INVOCATION Delivered by Pastor Cory Johnston of Heights Church. D. PLEDGE OF ALLEGIANCE Recited. E. PROCLAMATIONS/RECOGNITION/PRESENTATIONS 1. Presentation of Retirement Plaque to George Kroder Mayor Miller presented George Kroder with his retirement plaque and thanked him for 40 years of service to the community. 2. Presentation and Recognition of the Hometown Hero Banner Program Lenny and Pat Rietz, founders of the Hometown Heroes Banner program, thanked the Mayor and City of Collinsville Page 1 Printed on 5/7/2018 City Council Minutes - Final March 26, 2018 Council for their support. They spoke of the program and banners. They mentioned other cities adopting the program after being initiated in Collinsville. They presented Mayor Miller with an engraved rock as their way of thanking him for his miliary service. COMMENTS & ANNOUNCEMENTS - MAYOR Mayor Miller mentioned the Hometown Heroes Banner program and thanked Pat and Lenny Rietz for their efforts. He spoke of a recent Collinsville High School girls softball team event honoring former coach and Mayor, Stan Schaeffer, first honoree of the Collinsville High School Hall of Fame. He spoke of their fundraiser to replace the scoreboard in honor of Stan Schaeffer. He mentioned Easter coming up. He further spoke of the Collinsville High School band performing at Carnegie Hall in New York. J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS None. K. COMMENTS & ANNOUNCEMENTS - CITY STAFF None. L. No items were pulled. A motion was made by Councilman Jerome, seconded by Councilman Brombolich, to approve the Consent Agenda. Ordinance Accepting an Illinois Workers' Compensation Commission Settlement Contract Lump Sum Petition and Order Attachments: Agenda Item Report Ordinance Agreement Finance Director Tamara Ammann advised this ordinance would authorize the payment of $24,999.56 to David Badgett, who was injured on December 16, 2016 when he slipped on ice while assisting a motorist. All medical expenses and temporary disability benefits have been paid. A motion was made by Councilman Stehman, seconded by Councilman Green to approve. Ordinance Authorizing the City Treasurer to Sign an Addendum to Contingent Fee Professional Serivces Agreement with Azavar Audit Solutions, Inc. Attachments: Agenda Item Report Ordinance Addendum to Contingent Fee Professional Services Agreement Overview by Director Ammann, who advised the City has been working with Azavar regarding utility tax audits. Azavar developed the online utility tax rebate program for Collinsville as a test module. Since the program was in the testing phase, Azavar did not charge for the program. Azavar recently submitted an addendum to their contract for the rebate program. Azavar also recently developed other tools which will allow the City to automate Hotel/Motel and Food and Beverage Tax. She further advised the module would allow the City to upload sales tax data received from Illinois Department of Revenue. The cost of the program would be $25,410 per year for a 3 year term. Councilman Jerome inquired of the software being user-friendly and assist those seeking a rebate. Director Ammann indicated that Azavar will provide personnel at City Hall to assist with the rebate program. She spoke of the amount of staff time required with the rebate data entry. She advised Azavar personnel will not be able to go to individual homes but may attend events (senior fair, library). Councilman Stehman inquired of the amount of time they will be present at City Hall. Director Ammann advised it would be only during the rebate time period (April and May). Councilman Green indicated the rebate could be filed for online at home to which Director Ammann concurred. Director Ammann further advised that those needing assistance could come to City Hall for help. Councilman Green inquired of the other services Azavar is offering with this module. Director Ammann indicated the current process is cumbersome and done manually. She advised that each restaurant along Rt. 157 and all hotels/motels prepare and submit monthly tax returns to the City's Finance Department. Finance staff maintains the data on a spreadsheet and collects tax funds. The process would become even more cumbersome with the city-wide expansion of the Food and Beverage Tax. Azavar will maintain data, calculate delinquencies, and take care of collection efforts. A motion was made by Councilman Jerome, seconded by Councilman Green to approve. Resolution Endorsing the Dissolution of the Collinsville Area Recreation District and also Endorsing the City of Collinsville to Disconnect Their Real Estate from the Jurisdiction from the Collinsville Area Recreation District (CARD) City of Collinsville Page 4 Printed on 5/7/2018 City Council Minutes - Final March 26, 2018 Attachments: Agenda Item Report Resolution City Clerk Wasser advised that agenda item #3 (Resolution Endorsing the Dissolution of the Collinsville Area Recreation District and also Endorsing the City of Collinsville to Disconnect Their Real Estate from the Jurisdiction from the Collinsville Area Recreation District) and agenda item #5 (Resolution Endorsing Citizens of the City of Collinsville to Disconnect Their Real Estate from the Jurisdiction from the Collinsville Area Recreation District) will be combined into one resolution and worded as: Resolution Endorsing the Dissolution of the Collinsville Area Recreation District and Also Endorsing the Citizens of the City of Collinsville to Disconnect Their Real Estate from the Collinsville Area Recreation District. City Manager Bair advised this resolution supports the dissolution of CARD and further supports and encourages disconnection of Collinsville residents and City owned property from CARD's jurisdiction. He spoke of the partnership between the City and CARD. He mentioned previously approved ownership transfers of property (Splash City and Willoughby Farm) from CARD to the City and the reason why the City is supporting dissolution to avoid double taxation. He displayed an aerial map showing City owned parcels and right of ways. He explained how citizens could disconnect along the routes. He advised a petition to dissolve CARD is anticipated. He indicated CARD will meet and accept our ordinance and petition disconnecting City owned property from their district. The City will assist citizens wishing to disconnect their properties from CARD. Mayor Miller clarified that the disconnection from CARD would eliminate a tax dollars going towards operational expenses but not CARD's current debt. Councilman Brombolich inquired of how information would be disseminated to the public. City Manager Bair advised the City will have information available on the website and at City Hall as well as a joint press release. He spoke of the process of disconnecting. Councilman Stehman clarified that property owners need to initiate the process of disconnecting to which City Manager Bair confirmed. A motion was made by Councilman Brombolich, seconded by Councilman Stehman to approve. Ordinance Providing for the Disconnection of Real Estate Owned by the City of Collinsville from the Collinsville Area Recreation District (CARD) Attachments: Agenda Item Report Ordinance City of Collinsville Page 5 Printed on 5/7/2018 City Council Minutes - Final March 26, 2018 Overview by City Manager Bair, who advised this ordinance would disconnect City owned properties from the CARD district and allows for the City to execute disconnect petitions. A motion was made by Councilman Brombolich, seconded by Councilman Green to approve. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
