A. CALL TO ORDER
Chairman Jones called the meeting to order at 6:00 p.m.
B. ROLL CALL
Present: 10 - Dean Graves, Brion Brown Jr, Judith Nelson, Liz Dalton, Dia Toenjes,
Ken Jones, Brion Brown Sr, Susan Hellige, Ronald Spears and Janice

D. APPROVAL OF MINUTES
1. Motion to approve Minutes of the September 11, 2019 meeting.

A motion was made by Dalton, seconded by Graves to approve the minutes of
the September 11, 2019 meeting. The motion carried by a unanimous vote.

1. Yard of Year Contest
Attachments: 2019 Yard of the Year Nominees
A total of 115 individual votes were received through the City’s website. 414
Wadsworth Street has been declared the 2019 Yard of the Year Contest winner
after receiving 86 votes, or 74.14% of the total votes.
414 Wadsworth Street - 86 votes (74.14%)
215 Lee Avenue - 19 votes (16.38%)
245 Sumner Blvd. - 6 votes (5.17%)
704 LaSalle Street - 5 votes (4.31%)
The Yard of the Year Contest winner is normally awarded a gift certificate
from Naturescapes. However, due conditions of the business beyond the
Board's control this gift certificate is not available. The Board will supplement
the Naturescapes gift certificate with a gift certificate and other gift item from
Creekside Gardens.
2. November 2019 and December 2019 Meeting Notices
A motion was made by Dalton, seconded by Hellige to approve to cancel the
regular meetings originally scheduled for Wednesday, November 13, 2019, and
Wednesday, December 11, 2019. The motion carried by a unanimous vote.
The next regular meeting of the Community Appearance Board is scheduled
for Wednesday, January 8, 2020, at 6:00pm, in the City Hall Council
Chambers.
The annual wreath making party will be held at 7:00 p.m. on December 4,
2019.
The annual Christmas party will be held at 6:00 p.m. on December 10, 2019.
3. Christmas Decorations at the Beltline Road/Highway 159 Landscaped
Island
The Board scheduled two work days to install Christmas decorations. The
Board will meet at 8:00 a.m. on November 2, 2019, to clear plantings and
install thre (3) LED pole trees at the Beltline Road/Highway 159 landscaped
island. The Board will meet at 5:30 p.m. on November 6, 2019, to install
Christmas decorations in Listeman Park.

4. Maintenance and Improvements at CAB Work Areas
A motion was made by Nelson, seconded by Hellige to approve cancellation of
the trash pickup date scheduled for October 12, 2019, due to expected
inclement weather conditions. The motion carried by a unanimous vote.
No work is needed at the following areas:
Listeman Park
Beltline Road/Highway 159 landscaped island
Century Oak Tree
Caseyville Road sign
Dalton announced that the Times Tribune had published the news article about
the Centure Oak Tree to which Dalton and Nelson were both contributors.
Honeysuckle weeds need to be cleared at the Caseyville Road/St.Louis Road
landscaped island.
Weeds have been sprayed and trees cut back at the West Main
Street/Westmoreland Street landscaped island. Dalton will submit a request to
the Madison County Probation Department to complete other maintenance
needs in this area.
F. OLD BUSINESS
None.
G. STAFF REPORT
Hardin provided a general update on development occurring throughout the
City.
Other announcements:
The Board will participate in the 2019 Christmas at the Collins House Light Up
Parade as float judges. The parade is scheduled for 7:00 p.m. on Saturday,
December 7, 2019.
Beginning in January 2020, Senior Planner Travis Turner will temporarily
replace Hardin as Staff Liaison while Hardin prepares for AICP certification.

ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission
during the time designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies,
officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
