Mayor Miller called the meeting to order at 6:30 pm.

Yard of the Month winner.

City Manager Bair introduced Tim Seeberg, General Manager of the Gateway Convention Center.
Mr. Seeberg spoke of his excitement to be part of the organization. He spoke of being impressed
with the staff and their dedicated efforts.

G. COUNCIL DISCUSSION
1. Key Performance Indicators - Parks & Recreation Department

Parks and Recreation Director Kimberly Caughran updated the Council on key performance
indicators on behalf of the Parks Department and Aqua Park for FY 2020. She spoke of
comparisons to the national park standards. Overall, indicators are low due to COVID restrictions.
She advised the pool didn't open until the end of June at 50% capacity. She mentioned other avenues
of interactions and programming utilizing social media sites. Aqua Park goals for 2021 is to increase
revenues and attendance.
She indicated Willoughby Farm appeared to have been well attended since it is outside and able to
social distance; however, revenues were down due to being unable to accept reservations. Goals for
2021 at Willoughby Farm includes increased revenues and tracking volunteer service hours.
Director Caughran advised COVID restrictions deterred events at the Sports Complex. Feasibility
study is underway to address improvements and growth of the facility.
Lastly, she addressed performances of the Shuttle Bus. She advised services were reduced in 2020
due to COVID restrictions as many of the riders are at high risk population. Goal for 2021 is to
resume services 5 days a week. She indicated the Hospitality Shuttle was not in operation but she
plans to coordinate with the Gateway Center to provide shuttle services for participants to the Uptown
area.
Councilman Jerome spoke of the various avenues and creative ideas staff came up with during the
pandemic to interact with the residents.
City Manager Bair complimented Director Caughran and her staff on how well they handled
restrictions and continued public interactions in a safe manner. He spoke of parks and recreation as
being a critical component for quality of life.
Director Caughran thanked Council and the City Manager for their comments. She mentioned an
overwhelming attendance by the public at City parks during the pandemic. She advised the inability to
document the number of attendees but visually appeared busy.
H. SPEAKERS FROM THE FLOOR
Anita Rising of Westridge Dr. spoke of a water drainage issues at her home. She indicated the ditch is

shallow and full of overgrowth. She advised she was told that this issue, as well as others, were
scheduled to be addressed but nothing has been done yet. She inquired as to when the water
drainage issue at her residence would be remedied.
I. COMMENTS & ANNOUNCEMENTS - MAYOR
Mayor Miller spoke of the Memorial Day weekend celebration and the opening season of the Aqua
Park. He mentioned the up coming Smokin' on Main event.
J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF
Director Caughran spoke of up coming events in the Parks and Recreation Department:
Movies on Main - June 19 and 26, July 17 and 31
Collinsville Chorale Outdoor Concert - June 19 at Collins House
IDNR Fishing at Woodland Park - June 14 and 15
She mentioned the fireworks display and attendance at the Memorial Day event. She advised the
Aqua Park is now open for the season.
Public Works Director Dennis Kress apologized to Ms. Rising for the lack of communication and
advised her that the storm water issue at her residence is scheduled to be repaired, as well as others
around town. He indicated he has an extensive list of storm water issues scheduled for repairs over
the next year and a half and are priority based. He mentioned recent historical rains as the cause of
many storm water issues. He further advised that his department tries to address all the issues in a
timely manner but cited lack of resources and manpower has a hindrance. He mentioned the need to
possibly outsource larger projects.
City Manager Bair advised storm water was not properly addressed initially in town; therefore,
causing issues now. He mentioned the need for additional staffing.

Councilman Hausmann asked to move item L.3. Motion to Approve Minutes
of the May 25, 2021 Council Meeting since he was absent. A motion was made
by Councilman Jerome, seconded by Councilman Hausmann, to approve the
Consent Agenda. The motion carried by the following vote:

M. NEW BUSINESS
1. Ordinance Repealing Ordinance #17-70 and Enacting a New Ordinance in
Place Thereof Specifying Purchasing, Bidding, and Contract Procedures

Chief Financial Officer Kris Mooney advised this ordinance would replace previously approved
Purchasing Policy (Ord. No. 17-70) and address Purchasing, Bidding and Contract procedures. He
highlighted the proposed changes to the Purchasing Policy.
Purchase Limits:
* Department Head - approve up to $10,000 (was $5,000)
* City Manager - approve up to $30,000 (was $20,000)
* Council - approves any purchase more than $30,000 (was $20,000)
Policy would include an Inform and Object Clause for purchases between $30,000 - $50,000:
* City Manager would email Council and request approval to purchase item over $30,000, up to
$50,000.
* If Council consents, the purchase would be formally approved at a future meeting.
* If 2 or more Council members object, purchase will not occur.
Exceptions:
* City Manager has the authority to declare item(s) as emergency purchases.
* Contingency of 5% or up to $10,000 of the approved ordinance.

2. Ordinance Authorizing the Mayor to Execute a Memorandum of
Understanding Between the City of Collinsville and the Collinsville
Community School District Unit #10 with Regards to the School Resource
Officer

Overview by CFO Mooney, who advised Unit 10 School District has asked for a School Resource
Officer (SRO) to be on staff and present at the High School during the summer school session due to
an increase in enrollment. Per the MOU, the SRO will work from May 24 through June 17, 4 hours
per day, Monday through Friday at a cost of $4,000 payable to the City by June 30.
A motion was made by Councilman Jerome, seconded by Councilman Green
to approve. The motion carried by the following vote:

3. Ordinance Accepting an Illinois Workers' Compensation Commission
Settlement Contract Lump Sum Petition and Order

CFO Mooney advised this ordinance would authorize a workers' compensation settlement in the
amount of $30,520.12 to Ronnie Goetter. Mr. Goetter was injured on March 11, 2019 during the
course of his employment. All benefits have been paid accordingly and Mr. Goetter has returned to
work.
A motion was made by Councilman Hausmann, seconded by Councilman
Jerome to approve. The motion carried by the following vote:

4. Resolution Appointing a Member to the Planning Commission (Kipley Klein)

Director Travis Taylor, Community Development Department, advised this would authorize the
appointment of Kip Klein to the Planning Commission for a 3 year term, ending June 2024. Mr. Klein
has been a long time resident and has owned and operated his own business. Staff believes Mr. Klein
would be an asset to the Planning Commission and recommends approval.
A motion was made by Councilman Hausmann, seconded by Councilman
Green to approve. The motion carried by the following vote:

ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance
Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and
Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers
From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a
member of the City Council.
RULE 2: Input must relate to a matter under the authority of the City of Collinsville.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the City Council.
RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council.
RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted
and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City
Council, City Manager, or any other City officer or employee.
RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may
not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents,
employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or
the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
