Mayor Miller called the meeting to order at 6:30 pm.

Asst. City Manager Jackson spoke of the City's efforts with regards to the St. Louis Green Business

Challenge initiative. He mentioned the Cool Cities Committee (CCC), who gave out tote bags at the
Farmer's Market and encouraged people to use totes instead of plastic bags, they went on a tour of
Republic Services recycling center, distributed quick reference guides of what can and cannot be
recycled, adopted a street for bi-annual clean up, and hosted a Green Homes workshop to showcase
construction techniques of a sustainable home. On November 16, the CCC will be removing invasive
species from parks grounds. He spoke of programs at Willoughby Farms to include enhanced
compost efforts, pumpkin purge, Christmas tree recycling, and various classes. The City recently
amended zoning regulations to allow for beekeeping by permit, discontinues the use of styrofoam, held
a free electronic recycling drive, hosted solar power education class, and had an energy savings audit
conducted of the aqua park and activity center.
Councilman Stehman inquired of ways to education the public as to what is and is not acceptable in
recyclable bins. Asst. City Manager Jackson advised he can post information on social media sites
and distribute Republic Services stickers at the front counter of City Hall.
2. 2019 CIP Discussion: City-Wide Projects

Overview by Asst. City Manager Jackson, who advised there has been 7 City-wide projects
identified for the next 5 years with a total amount of $1.1 million. The projects include vehicles which
will be funded from the Capital Projects Fund and equipment to be funded from the General Fund.
He highlighted the 7 projects:
* Fleet vehicles
* CityWorks - asset management, permit, and licensing software
* Replace Finance Dept. software
* IT equipment replacement
* Replacement of Granicus - Legistar server
* Upgrade of technology and furniture in Council Chambers to allow for multi-purpose

I. COMMENTS & ANNOUNCEMENTS - MAYOR
Mayor Miller spoke of events held this past weekend in honor of veterans and active duty military
personnel.

Councilman Hausmann spoke of Veteran's Day events.
K. COMMENTS & ANNOUNCEMENTS - CITY STAFF
Cindy Warke, Executive Director of the Gateway Convention Center, featured the upcoming Festival
of Trees gala to be held on December 11. She advised proceeds will benefit Glidden Park
improvements. She also invited the public to attend an open house at the Center on November 20 to

showcase new renovations to the conference wing.
Parks and Recreation Director Kimberly Caughran invited the public to attend the 3rd annual Light Up
Parade and Christmas at the Collins House event on December 7 at 5:30 pm. She spotlighted a
Gingerbread House Workshop to be held at the Activity Center on December 10 as well as Santa's
Morning Out on December 14 in which parents may drop off their children in order to get some
shopping done. She also mentioned the Christmas at the Farm event to be held on December 8 at
Willoughby Farm.
Dennis Kress, Public Works Director, announced a free yard waste disposal event to be held on
December 7 at the City's Street Garage.

M. NEW BUSINESS
1. Ordinance Adopting the St. Louis Road and Collinsville Road Great Streets
Initiative Plan

Associate Planner Cristen Hardin outlined the Great Streets Plan for the St. Louis Rd. - Collinsville
Rd. corridor. She spoke of the planning process that has taken place, community engagement
opportunities in order to identify issues and set goals, evaluating existing conditions as well as
recommended strategies, improvements and implementation process. She indicated the plan only cost
the City $1,900 out of an $85,000 planning process after grants and additional funding avenues were
applied.
Councilman Jerome spoke of this location being a major corridor in need of improvements. He
mentioned development opportunities.
Councilman Hausmann commended staff for efforts and spoke of using a similar planning process for
other areas.
Councilman Stehman inquired of an implementation timeframe and suggested doing some of the
smaller improvements sooner.
A motion was made by Councilman Jerome, seconded by Councilman
Hausmann to approve. The motion carried by the following vote:

2. Ordinance Authorizing the Mayor to Execute an Agreement Between the City
of Collinsville and CTS, LLC (Renovations of Aqua Park and Activity Center)

Overview by Director Caughran, who advised this ordinance would authorize an agreement with CTS
for the renovations of the aqua park and activity center. The agreement allows for a multitude of
problems to be resolved in an energy efficient manner. CTS will oversee the improvement project
thereby allow staff to focus on programs.

Senior Planner Travis Taylor advised this ordinance would authorize a waiver of fees associated with
the building of a home at 310 S. Seminary Street by the Collinsville Area Vocational Center (CAVC)
- Building Trades.
Mayor Miller spoke highly of the program and indicated the City has waived construction fees for the
CAVC in the past.
A motion was made by Councilman Jerome, seconded by Councilman
Stehman to approve. The motion carried by the following vote:

Asst. City Manager Jackson advised this Master Subscription Agreement would bundle the City's two
service contracts with Granicus for website services and Legistar Government Transparency Suite
(agenda manager services).

ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance
Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and
Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers
From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a
member of the City Council.
RULE 2: Input must relate to a matter under the authority of the City of Collinsville.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the City Council.
RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council.
RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted
and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City
Council, City Manager, or any other City officer or employee.
RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may
not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents,
employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or
the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
