City of Columbia, Missouri Meeting Minutes Citizens Police Review Board Wednesday, January 13, 2016 City Hall - Council Regular Chambers; 701 East 7:00 PM Broadway, Columbia, Missouri Present: 8- Gabriel Dean, Val DeBrunce, Andrew Fisher, Renee Henson, Alan Meyer, Steve Sheltmire, Darryl Smith and Jayne Woods Excused: 1- James Martin Staff Present: Sgt. Brian Tate and Ms. Wibbenmeyer. No member of the public was present. I. CHAIR - CALL TO ORDER Mr. Fisher called the meeting to order at 7:00 p.m. II. APPROVAL OF THE MINUTES FROM THE DECEMBER 9, 2015 MEETING Mr. Sheltmire moved to approve the minutes. Ms. Woods seconded the motion. The draft minutes of the December 9, 2015 meeting were distributed in advance of the meeting and were approved. III. REPORTS Positive Connections and Ride Alongs Mr. Sheltmire said that Mr. Sheltmire and Mr. DeBrunce met with some new recruits for the Columbia Police Department on December 16, 2015. Outreach Subcommittee Report Ms. Woods said that the “Next Door” app mentioned the Citizens Police Review Board . Mediation Task Force Report Mr. Dean said that there is nothing to report at this time. IV. UNFINISHED BUSINESS Approval of Annual Report City of Columbia, Missouri Page 1 Printed on 3/29/2016 Citizens Police Review Board Meeting Minutes January 13, 2016 Members of the Board discussed changes to the draft version of the Citizens Police Review Board 2015 Annual Report. Ms. Wibbenmeyer said the items mentioned would be updated. Ms. Wibbenmeyer said the report needs to be filed by March 1st. Any further updates would need to be in by the end of next week and the report voted on at the February meeting. Pedestrian Stop Information The Board discussed pedestrian stop information. Sgt. Tate said there is currently no law that requires data collection for pedestrian stops; however information would be collected if a citation was written. Mr. Dean said that he would like the citation information. Scheduling Use of Force Training Board members are to provide Ms. Wibbenmeyer with their conflicts by Monday and she will then forward it to the Columbia Police Department to schedule the Use of Force training. Mr. DeBrunce asked about bias training. Mr. Fisher said that he will have a presenter at next month’s meeting. V. NEW BUSINESS Review of Existing Task Forces and Subcommittees Mr. Fisher stated that the question was whether or not to disband the Mediation Task Force and to form another task force or subcommittee. Mr. Dean thought that there could be a subcommittee on mission and goals, and forward thinking actions. Mr. Dean moved to disband the Mediation Task Force. Mr. DeBrunce seconded the motion. The motion passed unanimously. Mission and Goals Mr. Fisher asked the board members if they had any missions and goals to discuss. Mr. Dean stated that there are still a lot of people who do not know the Citizens Police Review Board exists. Mr. Fisher said that he would like a new task force or subcommittee to look at what other cities are doing. Mr. Dean moved to start a Strategic Planning Subcommittee. Mr. Smith seconded the motion. The motion passed unanimously. Mr. DeBrunce, Ms. Woods, Mr. Fisher, Mr. Dean, Mr. Meyer volunteered. Ms. Henson volunteered to join the Outreach Subcommittee. Mr. Sheltmire would like an Outreach Subcommittee meeting at 6:30 p.m. on the next meeting date in February. VI. PUBLIC COMMENT There was no public comment. VII. BOARD AND STAFF MEMBER COMMENT Ms. Henson introduced herself. VIII. ADJOURNMENT Ms. Woods moved to adjourn the meeting. Mr. Smith seconded the motion.
