CALL TO ORDER Chairman Jones called the meeting to order at 6:00 p.m. B. ROLL CALL This agenda item was no action taken. SPEAKERS FROM THE FLOOR No speakers from the floor. E. APPROVAL OF MINUTES This agenda item was no action taken. 1. Motion to Approve Minute from the March 13, 2019 Meeting Attachments: Draft Minutes A motion was made by Main, seconded by Hellige to approve the April 10, 2019, meeting minutes. The motion carried by a unanimous vote. G. NEW BUSINESS City of Collinsville Page 1 Printed on 6/6/2019 Community Appearance Board Minutes April 10, 2019 1. Reappointment of Board Member (Janice Georg) A motion was made by Brown, Sr, seconded by Hellige to recommend for approval by City Council, the reappointment of Janice Georg to a four-year term on the Community Appearance Board. The motion carried by a unanimous vote. 2. City Entry Signs Project (Phase 2) The Board discussed the upcoming project to further enhance the look of the City's entry signs by painting out white bricks with a masonry paint. 3. Arbor Day Activity The Board discussed the upcoming Arbor Day celebration on April 26, 2019. The annual Arbor Day tree planting is a hands-on collaboration between the Board, Summit Elementary School, and Willoughby Farm to plant a tree donated by Crane Tree Farm while educating students about planting and caring for trees. 4. OLD BUSINESS City of Collinsville Page 2 Printed on 6/6/2019 Community Appearance Board Minutes April 10, 2019 1. Maintenance and Improvements at CAB Work Areas 1. The Board used 94 bags of mulch at "the Wedge" (Beltling Road/Highway 159 landscaped island) during the April 9th work day. 2. An additional 75 bags of mulch are needed for use at the Century Oak Tree, and at the Caseyville Road/St. Louis Road landscaped island. The Board scheduled a work day, April 17, 2019, for maintenance at these two areas. A motion was made by Georg, seconded by Nelson to approve the purchase of 75 bags of brown mulch. The motion carried by a unanimous vote. Christmas Committee Report During the Christmas season the Board will decorate "the Wedge" with 3 Christmas (pole) trees, lit with LED lights. The three trees will be 6 feet, 8 feet, and 10 feet in height, respectively. I. STAFF REPORT Hardin provided an update on new business and development in the City, and announced the Volunteer Appreciation Dinner on May 1, 2019. Chairman Jones reminded the Board that the Yard of the Month Contest begins in May, and requested that Hardin begin publishing contest information to the public. 2. Brown, Sr. recommended new plants be planted at the Caseyville Road Entry Sign. 3. Chairman Jones inquired about the status of TruGreen donating services to maintain the grass at "the Wedge". Hardin informed the Board that of the unlikelihood of TruGreen continuing to donate this service as the company has failed to respond to inquiries. Chairman Jones requested that Hardin request the Street Department or Parks & Recreation Department to begin treating the island for weeds. 4. The Board discussed the need for safety vests for members working within and near the public right-of-way. K. ITEMS FOR NEXT AGENDA 1. Yard of the Month Contest 2. City of Collinsville Page 4 Printed on 6/6/2019 Community Appearance Board Minutes April 10, 2019 ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
