Enterprise Fund Projects: $240k 2017 vehicles manhole and sewer rehabilitation projects replacing lift station $360k City of Collinsville Page 4 Printed on 8/16/2017 City Council Minutes - Final July 10, 2017 Greenwood Water Main Replacement: Kress explained, replace water lines to assist Fire Dept. will be done by construction crew but don't include labor cost, in house engineering Kress - gave water main replacement statistics/history - replaced approx 26 miles (14%) from 2 in lines without fire protection 1400 hydrants, not all on Main to Clay have been updated can't go out and inspect hydrants on a daily basis, one used the other day was last used in January but had since been damaged better ISO rating = lower residents insurance cost water dept make hydrant repairs a priority, many have been replaced over the years but some are 50 yrs but expected to last 100 yrs 20% are 4" 16% of hydrants are fed from 4" main Mayor Miller spoke of hydrant flushed and inspections by FD Kress - all flushed 6 years (see video from MB regarding prior Fire chief and staffing issues that program was abandoned) Mayor miller spoke of flow ratios for hydrants. MFT: improve Sugerload, $569K project, Troy - reconstruction project and add sidewalks, will include land acq, make permanent surface, phase project, STP state funding and will apply for a third phase NEBD: Beltline/Keebler intersection Other Public Works projects: Automated water meters Sugar Loaf Water Main Community Development Projects: $100k 2018 - consolidated software project manager program Fire Dept Projects: already approved fire engine replacement - lease payment already approved ambulance rechassis ambulance replacement $137,846 1215 (20 years old) fire truck needs to be replaced to allow for front line apparatus tanker truck, Chief did analysis after fire and is doing preplanning and tanker would help with 15,000 gallons of water EMA sirens EMS equipment at $84k (cadiac monitor, CPR, etc) Fire equipment replace of chief and asst chief vehicles, off state bid at $35k since current vehicles are older and shared by various members fire engine at station 2 brush truck - brush fires in fire district, better response than engine Others: relocating station #2 new station #3 $4m study and fire master plan being done by chief Police Dept: Animal control replacement vehicle out of animal shelter fund Tazer 60 Plan, approved in Jan 2017 replacement program vehicle replacement program evidence room remodel, forfeiture fund radar speed signs, forfeiture City of Collinsville Page 6 Printed on 8/16/2017 City Council Minutes - Final July 10, 2017 clerk's remodel, forfeiture dash camera, capital flooring and room replacement, TIF Other: radio upgrades $500k-$1m, get study done for system and recommendation B - asked about 9-1-1 systems chief - plan was approved and being submitted to State Advisory board, Could take on the 9-1-1 calls from Highland, IL Stehman and Brombolich = earmark monies $500k for study Chief - forfeiture funds, can't be expected to do in the future, got to use the funds in a rational and responsible way that qualify to use the forfeiture funds, evidence room could be updated, Clerk's and other areas, but can't support as budgeted money. Answered his questions Phil Astrauskas - Sheriff issued summons, son's summons had address unknown, summons for non-payment for Crime Free Program but was paid on 6/12, spoke of an inspection plan, Code Violations around town - talked about tall weeds, windows falling out of buildings, zoning issue summons regarding 6 unit apartment building not zoned correctly Joe Ashmann - troubled regarding comments made about CARD, he spoke of debt by CARD and other officials, he spoke of interest on loans, I. ADJOURNMENT City of Collinsville Page 9 Printed on 8/16/2017 City Council Minutes - Final July 10, 2017 ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
