B. ROLL CALL
Also present was City Liaison's Kim Wasser and Cristen Hardin. Hardin was introduced and will be
the future Liaison for the HPC.

D. PRESENTATIONS
1. Friends of the Collins House Updates
- Work schedule
- Furniture/furnishings acquisitions

Hines gave a brief update regarding Friends of the Collins House organization. She indicated difficulty
in scheduling volunteers. She spoke of the Route 66 event and that 49 people signed the guest book.
She spoke about how to better guide tours through the Collins House. She mentioned the need of
fabric in the kitchen area to minimize echoing. She also asked for suggestions donation containers that
could make giving donations to the Collins House easier. She advised no additional furniture was
acquired.
No website update given.
Iseminger mentioned the tent was damaged in the wind during the Route 66 event. Hardin advised she
is working on getting it replaced.
Hines advised the next Friends meeting is scheduled for 7:00 pm on June 27 at the Senior Center.

1. Motion to Approve Minutes of the May 11, 2017 Meeting
A motion was made by Member Rayho, seconded by Haislar to approve
minutes. The motion carried by the following vote:
Aye: 5 - Chairperson Iseminger, Member Rayho, Member Metzger,
Member Hines and Haislar
Nay: 0
Excused 2 - Member Welch and Member Galvin

F. NEW BUSINESS
1. Proposal by Mary Sue Schucky for apple tree donation to Collins House/Park
Iseminger advised that Mary Sue Schucky offered to donate an apple tree to be planted at the Collins
House. Motion to accept the donated apple tree by Metzger, second by Rayho, all in favor, motion
carried. Haislar suggested replacing the dead lilac with the apple tree.
G. OLD BUSINESS
1. Correspondence/communications
- City Manager's response to inquiry about serving wine at Collins House
Iseminger inquired of the City Manager's response regarding wine being served at the Collins House
by realty association.
Metzger explained the request by Judy Doyle, local realtor, hosting networking event for Certified
Residential Specials group at the Collins House. They are proposing to serve light hors d'oeuvre and
individual bottles of wine. The event will be no more than 2 hours long. Rayho spoke of the events as
she is a realtor and has attended similar events. She explained the event could have as little as 15
people in attendance if it is a local chapter event or as many as 150 if area wide. She raised concerns
that the Collins House may not be large enough to host event. Wasser gave Metzger the Liquor
License application and listed requirements.
Rayho suggested Friends applying for a booth at the C3 event to promote the Collins House and
explained that there will be a realtors reception at the same time.

Board elections were discussed. Motion to renew HPC election board members by Hines, seconded
by Metzger, all in favor, motion carried.

Secretary - Carolyn Welch
Wasser advised that Rayho and Falline are up for reappointment. Rayho indicated she would be
willing to accept another term. Iseminger will contact Falline to see if he would be willing at accept
another term.
Hines advised the Mayor would like list of everyone who has helped with house over the years.
Iseminger may have a list.
Discussed replacing dead holly bushes with boxwoods. Haislar found boxwoods are Creekside for
$9 each. Soil may need to be amended before planting boxwoods to ensure healthy plants. Motion
to purchase up to 30 boxwoods at no more than $9 each by Metzger, second by Hines, all favor,
motion carried. Planting will occur in the fall. Hines inquired of C & H Landscaping removing the
dead lilac, maple tree and hollys
Hines suggested having C & H remove dead lilac, maple and hollys.
Haislar will look into pawpaw trees. Hines spoke with Naturescape regarding pawpaw trees which
should be planted in the fall (October).
A discussion was had regarding the competitive BBQ event to be held July 29-30 on Main St.
Suggestion was made to advertise that the Collins House would be open for tours that Saturday.
Iseminger gave an update regarding inventory of furnishings. He advised many of the items have been
cataloged but more to go. Hines will assist by cataloging "on loan" items. Iseminger spoke of various
items in the attic and basement that are currently not on display but will need to be inventoried. Once
inventory data sheets are completed they will be given to the City for recording and insurance
purposes.
Haislar asked about trash pickup and landscaping waste. Wasser will call Republic Services about
trash pickup. She will also ask the Street Dept. to pick up landscape waste.
Metzger inquired of the moon shaped cut out on the privy door which was not completed.

H. STAFF/COMMITTEE REPORT
1. Review of Route 66 event at Collins House/Park
Overview by Hardin regarding the Route 66 event. She indicated approximately 73 visitors attended
the Route 66 event (not including Jaycees or Car Club member). The Blue Carpet Corridor website
advertised all locations would be open until 5pm but Collins House closed early. There were various
family activities offered (face painting, caricature drawings), Big Frog tee shirt company of
Edwardsville gave 50 coupons for free Route 66 shirts, as well as raffled attendance prizes for
Gateway Fun Park, Splash City passes and golfing at Arlington Greens. It was noted that Cristen had
family members there to help.
2. Water in basement problem and possible resolution; purchase/installation of dehumidifier
Iseminger spoke of the problem regarding water in the basement of the Collins House. He mentioned
the need of a dehumidifier. He located a suitable dehumidifier with pump at Home Depot for $279.
Wasser will relay information to Troy Turner. Iseminger also mentioned the need of another sump
pump.
3. Lighting resetting
Metzger mentioned various lights burned out (outside on back porch and walkway going into the
house).Wasser suggested that a board member take on the responsibility of addressing small
maintenance issues like replacing light bulbs.
I. COMMENTS FROM COMMISSION MEMBERS
Metzger mentioned a resident inquired of replacing windows. The resident's home had been declared
landmark status. She was advised to refer the resident to the City's Community Development
Department for an application regarding a Certificate of Appropriateness. The HPC would need to
hold a public hearing regarding the request.

ADDRESSING THE BOARDS/COMMISSIONS DURING SPEAKERS FROM
THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time
designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary
bodies, officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
