Present: 12 - Mayor Vi Lyles, Mayor Pro Tem Julie Eiselt, Council Member Dimple Ajmera, Council Member Tariq Scott Bokhari, Council Member Ed Driggs, Council Member Larken Egleston, Council Member Justin Harlow, Council Member LaWana Mayfield, Council Member James Mitchell, Council Member Matt Newton, Council Member Greg Phipps, and Council Member Braxton Winston II 1. 15-10023 City Manager Update - Shared Mobility/E-Scooter Update - Cross Charlotte Trail Cost Update - Affordable Housing Update Marcus Jones, City Manager gave an overview of the items that would be discussed at the meeting. Shared Mobility/ E-Scooter Update Dan Gallagher, Deputy Transportation Director provided an overview of a draft ordinance and changes to guidelines and permits pertaining to e-scooters. City Council will be asked to consider the ordinance at the January 14, 2019 Business meeting. Cross Charlotte Trail Cost Update Liz Babson, Transportation Director and Mike Davis, Chief Engineer gave an update regarding the Cross Charlotte Trail cost. Affordable Housing Update Pam Wideman, Director of Housing and Neighborhood Services provided an update on affordable housing. Mayor Lyles referred Naturally Occuring Affordable Housing (NOAHs) to the Housing and Neighborhood Development Committee. City Attorney A motion was made by Council Member Egleston and seconded by Council Member Mitchell to (A) Appoint Patrick W. Baker as City Attorney, effective March 11, 2019 and (B) Approve an at-will employment agreement, dated January 3, 2019, with Patrick W. Baker that provides, among other things, the following: 1. Initial yearly compensation at $254,000; 2. An automobile allowance of $4,800 per year; 3. Other benefits generally available to city employees; 4. Relocation assistance in accordance with City Human Resources policies; and 5. A severance payment, if the city terminates Mr. Baker without good cause, equal to 6 months base salary. The motion carried unanimously. City of Charlotte Page 1 Printed on 1/8/2019 City Council Strategy Session Meeting Minutes January 7, 2019 2. 15-10004 Committee Report Outs Council Member Mayfield provided a report on the Housing and Neighborhood Development Committee; Council Member Ajmera provided a report on the Environment Committee; Council Member Driggs provided a report on the Economic Development Committee; Council Member Eiselt provided a report on the Community Safety Committee; Council Member Phipps provided reports on the Transportation and Planning Committee; Council Member Egleston provided a report on the Intergovernmental Relations Committee; and, Council Member Phipps provided a report on the Budget and Effectiveness Committee. 3. 15-10006 Closed Session (as necessary) There was no closed session. ADJOURNMENT A motion was made by Council Member Egleston and seconded by Council Member Eiselt to Adjourn the meeting. The motion carried unanimously.
