A regular meeting of the Chelsea City Council was held on Monday, December 15th, 2025. The
meeting was held in the City Council Chambers at Chelsea City Hall, 500 Broadway, Chelsea,
Massachusetts 02150. Council President DeJesus presided over the meeting. The meeting opened at
7:05 PM.

In Celebration of Four Centenarians
WHEREAS It is fitting that, as elected representatives of the City of Chelsea, the Chelsea City
Council should recognize those residents who are celebrating milestones in their
venerable lives; and
WHEREAS On Monday, December 15th, 2025, representatives from the City of Chelsea – including
several City Councilors and the City Manager – joined family and friends to celebrate the
lives of several centenarians at Cohen-Florence-Levine Estates on Admirals Hill; and
WHEREAS, Carmella Tracia, born in the year 1925, will celebrate her 100th birthday on Saturday,
December 20th; and

WHEREAS, Charles “Charley” Kanter, born in the year 1924, will celebrate his 101st birthday on
Monday, December 22nd; and
WHEREAS, Gaetana “Ida” DiMichele, born in the year 1925, celebrated her 100th birthday on
Monday, December 8th; and
WHEREAS, Maria ‘Stella” Garcia, born in the year 1923, celebrated her 102nd birthday on Thursday,
October 16th; and
WHEREAS, According to statistics and projections from the Census Bureau, Centenarians currently
make up 0.03% of the overall population of the United States and are expected to reach
0.1% in 2054, from an estimated 101,000 people in 2024 to around 422,000 in 2054; and
WHEREAS, Longevity of life is an immense blessing, not just for an individual, but for their family,
friends, and the community at-large – all of whom benefit from the knowledge and
experiences this individual brings to all;
NOW THEREFORE BE IT RESOLVED, that I, Councilor Calvin T. Brown, and the members of the
Chelsea City Council hereby congratulate Carmella Tracia, Charles Kanter, Gaetana
DiMichele, and Maria Garcia on the celebration of their status as centenarians and, on
behalf of the residents of the City of Chelsea, extend our best wishes for many more
happy years of life.

WHEREAS The City of Chelsea is strengthened and enriched by the vibrant contributions of its
Latino community, whose civic, cultural, and economic impact continues to advance the
progress and unity of our city; and
WHEREAS The Salvadoran community, in particular, has played an essential role in shaping
Chelsea’s identity through cultural preservation, entrepreneurship, leadership, and
unwavering commitment to family and community; and
WHEREAS, El Santaneco Restaurant, and its owners Orlando Flores, Francisca Zepeda and Julio
Cesar Flores have devoted 25 years of distinguished service, promoting Latino
excellence, uplifting Latino voices, and demonstrating steadfast dedication to the people
of Chelsea; and
WHEREAS, Santaneco’s work has embodied the values of community pride, compassion, hard work,
and integrity, contributing immeasurably to the advancement and wellbeing of countless
residents; and
WHEREAS, The Chelsea City Council recognizes that such exceptional service to our community
strengthens the social fabric of our City and reflects the very best of our shared civic
spirit;

NOW THEREFORE BE IT RESOLVED, that the Chelsea City Council hereby honors El Santaneco
for 25 years of exemplary service to the City of Chelsea, commends its owners – Orlando
Flores, Francisca Zepeda and Julio Cesar Flores – for representing the Salvadoran
community with distinction, leadership, and heart, and call attention to Santaneco’s
enduring legacy and meaningful contributions to our community.

Re: Response to Council Order 25131, Working group for the 2026 All-America City Awards
Dear Councilors,

I am writing in response to Council Order 25131, requesting the creation of a working group to
complete and submit an application to the National Civic League’s 2026 All-America City Award
competition. We are excited and honored to lead this work. A Letter of Intent to Apply is due on January
5, 2026. We will complete this right away. The full application is due on February 26, 2026, and the
finalists are announced in March 2026. At this stage, preparations begin for the All-America City Award
Ceremony, including assembling the Chelsea delegation and developing our on-stage presentation.
The All-America City recognition is far more than an award; it is a community-building process.
Our past award gave us the opportunity to rally around our city and share positive news during a time that
was extraordinarily challenging for so many. The experience created lasting bonds between government
staff, faith leaders, community leaders, and volunteers. It also allowed us to stand on a national stage and
showcase the strength, resilience, and innovation of Chelsea.
Chelsea continues to lead the way in community building and, in particular, in building trust. The
2026 theme, “America at 250: Strengthening Civic Health and Building Trust,” aligns directly with who
we are and what we have been intentionally cultivating for a generation. Earlier this year, we articulated
this identity as “The Chelsea Way”, bringing together all members of our community and embracing a
community-first mentality that permeates every aspect of our work.
The most challenging aspect of the application will be narrowing down the three themes or
projects we wish to highlight at the national level, because we have so many options.
One option might be Police–Community Trust Building. The Chelsea Police Department has led
one of the most thoughtful and community-affirming trust-building efforts in our State. Particularly this
year, as federal immigration enforcement has strained relationships nationwide, our Police Department
has doubled down on community conversations and roundtables that reinforce the shared need to trust and
support our public safety officials.
Another option might be our efforts around food distribution and ending hunger. Chelsea
continues to be a national model in the fight against hunger. Time and again, our community has
mobilized to ensure that residents’ most basic needs are met. Trust cannot flourish when people are
hungry; meeting people where they are shows that we care, strengthens community bonds, and affirms
our commitment to the well-being of every resident. Other options might be around youth development or
Public Health Initiatives. Our youth programming and public health work are deeply rooted in the
principles of trust and community empowerment. These initiatives demonstrate our long-standing
commitment to creating systems that respect, uplift, and protect our residents.
Trust remains the cornerstone of everything we do, it is, simply, The Chelsea Way.
I look forward to working closely with the City Council, our department heads, and our
community partners to craft an application that reflects the extraordinary work happening in Chelsea. I
cannot wait to showcase our achievements on the national stage once again. Thank you for your
continued leadership and support.

