CALL TO ORDER Chairmain Jones called the meeting to order at 6:00 p.m. This agenda item was no action taken. Present: 11 - Janice Georg, Dean Graves, Brion Brown Jr, Judith Nelson, Liz Dalton, Brad Main, Ken Jones, Brion Brown Sr, Susan Hellige, Ronld Spears and Tim Meredith Absent: 1 - Dia Toenjes B. Motion to Approve Minutes from January 9, 2019 Meeting Attachments: Minutes of January 9, 2019 A motion was made by Graves, seconded by Main to approve the minutes of January 9, 2019. CAB Maintenance Responsibilities CAB Responsibilities The Board and Kimberly Caughran, Director of Parks and Recreation, held a discussion clarifying the roles and responsibilities of both the Community Appearance Board and the Parks and Recreation Department in maintaining green spaces/pockets parks. Community Appearance Board - Maintenance Responsibilities · Listeman Park and potted plants in Uptown area (Liz Dalton) · Landscaped Island at W. Main Street and Westmoreland Street (Dean Graves) · Landscaped island at Beltline Road and Highway 159 / “The Wedge” (Janice Georg) · Landscaped island at St. Louis Road and Caseyville Road (Judy Nelson) · Landscaping at the Caseyville Road/Highway 157 City entry sign (Brion Brown, Sr.) · Century Oak Tree on East Church Street (Judy Nelson) · Hanging Christmas wreaths at City entry signs (Dean Graves) Parks and Recreation - Maintenance Responsibilities · Maintenance and Christmas decorations for Pocket Parks along Highway 159 · Triple potted plants in Pocket Parks · City entry sign at E. Clay Street and Highway 159 Director Caughran also thanked the Board for their work in replacing the entrance sign at Woodland Park. Graves suggested that a similar sign should be constructed at Glidden Park as Lebanon Road serves as a main entrance to the City from the East. Director Caughran agreed with Graves ’ suggestion, and requested the Board consider partnering with the Parks and Recreation Department to construct a new sign at Glidden Park in 2020. The Board expressed their interesting in working on the project. This agenda item was no action taken. 2. Green Space Maintenance and Improvements Planning Attachments: Green Space Maintain by the Community Appearance Board Work Areas 1. “The Wedge” (landscaped island at the intersection Highway 159 and Beltline Road (Georg) · Too cold and wet at this time to determine what landscaping and maintenance will be needed. May will be a good time to see what survived transplanting. · The Board will consider decorating the Wedge at Christmas. Jones and Meredith will contact members of Progress to determine if they have decorating plans and also learn the status of the Progress Christmas tree. 2. Listemann Park and large potted plants in Uptown (Dalton) · Some trees are dying and need to be replaced This agenda item was no action taken. 3. Christmas Committee Report Christmas Committee City of Collinsville Page 2 Printed on 4/4/2019 Community Appearance Board Minutes - Final February 13, 2019 · The Board requested that Hardin inquire with the Parks and Recreation Department to find out if there is a theme for the 2019 Christmas parade. · The Board plans to identify sponsors to support a CAB float for the Christmas parade. This agenda item was no action taken. I. STAFF REPORT 1. Hardin provided a update on new businesses and development in the City. 2. Hardin reported that a private organization inquired about placing signage at the Wedge. Hardin directed the individual to contact the City’s Building Assistant to inquiry about receiving a Temporary Sign Permit, and the appropriate location(s) where their signage might be permitted. This agenda item was no action taken. J. COMMENTS FROM BOARD MEMBERS 1. Jones requested that Hardin contact TruGreen to determine when the company will begin maintenance at the Wedge. 2. Georg has a volunteer who would like to provide mowing at the Wedge. Hardin will email Georg the required documentation for volunteers. 3. Nelson inquired about the most appropriate locations for planting memorial trees. Dalton advised that memorial trees are planted, when possible, at the location requested by the applicant. The rail lines near Horseshoe Lake Road and the new Water Treatment Plant were suggested as areas to consider planting memorial trees. This agenda item was no action taken. K. ITEMS FOR NEXT AGENDA 1. The trash pick-up schedule will be discussed at the March meeting. This agenda item was no action taken. L. ADJOURNMENT A motion was made by Nelson, seconded by Georg to adjourn at 7:00 p.m. The motion carried by a unanimous vote. City of Collinsville Page 3 Printed on 4/4/2019 Community Appearance Board Minutes - Final February 13, 2019 ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
