D. CITY COUNCIL Fire Department Apparatus Discussion Fire Dept. Lt. Hamilton gave an overview of the Fire Department apparatus bid proposals. He advised the truck purchase was in the 2015 CIP budget and approved by Council as a replacement for truck #1234. He indicated truck #1234 is more than 20 years old, maintenance/repair costs are increasing ($74,000 in last 7 years), has been out of service 2 times this month alone, and the ladder turret needs to be repaired at cost of up to $20,000. The proposed truck will replace 2 of the current City of Collinsville Page 1 Printed on 3/17/2016 City Council Minutes - Final January 25, 2016 trucks, Ladder and Pumper trucks, as the Quint apparatus includes pump, water tank, fire hose, aerial ladder, ground ladders and rescue equipment. Lt. Hamilton summarized the truck bid proposals and highlighted the difference. He indicated: Rosenbauer = $797,268. Rosenbauer bid failed to meet minimum specs and includes multiple exceptions. One major exception was the steel ladder instead of a aluminum ladder. The steel ladder does not meet safety rating and weight bearing requirements. One year deliver date. Truck allows for 2,000 lbs of equipment. E-One = $822,944. E-One truck meets specification, has the lightest yet strongest ladder available, allows for 2500 lbs of equipment, delivery time estimated at 240 days with dealer installing all equipment, and service/annual testing is conducted locally at Banner Fire Equipment in Roxana. Lt. Hamilton indicated the equipment bids were: KME = $39,463. However, this does not include rescue tools which cost around an additional $25,000. E-One = $59,850 (includes tools and installation) Due to safety concerns, the FD committee selected options on E-One for Advanced Aerial Controls for an additional $17,450. This includes many additional safety features (collision avoidance, vision screen, etc.). Total price for E-One and Banner Fire safety equipment = $900,233 (with prepayment discount). Director Ammann elaborated on available financing. The Bank of Edwardsville is offering 2.75% for 10 year lease purchase at total cost of $1,041,927.20 ($141,694.20 financing cost), annual expenditure of $104,192.82. Funding source is Fund 28, CIP. Lt. Hamilton advised bid proposals are good for 120 days. The proposed new truck is ACLS appropriate for all types of Fire Dept. calls, not just fire calls. If purchased, truck #1234 will be put into reserve status. PSAP Consolidation Discussion Chief Evans addressed Council with regards to the law regarding PSAP (Public Safety Answering Point) Consolidation, 9-1-1 call center. He explained Madison County has 16 PSAP's but new law dictates the need to reduce the amount of PSAP's to 8. The Madison County 9-1-1 Coordinator has not yet made a desicion as to how the reduction would be determined. He advised the law went into effect January 1, 2016 and indicates a plan regarding the consolidation to be in place by July 1. He further stated it is speculated that additional PSAP's may be cut in the future reducing the answering points from 8. It is believed the reduction is due to cost but they claim a centralized call center is more efficient. The law enforcement community disagrees. Chief Evans indicated the Collinsville Police Department has a state of the art 9-1-1 call center with next generation capabilities. He believes Collinsville has a good change to be considered as a call City of Collinsville Page 2 Printed on 3/17/2016 City Council Minutes - Final January 25, 2016 center due to geographic location and equipment, however, additional cost may be accrued by the City in hiring additional personnel to handle 9-1-1 call volumes. He also indicated Home Rule communities may have the authority to stand alone as a 9-1-1 call center and opt out of the PSAP consolidation; however, the law is not written clearly. Chief Evans will discuss with Corporate Counsel for clarification. Chicago is exempt from this law and IML is lobbying to have Madison County exempt also. Mayor Miller asked Chief to draft a resolution for Council to approve in order to urge elected officials to exempt Madison County. E. ADJOURNMENT A motion was made by Councilman Moss, seconded by Councilman Stehman to adjourn.
