City of Columbia, Missouri Meeting Minutes Citizens Police Review Board Wednesday, February 10, 2016 City Hall – Council Regular Chambers 7:00 PM 701 East Broadway Columbia, Missouri Present: 9- Gabriel Dean, Val DeBrunce, Andrew Fisher, Renee Henson, James Martin, Alan Meyer, Steve Sheltmire, Darryl Smith and Jayne Woods Staff Present: Sgt. Brian Tate and Ms. Wibbenmeyer Members of the public were present. I. CHAIR - CALL TO ORDER Mr. Martin called the meeting to order at 7:00 p.m. II. PROFESSOR BRUCE BARTHOLOW, PSYCHOLOGIST AT MU, WILL PRESENT ON HIS RESEARCH OF IMPLICIT BIASES Dr. Bartholow gave a presentation on implicit bias. The Board asked questions of Dr . Bartholow. III. APPROVALOF THE MINUTES FROM THE JANUARY 13, 2016 MEETING Mr. Sheltmire moved to approve the minutes. Mr. Smith seconded the motion. The draft minutes of the January 13, 2016 meeting were distributed in advance of the meeting and were approved. IV. REPORTS Positive Connections and Ride Alongs Ms. Henson reported that she had a ride along on November 22, 2015, in the evening from 6:00 p.m. to 10 p.m. Ms. Woods met with one recruit on February 2, 2016. Mr. Smith met with Sgt. Baillargeon and Andre Cook on February 5, 2016. Outreach Subcommittee Report Mr. Sheltmire did not have anything to report. UNFINISHED BUSINESS Approval of the 2015 Annual Report Ms. Woods moved to approve the 2015 Annual Report. Mr. Meyer seconded the motion. The motion was approved unanimously. Strategic Plan and Goals Mr. Dean discussed categories for the strategic plan and goals: education, mediation and complaint review, best practices for the board and the police department, and the lines of communication with the City and the police department, and a more systematic approach to outreach. Mr. Sheltmire will contact the Convention and Visitors Center. Ms. Henson suggested the Intersection, Douglas High School, and other places such as the Community Centers. Mr. Martin suggested the Boys and Girls Club. Mr. Dean clarified that he thought the Board should consider a strategic plan. Pedestrian Stops The Board discussed pedestrian stop information. Mr. Dean asked about April and March on the pedestrian stop information. Mr. Dean will send Ms. Wibbenmeyer information so she can follow up. VI. PUBLIC COMMENT There was no public comment. VII. BOARD MEMBER AND STAFF COMMENT Ms. Woods said there were some typos in the brochure that the Board approved. Ms. Wibbenmeyer asked Ms. Woods to send the corrections to her and to have it fixed. Ms. Wibbenmeyer stated that the police department has requested an opportunity to provide information to the Board on how the police department will be addressing the President’s Task Force on 21st Century Policing. They believe it will require 3 hours and 45 minutes for five 45 minute presentations. The Board decided that they would like to do it all on April 2, 2016 along with the Use of Force presentations. Mr. Dean asked Sgt. Tate about the secure site. Mr. Dean asked about compliments and complaints made on the departments Facebook page making it to the police department and potentially to the Board. Ms. Wibbenmeyer announced that a group is planning a Forum on Race and Equity. Ms. Wibbenmeyer and Mr. Dean announced details on the City ’s Fair Housing and Lending Seminar, April 8, 2016. Mr. Smith announced that this is the anniversary of the death of Officer Molly Bowden and he wanted to recognize her with a moment of silence to recognize her sacrifice and the sacrifices that the officers make every day. ADJOURNMENT Mr. Sheltmire moved to adjourn the meeting. Ms. Woods and Mr. Smith seconded the motion.
