I. CALL TO ORDER
Dr. Martin called the meeting to order at 7:00 p.m.
Present: 7- Gabriel Dean, Val DeBrunce, Andrew Fisher, James Martin, Alan Meyer, Steve
Sheltmire and Darryl Smith
Excused: 2- Renee Henson and Jayne Woods
Staff Present: Sgt. Brian Tate, Mr. Jerry East and Ms. Wibbenmeyer.
Members of the public were present.
II. INTRODUCTIONS
Dr. Martin introduced the staff present at the meeting.
III. APPROVAL OF AGENDA
Mr. DeBrunce moved to approve the agenda. Mr. Smith seconded the motion.
The agenda was approved unanimously.
IV. APPROVAL OF MINUTES
DRAFT June 8, 2016 Regular Meeting Minutes
Mr. Smith moved to approve the minutes of the June 8, 2016 regular meeting. Mr.
DeBrunce seconded the motion. The draft minutes of the June 8, 2016 meeting
were distributed in advance of the meeting and were approved.
DRAFT June 8, 2016 Closed Meeting Minutes
Mr. Smith moved to approve the minutes of the June 8, 2016 closed meeting. Mr.
Dean seconded the motion. The draft minutes of the June 8, 2016 closed
meeting were distributed in advance of the meeting and were approved.
V. SPECIAL ITEMS
Jerry East, Columbia Police Department Traffic Stop Data
Mr. Jerry East of the City of Columbia Police Department provided information on traffic
stop data to the Board.
Mr. DeBrunce moved to recommend to the police chief that when a group is
established to decide which data is to be collected a member of the public at
large and a member from the Board be included in the discussion. Mr. Smith
seconded the motion. The motion passed unanimously.

VI. OLD BUSINESS
Supplement to 2016 Annual Report
Mr. Dean stated that the Supplemental Report shall be sent to the City Council.
VII. NEW BUSINESS
CPRB 2016-0001/CPRB 2016-0004
The Board conducted a review of case number CPRB 2016-0001/CPRB 2016-0004.
Mr. Sheltmire made a motion to uphold the police chief’s decision. Mr.
DeBrunce seconded the motion. Mr. Dean recommends that this be sent to
mediation. Mr. Sheltmire withdrew his motion. Mr. DeBrunce withdrew his
second.
Mr. Smith moved to send this case to mediation. Mr. Dean seconded the motion.
Mr. Dean, Mr. Sheltmire, Mr. Fisher, Mr. DeBrunce, Mr. Smith and Mr. Meyer
voted in favor of the motion. Mr. Martin abstained. The motion passed.
Yes: 6- Dean, DeBrunce, Fisher, Meyer, Sheltmire and Smith
Absent: 2- Henson and Woods
Abstain: 1- Martin
VIII. REPORTS
Positive Connections and Ride Alongs
There was no report.
Strategic Planning Subcommittee Report
Mr. Dean said that everyone is reading their sections of the report for the August meeting .
The subcommittee will meet at 4:30 p.m. prior to the August meeting.
Outreach Subcommittee Report
Mr. Sheltmire reported that he attended the Quarterly meeting of Immigration and
Refugee Services.
IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
There was no public comment.
Board member DeBrunce commented.
Mr. DeBrunce moved that they respond to the individual who proposed that he
provide investigative services to the Board. Dr. Martin seconded the motion. Mr.
Meyer, Mr. DeBrunce, Mr. Fisher, Mr. Martin, and Mr. Sheltmire voted in favor of
the motion. Mr. Smith and Mr. Dean voted against the motion.

No: 2- Dean and Smith
Absent: 2- Henson and Woods
Mr. DeBrunce asked about press releases. Ms. Wibbenmeyer will send out the link to
register for city press releases.

Mr. Dean asked a question regarding Signal 88 Security.
X. MOTION TO GO INTO CLOSED SESSION PURSUANT TO SECTION 610.021(14),
RECORDS WHICH ARE PROTECTED FROM DISCLOSURE BY LAW
At 8:05 p.m., Mr. Dean moved to adjourn the regular session and go into closed
session pursuant to section 610.021(14) of the Revised Statutes of Missouri related
to records which are protected from disclosure by law. Mr. Smith seconded the
motion. Dr. Martin, Mr. Dean, Mr. Sheltmire, Mr. Fisher, Mr. DeBrunce, Mr. Smith
and Mr. Meyer voted in favor of the motion. The motion passed unanimously.
