 2016 Council Action. Willie Ratchford, Executive Director of the Community Relations Committee presented a framework for future community forums; Ann Wall, Assistant City Manager and Kerr Putney, Chief of Police presented an update on initiatives that are under way in support of Council's objective for Safety, Trust and Accountability; Pam Wideman, Deputy Director of Neighborhood & Business Services provided an update on providing Access to safe, quaility and affordable housing; and, Kevin Dick, Director of Economic Development, provided an update on initiatives to create good paying jobs. The presentations are part of ongoing work, for which staff will regularly provide updates on these and other related efforts. ADJOURNMENT A motion was made by Council member Mayfield and seconded by Council member Mitchell to adjourn the meeting. The motion carried unanimously. Draft FY2017 General Fund City Services Review Topic: Discussion of FY2017 General Fund City Services Review Resources: Kim Eagle, Management & Financial Services Key Points: § Council approved a Future Work Plan for FY2018 Budget Planning as part of the adopted FY2017 Strategic Operating Plan, including conducting a detailed review of services provided by the City of Charlotte. § The City Services Review is intended to: - provide a common foundation of knowledge pertaining to current City service delivery and financial implications - Create a framework for FY2018 budget development deliberations - Address strategic needs associated with the City’s structural budget challenges and long-term financial viability § During the August 22, 2016 Council Business Meeting Dinner Briefing, the Office of Strategy & Budget Director provided an update on the process and timeline for conducting the FY2017 City Services Review § At its September 15, 2016 meeting, Council Budget Committee discussed the City Services Review process and reviewed the list of services and information to be inventoried for each service § On October 20, 2016, the completed Draft FY2017 General Fund City Services Review document, containing information on 94 City Services and 289 Service Components, was presented to the Budget Committee § One-on-one meetings with each Council member were conducted between October 27th and November 4th to discuss questions and feedback on specific services and service components Council Decision or Direction Requested: Continued discussion of the FY2017 General Fund City Services Review to obtain additional feedback from Council and provide Department Directors and other staff the opportunity to respond to questions Council members may have on the City’s current services.
