A. CALL TO ORDER
Chairman Jones called the meeting to order at 6:04 pm.
B. ROLL CALL
Also present was City Liaison Kim Wasser.
Noted: Hellige arrived at 7:06 pm.

D. RECESS
Motion to recess so Board could view and score Yard of the Month nominations (1969 Raintree
Trail, 427 Bunkerhill, 314 Vandalia and 41 Chelsea) at 6:05 pm by Wheat, seconded by Graves, all in
favor, motion carried.
Noted: 803 W. Clay nomination was removed as ineligible (previous winner within last 5 years).
Meeting reconvened at 7:06 pm.
E. CORRESPONDENCE
Dalton read a thank you letter from Willoughby Farms for participating in the Arbor Day event.
Nelson tallied the Yard of the Month score sheets:
1st Place - 427 Bunker Hill
2nd Place - 41 Chelsea
Graves showed a sample of the Yard of the Year plaque.
Hellige advised Creekside Gardens has a large water tank that they would like to donate to the CAB.
Motion to accept the water tank as a donation from Creekside Gardens and store at Brown Sr.'s by

F. APPROVAL OF MINUTES
1. Motion to Approve Minutes of the April 12, 2017 meeting
A motion was made by Georg, seconded by Graves to approve. The motion
carried by the following vote:

Nelson, Dalton, Wheat, Toenjes, Main and Main
Nay: 0

G. NEW BUSINESS
1. Schedule trash pick-up along S. Morrison
Trash pick up was scheduled for Saturday, May 27 at 7am. Members will meet in parking lot across
from City Hall.
2. Future mulching schedule
Dalton advised that Madison County Probation Dept. will mulch Vandalia pocket parks (next to
Home Furniture and Ashmann's) but CAB will need to clean up plants. Discussion was had regarding
if CAB should take on the responsibility of maintaining these pocket parks. Hellige advised 3
evergreens and some butterfly bushes are dead. Street Dept. will need to drop off mulch. Motion to
clean up these pocket parks this year only, as a 1 time event in order to help City, and coordinate it
with the Mad County Probation but Street Dept. will be responsible for regular trash pick up and
regular maintenance in the future by Nelson, seconded by Brown Jr., all in favor, motion passed. This
one time clean up event was scheduled for Monday, May 15 at 6pm. Wasser will asked Street Dept.
to pick up debris.
H. OLD BUSINESS
3. Tree Memorial ceremony
Dalton advised the Tree Memorial is scheduled for July 9 at 1:30 pm and will be held at the First
Baptist Church on St. Louis Rd. Currently, there are 4 trees to be dedicated. Jones explained the
Tree Memorial dedication to new members, Brad and Sharon Main.

1. 2017 Garden Tour Update
Graves advised he has a discussion with Councilman David Jerome, who asked if CAB would be
willing to do a fall clean up for senior citizens in need. Board will ask Councilman Jerome for
additional information and guidelines to determine qualification of those in need. Board will discussion
at future meeting.
Dalton gave an update on the Garden Tour. She has 8 yards confirmed to participate. The program
is being prepared, tickets and posters are ready. Brown Jr. will advertise event on Facebook and
Mark Ahlvers will post on City website. Tickets are $12 in advance and $15 the day of event.
Toenjes solicited sponsors for ad's. Hellige showed a sample of the garden stone for participants.
The stones are $25 each. The event will start at Flower Basket and is scheduled for June 10 from 9
am -3 pm. Dalton advised volunteers are needed at each participating house to check wrist bands.
Board members are welcome to go on a preview tour on June 8 at 5:30 pm. Member can meet at the
Library parking lot for pre-tour.
2. Welcome Sign Replacement Project Update
Brown Sr. gave an update on the welcome sign replacement project. Ahlvers did research on stone
for the welcome signs. The stone is available at Collinsville Ice and Fuel and they are willing to give a
substantial discount on the stone as a donation to the City. Stones were available for members to
view. Brown Sr. advised the CAB members would do the labor. He indicated the CAB should be
able to complete 2 signs as a Saturday project. Brown Sr. displayed a rendering of the welcome sign
replacements. Committee is still in the process of getting bids for the Collinsville logo with back lit
lighting. Wasser advised the exact amount of stone needed is yet to be determined. Board advised
they like the uniformed stacked stone, similar to the rendering, rather than the random pattern. Brown
Sr. advised electrical wiring would be easier on the uniformed stacked stone. Wasser showed a
rendering of the current white random bricks being colored black. Board was in agreement with the
coloring of the white bricks.

Nelson spoke of the need to beautify the wedget at St. Louis/Caseyville Rd. She presented a
proposal of replacing the bumper blocks with landscaping stone. She estimated project is

$700-$900, depending on stone type. The perimeter is 110 feet and the stone wall would be 1 1/2
tall. Discussion was had regarding the right-of-way. Board will discuss in the future.
Hellige gave an invoice from Creekside Gardens for Yard of the Month gift certificates.

ADDRESSING THE BOARD/COMMISSION DURING SPEAKERS FROM
THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time
designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary
bodies, officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
