CALL TO ORDER
The City Council of the City of Charlotte, North Carolina convened for a Workshop
on Monday, February 6, 2017 at 5:19 p.m. in Room 267 of the Charlotte
Mecklenburg Government Center with Mayor Jennifer Roberts presiding.

UPDATE ON THE COMMUNITY ACTION PLAN
A Council priority is to build and preserve vibrant and diverse neighborhoods by
expanding the supply of affordable and workforce housing through new
construction and preservation of the existing housing stock. On October 10, 2016
Council accelerated the goal of creating 5,000 affordable/ workforce housing
units within five years to three years.
Pamela Wideman, Deputy Director of Neighborhood and Business Services, gave
a presentation regarding the Private Sale of City-Owned Property for the
Development of Affordable/ Workforce Housing West Tyvola Road (#143-133-01) &
Community Housing Development Organizations Funding Support Requests.
Council will be asked to take action on these items at the February 13, 2017
Business Meeting. Approval of both requests will result in up to 247 additional
units of affordable and workforce housing toward Council's accelerated goal of
creating 5,000 affordable/ workforce housing within three years.

CMPD YEAR END BRIEFING
Police Chief Kerr Putney provided an overview of police activity in 2016, CMPD
changes implemented since the events of September 2016, the increase in

violent crime, police-community relations and how the public can help.
Chief Putney stated that moving foward, CMPD will focus on three major
iniatives: Crime Fighting, Community Engagement and Professional
Development.
IMMIGRATION UPDATE
Bob Hagemann, City Attorney gave a presentation on "Sanctuary Cities" and
President Trump's Executive Order: Enhancing Public Safety in the Interior of
the United States. He discussed what is a"Sanctuary City", City Council's 2015
Civil Liberties Resolution, HB 318, 8 U.S.C. 1373, 287(g) and the Mecklenburg
County Sheriff's Office, The Executive Order and A Legal Challenge.
Council member Mayfield arrived at 6:41 p.m.

7. Braxton Winston - Sanctuary Cities and the Roll of Municipal Government
CLOSED SESSION
A motion was made by Council Member Driggs and seconded by Council
Member Phipps to Go into Closed Session pursuant to North Carolina General
Statute 143-318.11 (a)(4) to discuss matters relating to the location of an industry
of business in the City of Charlotte, including potential economic development
incentives that may be offered in negotiations. The motion carried unanimously.
The meeting recessed at 7:12 p.m. so that Council could reconvene in closed
session.
ADJOURNMENT
The meeting adjourned at the conclusion of the closed session. The meeting
was adjourned at 7:50 p.m.
