CITY COUNCIL WORKSHOP
CALL TO ORDER
The City Council of the City of Charlotte, North Carolina convened for a Workshop
on Monday, December 5, 2016 at 5:19 p.m. in Conference Room 267 of the
Charlotte Mecklenburg Government Center with Mayor Jennifer Roberts
presiding.

CMPD Update
Kerr Putney, Chief of Police, provided City Council with an update on recent
events after the District Attorney announced the decision not to charge Officer
Brentley Vinson, who was involved in the shooting of Mr. Keith Lamont Scott.
Council member Phipps arrived at 5:31 p.m.

Community Action Plan Update
Debra Campbell, Assistant City Manager, provided an update on City Council's
Community Action Plan.
15-4460 Draft FY2017 General Fund City Services Review
As part of the adopted 2017 Strategic Operating Plan, Council approved a Future
Work Plan for FY2018 Budget Planning, including conducting a detailed review
of services (“City Services Review”) provided by the City of Charlotte. The City
Services Review is intended to: provide a common foundation of knowledge
pertaining to current City service delivery and financial implications; create a
framework for FY2018 budget development deliberations; and, address strategic
needs associated with the City’s structural budget challenges and long-term
financial viability.

Focus Area Plans represent the City Council’s priorities and are intended to

guide the organization’s strategic planning throughout the fiscal year.
For FY2018 - FY2019, the adoption schedule has been revised so that Focus Area
Plans will be adopted in December; as a result of the revised timeline,
Departments will be able to use the Focus Area Plans to inform the upcoming
budget development process. Focus Area Plans now have a two-year horizon
and will be in effect for FY2018 and FY2019; this will allow Committees and
Departments to have time to implement the Objectives and Strategies prior to
developing the plan for the upcoming fiscal year. Performance measures have
been added to the Focus Area Plans and progress will be reported to Focus Area
Committees on a quarterly basis.
As of November 28, 2016, all five Focus Area Committees have recommended
adoption of their respective FY2018 - FY2019 Focus Area Plans. City Council will
be asked to adopt the FY2018 - FY2019 Focus Area Plans during the Council
Business Meeting on December 12, 2016.
15-4484 Airport Area Strategic Development Plan
On October 26, 2015, Council approved a contract with MXD Development
Strategists for the creation of an Airport Area Strategic Development Plan
(AADSP). The AASDP is a market-based, commercial development strategy of
land controlled by Charlotte-Douglas Airport It focuses on land re-use compatible
with aeronautical activity supporting the Airport as a self-sustaining enterprise.
Brent Cagle, Aviation Director and Stuart Hair, Aviation, presented the overall
proposed strategy and some preliminary conceptual layout recommendations for
future development over the next 20 years.

Key Points:
§ As part of the adopted 2017 Strategic Operating Plan, Council approved a Future Work Plan for

§ The City Services Review is intended to:

§ During the August 22, 2016 Council Business Meeting Dinner Briefing, the Office of Strategy &
Budget Director provided an update on the process and timeline for conducting the FY2017 City
Services Review
§ At its September 15, 2016 meeting, Council Budget Committee discussed the City Services Review
process and reviewed the list of services and information to be inventoried for each service
§ On October 20, 2016, the completed Draft FY2017 General Fund City Services Review document,
containing information on 94 City Services and 289 Service Components, was presented to the
Budget Committee
§ One-on-one meetings with each Council member were conducted between October 27th and
November 4th to discuss questions and feedback on specific services and service components
§ At the November 7, 2016 Council Workshop, the Office of Strategy & Budget Director presented an
overview of the draft results of the FY2017 General Fund City Services Review. The overview
included a breakdown of services by Focus Area, an identification of services that are required by
federal and state law or City Council policy, and a list of themes and keys concerns identified by
Council members during their one-on-one sessions
§ Responses to Council members’ questions and other requested follow-up information from the
one-on-one meetings were distributed in the December 1st Council Packet
Council Decision or Direction Requested:
This discussion offers City Council the opportunity for additional feedback on the FY2017 General Fund
City Services Review and provides Department Directors and other staff the opportunity to respond to
additional questions Council members may have on the City’s current services. During its Annual Retreat
in January 2017, City Council will preview key budget issues for FY2018 in conjunction with the City
Services Review, and discuss structural budget challenges and long-term financial strategies associated
with current City services.

Key Points:
§ Focus Area Plans represent the City Council’s priorities and are intended to guide the organization’s

§ Noteworthy changes to the FY2018 - FY2019 Focus Area Plan development process include:
- Traditionally, Focus Area Plans are adopted in the spring. For FY2018 - FY2019, the
adoption schedule has been revised so that Focus Area Plans will be adopted in December.
As a result of the revised timeline, Departments will be able to use the Focus Area Plans to
inform the upcoming budget development process
- Focus Area Plans now have a two-year horizon and will be in effect for FY2018 and FY2019.

Key Points:

· As the plan is implemented, individual contracts in support of that implementation will be brought
to City Council.