Re: Teen Center Potential Partnership, Boys & Girls Club of Boston
Dear Councilors:
I am writing to share truly exciting news regarding a long-awaited priority for our community and
for this Council: Chelsea will soon have a dedicated Teen Center on Broadway. The City acquired 440
Broadway from the Salvation Army in 2017 with the intention of revitalizing the site for community
benefit. Since then, we have worked closely with a developer to bring forward a transformative project
that includes 29 affordable homeownership condominiums.
Over the past year, we have focused on bringing a dedicated Teen Center for the ground-floor
space. For many years, the City Council has asked for safe, enriching, and accessible spaces for Chelsea’s
teens. A Teen Center located on Broadway is, in every sense, a “dream come true.” It sits in the heart of
our downtown, within walking distance of our middle schools, and only a short distance from Chelsea
High School.
To identify the right partner to operate this center, the City issued a Request for Proposals for a
long-term lease of the space. After a very competitive process, I am pleased to announce that the City has
selected the Boys & Girls Club of Boston as the awardee. The Boys & Girls Club has a longstanding
history in Chelsea. The Jordan club has demonstrated its deep commitment to our young people
consistently.
While we still have a significant amount of work ahead before the Teen Center opens its doors,
this milestone represents a major step forward. We have begun discussions with the Boys & Girls Club
regarding a potential long-term lease. The lease will likely exceed three years and will require City
Council approval. The City may need to support construction to ensure that the Center can open as soon
as possible.
In the coming months, we will continue to refine details and will keep the Council closely
informed. Thank you for your ongoing leadership and advocacy on behalf of Chelsea’s youth. We are
proud to be moving together toward a Teen Center that will serve generations to come.

Re: Second Appeal Submitted for FEMA Case – COVID Food Distribution
Dear Councilors:
I am writing to notify the City Council that we have submitted the second appeal to FEMA
requesting reimbursement for food distribution efforts during the COVID-19 pandemic. A copy of the
second appeal is attached for the City Council’s reference.
We have been working very closely with our State Partners at the Massachusetts Emergency
Management Agency (MEMA). The State continues to advocate for Chelsea and for this reimbursement.
We will let the City Council as soon as we hear from FEMA on this appeal. Thank you for all your

Re: DPW Practice Change: Towing during Snow Parking Bans
Dear Councilors:
I am writing to share that our Department of Public Works will be making a change in practice as
it relates to towing during snow parking bans. Historically, the DPW has issued parking bans for large
snow storms, or after consecutive snow storms. While well intentioned, the parking bans have a huge
impact on our residents. Residents scramble to find parking when a snow ban is in effect. The parking
bans are called based on weather forecasts that can completely miss the mark. We all recall storms that
are forecasted to be large, only to get a dusting in Chelsea. Parking bans are enforced with towing that are
labor intensive for our police officers, and can be financially impactful on our residents.
After careful review and meeting with neighboring communities, the DPW recommends a
change. Beginning January 1, 2026, only vehicles parked on the even side of each of the Emergency
Arteries will be required to move. During even numbered years, the Snow Parking Ban will only apply to
vehicles parked on the even side of the street and vehicles on the odd side of the street can remain in
place. In odd-numbered years, like 2027, the ban will apply to vehicles on the odd side of the street and
vehicles will be permitted to park on the even side.
We know that this change requires a big communication push for our residents. Over the next few
weeks, our team will work hard to get this message out. We will also remind residents of this change
throughout the winter months, and ahead of any snow parking bans. Thank you for all your support.

