City of Columbia, Missouri Meeting Minutes Citizens Police Review Board Wednesday, March 9, 2016 City Hall - Council Regular Chambers; 701 East 7:00 PM Broadway, Columbia, Missouri I. CALL TO ORDER Meeting called to order by Chair, Dr. Martin at 7:00 p.m. II. INTRODUCTIONS Staff: Rose Wibbenmeyer - Law Department; Sgt. Brian Tate - Columbia Police Department Members of the public were present. Present: 8- Gabriel Dean, Val DeBrunce, Andrew Fisher, Renee Henson, James Martin, Alan Meyer, Steve Sheltmire and Jayne Woods Excused: 1- Darryl Smith III. APPROVAL OF AGENDA Mr. Sheltmire moved to approve the agenda. Mr. Dean seconded the motion. The agenda was approved unanimously. IV. APPROVAL OF MINUTES DRAFT February 10, 2016 Outreach Subcommittee Meeting Minutes Mr. Sheltmire moved to approve the minutes of the February 10, 2016 Outreach Subcommittee meeting. Ms. Woods seconded the motion. The draft minutes of the February 10, 2016 Outreach Subcommittee meeting were distributed in advance of the meeting and were approved unanimously. DRAFT February 10, 2016 Regular Meeting Minutes Ms. Woods moved to approve the minutes of the February 10, 2016 meeting. Mr. Meyer seconded the motion. REPORTS Positive Connections and Ride Alongs There were no positive connections or ride alongs to report. Outreach Subcommittee Report Mr. Sheltmire said that he met with the Conventions and Visitors Bureau. They did not think the CPRB's message fits under the same category as the Convention and Visitors City of Columbia, Missouri Page 1 Printed on 4/14/2016 Citizens Police Review Board Meeting Minutes March 9, 2016 Bureau. Ms. Henson said that any speaking engagement at the university would be for next fall as their schedule is set for this semester. Dr. Martin said that he met with three representatives today from the St. Louis and Kansas City areas to share information on civilian oversight. Strategic Planning Subcommittee Report Mr. Dean said that the subcommittee had not met yet. If you have ideas, please send them to Ms. Wibbenmeyer to send them out to the Board. Mr. Dean said the Board could discuss the ideas. Mr. Sheltmire reminded the members that there is an outreach strategy document on the website. VI. OLD BUSINESS Pedestrian Stop Data Mr. Dean asked if there was a response from the Columbia Police Department. Ms. Wibbenmeyer gave the Board the information from the police department that the report most likely included vehicle violations whereas the data run included only pedestrian violations, not vehicle violations. Sgt. Tate confirmed that this was in fact what happened as he was part of the detail. Strategic Plan and Goals Mr. Dean suggested that this no longer be placed on the agenda as old business and that ideas be discussed as part of the report of the subcommittee. Brochures Ms. Wibbenmeyer said that the new brochure design was complete. Mr. Sheltmire added that the Spanish version is still being looked into. He is communicating with someone that is willing to look at the brochure and work with the Board on the Spanish translation. VII. NEW BUSINESS Budget (FY2016 and FY2017) Mr. Dean said that the council was positive on the Board’s annual report. Mr. Dean said that Councilman Skala indicated that he thought that the NACOLE conference was important. Mr. Dean is up for recertification and is available and willing to go. Mr. DeBrunce said that he may be interested. Mr. Fisher may be available to go. Mr. Meyer is also interested in attending. Dr. Martin said that they are asking for funds to send three people to the conference with two hotel rooms. The Board was in consensus on that request. Mr. Dean volunteered to work on the letter to the Council requesting the additional funds. Dr. Martin said that he would also assist Mr. Dean with the letter. City of Columbia, Missouri Page 2 Printed on 4/14/2016 Citizens Police Review Board Meeting Minutes March 9, 2016 Supplement to the 2015 Annual Report Mr. Dean said that in the past the Board would just forward the information from the police department to the city council. Mr. Dean said that the mayor in the past was interested in some sort of analysis of the data. Mr. Dean indicated that he thinks it would be beneficial to do some sort of analysis. Ms. Henson, Mr. Dean and Mr. Fisher volunteered to do some sort of analysis and provide it to the board for review at the next meeting. VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF There was no public comment. Ms. Woods said that on March 20 at 4 p.m. Bryan Stevenson who wrote a book called "Just Mercy" will be speaking at Jesse Hall. Ms. Wibbenmeyer announced that the Board’s Use of Force Training is on April 2nd from 10 a.m. to noon at the police department’s training center. She also stated that the police department has requested an opportunity to provide information to the board on how the police department will be addressing the President’s Task Force on 21st Century Policing. They now believe it will require 2 hours, but are not available on April 2nd for the presentation. Ms. Wibbenmeyer asked the Board how they wished to proceed. Dr. Martin suggested a Saturday morning presentation. Ms. Wibbenmeyer will get in contact with the police department for possible dates and then will check the board members availability. Mr. Dean said that Councilperson Thomas and Councilperson Nauser said that they were discussing a task force on community policing. Mr. Dean thinks that someone from this board should be involved on the task force and that the Board should try and be part of the conversation. Mr. Dean asked Sgt. Tate regarding a draft procedure to discuss the cases on the secured site. Mr. Dean said that he will send this to Sgt. Tate. Ms. Wibbenmeyer announced that a group is planning a Forum on Race and Equity. They are considering dates the first week of May 2016. Ms. Wibbenmeyer announced that registration for the Friday, April 8, 2016 City of Columbia’s Fair Housing and Lending Seminar is open. IX. NEXT MEETING DATE: APRIL 13, 2016 April 2, 2016 for use of force training and April 13, 2016 for the next monthly meeting. X. ADJOURNMENT Mr. Sheltmire moved to adjourn the meeting.
