City of Columbia, Missouri Meeting Minutes Board of Health Thursday, January 14, 2016 Public Health and Regular Human Services 5:30 PM 1005 W Worley Columbia, MO 65203 I. CALL TO ORDER With a quorum present, the meeting was called to order at 5:35 pm by Vice Chair Mahree Skala since Dr. Szewczyk was detained at the office and arrived late. II. APPROVAL OF AGENDA There were no changes made to the agenda III. APPROVAL OF MINUTES There were no additions or corrections to the minutes. They were approved as presented. City of Columbia, Missouri Page 1 Printed on 5/6/2016 Board of Health Meeting Minutes January 14, 2016 IV. DIRECTOR'S REPORT Ms. Browning gave an update regarding the 2016-2019 Strategic Plan. There are five areas in the plan: Economy, Social Equity, Public Safety, Infrastructure, and Operational Excellence. The areas for primary focus are: A) How we can strengthen our community so that all individuals thrive; and, B) How can we improve workforce performance, engagement, and satisfaction? Regarding the first focus, three neighborhoods have been established based upon data available: 1) Central that is bordered by Providence, Ash, Business Loop and 5th Street. It includes Hickman High School and Douglas Park. 2) North which is bordered by Rangeline, Smiley Lane and the County property that includes the Detention Facility. 3) East that runs from Clark Lane to Mexico Gravel Road. They will be working on building programs and improving services in each of the areas. Ms. Browning will continue to keep the Board informed as to issues related to these plans. Assistant Director’s Report: Mr. Clardy provided an update for the Public Health Accreditation Board application. The department will have a site visit in the next couple weeks. The panel includes site visitors from New York, Kentucky, and Ohio. They will meet with department staff and review all the documentation we have submitted. They will also spend time with the City Manager’s Office and a group of community representatives, including Dr. Szewczyk who will represent the Board of Health. They will do an exit interview upon completion of the inspection and submit their findings to the Accreditation Board for final decision. V. OLD BUSINESS Mr. Sohl said there has been some question as to whether a summary was completed after the GMO Forum held on October 20, 2015. Ms. Stillson said the attendance was very good. Mediacom did the recording for the City’s channel. Ms. Browning indicated she and Mr. Clardy will see if the recording can become available on the Health website. Dr. Szewczyk will handle sending thank you letters to the speakers and the League of Women Voters. Mr. Sohl said he feels the Board met their goal in getting the information out to the public. The Board thanked Ms. Stillson for her work on the project. City of Columbia, Missouri Page 2 Printed on 5/6/2016 Board of Health Meeting Minutes January 14, 2016 Dr. Szewczyk noted that at its last meeting the Board decided to table a decision on supporting the Vision Zero Initiative until more information was available concerning the potential implementation. Since then, PedNet’s grant proposal to the Missouri Foundation for Health has been awarded. The Pedestrian Safety Task Force will be recommending to the City Council that it be adopted. VI NEW BUSINESS Ms. Stillson said she had heard seven elementary schools have been given totally free lunches. Ms. Browning said she will secure more information on this for the Board. There was some discussion on future topics. Mr. Feirman asked if the Board could get some information of the new psychiatric hospital coming to the city. Dr. Szewczyk asked about updates on proposed legislation. Mr. Clardy monitors this and will keep the Board informed. VII. ADJOURNMENT There being no further business, a motion was made, seconded, and carried, to adjourn the meeting at 7:00 p.m. Members of the public may attend any open meeting.
