The Columbia/Boone County Board of Health met for a regularly scheduled
meeting at 5:30 p.m., Thursday, September 8, 2016. The meeting was
held at the Columbia/Boone County Department of Public Health and
Human Services. Public Health & Human Services Director, Stephanie
Browning, and Assistant Director Scott Clardy represented the staff.
Commissioner Janet Thompson represented the Boone County
Commission. Dianna Ledgerwood, Administrative Support Assistant,
recorded the minutes of the meeting.

I. CALL TO ORDER
After determining there was a quorum, Dr. Szewczyk called the meeting to
order at 5:35 p.m
II. APPROVAL OF AGENDA
Janet Thompson requested the Agenda be amended to include a
discussion of two Board of Health members being appointed to serve as
liaisons with the Stepping Up Initiative. The agenda change was approved
by all members present.
III. APPROVAL OF MINUTES
A motion was made, seconded, and carried for the approval of the minutes of the
July 14, 2016 Board Meeting.

IV. OLD BUSINESS
Michelle Shikles, Public Health Promotion Supervisor, presented a report
on the licensing of tobacco retailers in other cities, as requested by the
Board in the July meeting. The report focused on three cities: Jefferson
City, St. Louis County, and Kansas City. The handouts defined who is
licensed, the cost, enforcement guidelines, penalties for non-compliance,
problems encountered, and if education is provided. Discussion focused
on ways the City of Columbia could structure a licensing proposal to raise
revenue to support enforcement of the age restriction on tobacco
purchases and provide a mechanism for the City to issue fines or
revocation of retail privileges, if necessary, for those retailers not following
the law.
PUBLIC COMMENTS:
Dr. Kevin Everett, UMC Assoc. Professor in Family and Community
Medicine, supports a license fee being implemented to help fund education
and enforcement of the license. Enforcing compliance with the Tobacco 21
ordinance would strengthen the efforts to keep young people from smoking.
Ginny Chadwick, former First Ward Councilwoman, advocate for Tobacco
21, stated her concerns about the lack of enforcement of the city’s tobacco
ordinance.
Board discussion followed. It was agreed that a subcommittee be formed
to develop specific recommendations for the Board to consider at its
October meeting. Lynelle Phillips, Cynthia Boley, David Sohl and Michael
Szewczyk agreed to meet and prepare the recommendations.
V. NEW BUSINESS
Ms. Thompson said the Boone County Commission is requesting that Jean Sax
and Mahree Skala be allowed to serve as liaisons between the Board of Health
and the Commission relating to the Stepping Up Initiative. They have agreed
pending Board approval. Dr. Lyon made a motion that they be appointed as
liaisons. It was seconded by Dr. Hussey, and carried.
At the October meeting, a motion was made, seconded, and carried for the
approval of the minutes with the following changes: Jean Sax advised the
committee she and Mahree Skala are serving on is the Board of Health and
Boone County Commission for the Legal Judicial Task Force.

The motion was made to adjourn at 6:50 p.m., seconded, and carried.