Re: Draft Capital Improvement Plan FY27-FY31
Dear Councilors:
I am happy to report that we have a draft Capital Improvement Plan for Fiscal Years 2027
through Fiscal Year 2031. Effective capital planning is crucial to building a thriving and resilient
community. I am proud of the investments we have made, and continue to make, with the incredible
support of the City Council. We have upgraded our firefighter equipment and apparatus, we have
improved our public buildings, and we have expanded the number of parks in our City. Our progress
continues with this capital plan, tackling the big issues that our residents need: better roads and sidewalks,
improved parks, and effective public safety. We had a first community session to kick off our budget
season. We will continue our community outreach after the New Year.
This Capital Improvement is $34 Million dollars, with 35% funded from State Grants. The largest
project in the plan is the full reconstruction of the Park and Pearl area, which the Council has been a
priority for many years. We will purchase a community support vehicle for our Chelsea Fire Department.
This support vehicle will allow residents in emergencies, such as fires and floods, to stabilize and get rest
outside of the elements following a crisis. The plan continues to fund the Chelsea Opportunity Academy’s
new home at 26 County Road, a multi-year project that will greatly benefit Chelsea High School. We will
renovate Kayem park, continue upgrading Highland Park, and continue our work on Lewis Howard
Latimer Overlook Park.
Attached you will find a draft of the proposed Capital Improvement Plan (CIP) for Fiscal Years
2027 to 2031. We welcome the City Council’s input, and look forward to answering any questions. We
will submit the plan formally, as required under Section 5-4 of the Chelsea City Charter, at your second
meeting in January.

Re: FY2026 Annual Assessors Report
Dear Councilors:
I am writing to share the annual report from our Assessing Department. The report is fantastic
and is a great way to get a snapshot of our financial achievements and challenges. One of our biggest
challenges is new growth. FY2026 had the lowest new growth value in over a decade. This year’s new
growth was almost a quarter of the new growth we saw at our peak. New growth is the way that we can
expand city services and support our residents without burdening our existing taxpayers. New growth is
critical to our community, and it is the only way we will be able to achieve the City Council’s priorities.
Chelsea continues to be a great value. Thanks to the incredible work of the City Council, we are
able to shift the tax burden to commercial and industrial properties. We are also able to provide a 35%
residential tax exemption, which is the maximum allowed by law. This results in Chelsea having the
lowest average single-family tax bill among our neighboring communities. This is something we must
continue to protect for the benefit of everyone in our community.
The Assessors’ report is also a guide on available abatements that residents can seek. We
encourage all residents to review the report. If you have any questions, do not hesitate to reach out to the

Re: CAP Collaborative Program – March to May 2026
Dear Councilors:
I am writing to share the exciting news that I have been accepted into the Civic Action Project
(CAP) Collaborative Program. The CAP Collaborative begins on March 10, 2026, and runs for nine
weeks, concluding on May 5, 2026. Sessions are one day a week, on Tuesdays from 3:30 PM to 8:30 PM.
The CAP Collaborative is a cross-training initiative that brings together 20 senior leaders from
both the public and private sectors in Massachusetts. These include government officials, corporate
executives, and community leaders. The program fosters deeper understanding, trust, and collaboration
between business and government. Leaders engage with experts from the public and private sectors to
learn about successful public-private collaborations, and develop a shared vocabulary on economic

development. The CAP Collaborative builds a robust alumni network, creating trusted advisors,
collaborators, and partners across sectors.
The CAP Collaborative offers significant benefits for the City of Chelsea. The program will
expand our network and forge relationships that may attract new business investment and public-private
partnerships to Chelsea. We will gain a deeper understanding of how we can approach complex
challenges, and lead pragmatic, economic development. We can also leverage lessons from other
municipalities to advance new growth, infrastructure, and development.
Please rest assured that during this time, I will remain fully committed to the important work of
serving Our Community. Participating in CAP will not divert my energies from day-to-day city
management. We have a highly capable and dedicated team at City Hall, who will help me handle routine
requests and urgent issues during the times when I am attending CAP Collaborative sessions.
I am excited about this opportunity. The knowledge, relationships, and strategic perspective I gain
through the CAP Collaborative will translate into real value for Chelsea. I appreciate your support and
look forward to sharing what I learn with the Council and Our Community.

Pursuant to Section 4-2 of the Charter of the City of Chelsea, I am writing to recommend the
following individuals to Boards and Commissions in the City.
For appointment to the Planning Board, Ms. Geneliz Herrera, 26 Beacon Street, Chelsea, to fill
the unexpired term of Ms. Jessica Arbaiza who resigned in November. This term expires on October 21,
2027.
For appointment to the Tree Board, Ms. Lauren Patterson, 24 Boatswains Way, Chelsea, to fill
the unexpired term of Mr. Raymond Gomez who resigned in September. This term expires on March 18,
2027.
For appointment to the Cultural Council, Ms. Flor De Maria Guerrero Aldana, 21 Gerrish Avenue
#10, Chelsea, to fill the unexpired term of Ms. Lilly Darr who resigned. This term expires on June 23,
2028.
For appointment to the Cultural Council, Ms. Magno Garcia, 77 Bloomingdale Street #3, Chelsea,
