Notice of the meeting was posted with the Media 24 hours in advance according to the Freedom of Information Act. All City Council meetings are live streamed/recorded. To view the video of a complete transcript, please visit: The City of Clinton YouTube Page at CityofClintonSC Members Present: Harold Nichols, Chairperson Sheryl Anderson Mitch Meadors Michael Stoddard Members Absent: Steven Laird Charlotte Slice City Staff Present: Phil Linler, Planning Director John Gordon, IT 1 Call To Order The Design Review Board was called to order by Mr. Harold Nichols, and a moment of respect was observed for Officer Chris Moore, for committee member and officer with the Clinton Police Department. Approval of Minutes The committee reviewed minutes from the last meeting held on April 16 (no meeting was held in May). Decisions: • Committee Member Michael Stoddard made a motion to approve the minutes • Committee Member Sheryl Anderson seconded the motion • Motion carried unanimously 4 to 0. Old Business No old business items were raised by committee members. New Business A. Design Review Standards Amendment 1. Maintenance and General Upkeep Standards • Discussion focused on updates to city center design standards, specifically regarding safety and general standards. • Recent changes and additions were reviewed, notably in relation to residential and commercial properties. • Updates included specifics on landscape maintenance, property quality, vehicle and material storage, and preservation of property value. • Members discussed whether further information was needed for clarity, especially distinguishing between commercial and residential standards Action Plans: • Updated copies of the proposed standards will be sent to committee members for review. • Official approval is to be tabled for a future meeting when more committee 2 members are present. Decisions Made: • The committee agreed to distribute updated copies of the standards for further review. • Members preferred to postpone official adoption until there is a larger quorum, due to summer schedules. 2. Visual Gateways • A separate discussion focused on updates to the visual gateway standards (Section 14, specific references to doors and corridors). Actions Taken: • No additional changes were proposed at this time. • Members agreed the document should remain concise and easy to use. Decisions Made: • Official approval is to be tabled for a future meeting when more committee members are present. Other Items No other items to discuss. Planning Director’s Report and Recommendations • No additional reports or recommendations from the planning director or committee members. • Expressed hope for Officer Moore’s family’s well-being and acknowledged his service to the community. • Best wishes were extended for the summer break, with a commitment to resuming work at the next meeting. Adjournment With no further business to discuss, June 18, 2026, Design Review Board meeting was adjourned by Chairperson Harold Nichols. • Committee Member Mitch Meadors made a motion to adjourn. • Committee Member Sheryl Anderson seconded the motion. • Motion carried unanimously 4 to 0. 3 City of Clinton, South Carolina Staff Report Certificate of Appropriateness July 13, 2026 Location: 100 Laurens Street Tax Map Number:901-12-04-001 Acreage: 1.22 acres Property Owner: 100 Laurens LLC Agent: Chad Ridgeway Current Zoning: C-3 (General Commercial) Existing Land Use: Vacant Commercial Application Type: Sign Permit Proposed Land Use: Fitness Location This is a request by Chad Ridgeway of Electric City Signs (agent) for 100 Laurens LLC (property owner) to request a Certificate of Appropriateness for sign design on the building. The site is currently zoned C-3 (General Commercial) in the Historical Buildings and Maintenance Overlay District (HB-MD) which requires a review and approval by the City of Clinton Design Review Board. Property Location Map: 100 Laurens Street Staff Report 1 Proposed Site Photo: Existing Zoning Map: C-2 C-3 100 Laurens Street Staff Report 2 Applicable City Zoning Standards: Sec 4.7.7.E.1. Wall sign. a) Mazimum size: One square foot per linear foot of the building wall on which the sign is to be placed. The building wall is 80 feet which would allow up to 80 square feet of sign area. The proposal is for a 111 square foot sign. DOES NOT MEET CITY STANDARD. Applicable City Design Standards: NEW STANDARDS The location of the sign on the building on the sign band. MEETS CITY STANDARD. Internally illuminated plastic or backlit box signs are not appropriate. DOES NOT MEET CITY STANDARD. The colors gray, black, and white are allowed. Purple is not an approved color in the district. DOES NOT MEET CITY STANDARD. OLD STANDARDS The location of the sign on the building on the sign band. MEETS CITY STANDARD. Internally-illuminated or backlit plastic signs are unnacceptable. DOES NOT MEET CITY STANDARD. The colors gray, black, and white are allowed. Purple is not an approved color in the district. DOES NOT MEET CITY STANDARD. Proposal: The applicant is proposing to place a wall sign attached to the structure above the windows and below the top of the structure. The wall sign is 111 square feet and the maximum allowed square footage is 80 square feet. The applicant is also proposing internally lit channel letters. This type of sign is discouraged. Reverse channel back lit letters (not internally lit) would be more appropriate. Or, individual letters lit from an external source such as from the base of the covered extension or gooseneck lighting from the top of the structure. Lastly, the color purple utilized by the business is not an approved color. However, the purple is only proposed for a small portion of the overall sign. Staff Recommendation: Approval of the color purple for use in the small portion of the sign design as proposed. Approval of the proposed location of the sign above the windows and below the top of the structure. 100 Laurens Street Staff Report 3 Approval of sign area not to exceed 80 square feet.
