Board City of Columbia New Century Meeting Minutes October 10, 2016 Fund, Inc. Board I. CALL TO ORDER II. APPROVAL OF AGENDA Motion to approve agenda. Yes: 6- Gillispie, Grabau, Lennon, Nolte, Williams and Treece III. APPROVAL OF MINUTES Motion was made to approve the July 7, 2016, and August 24, 2016, NCF meeting Minutes. Approved unanimously. IV. ELECTION OF OFFICERS This is the annual meeting to elect leadership for the new NCF year. Three offices need filling, Chair, Secretary, and Treasurer. Motion was made to elect John Gillispie as Chair, Andrew Grabau as Secretary, and Robert Nolte as Treasurer. Approved unanimously. V. FINANCIAL REPORT The Financial Report was given, showing approximately $38,000 in the Central Bank accouint. It was noted that the Lichtenstein Foundation check has been cut and issued. In addition, $6,348.65 was netted from the Historic Preservation surplus sale in September. Since the funds are held by the City at the time of the meeting, the NCF would need to have the funds appropriated to the NCF at a City Countil meeting and then a check issued to the NCF. A motion was made to aggregate funds from the Historic Preservation surplus sale in September 2016 and any proceeds from an upcoming auction as an appropriation from the City to the NCF and deposit it into the Historic Preservation account. Approved unanimously. VI. NEW BUSINESS East Campus Neighborhood Association requests a NCF line item to support funding for invasive plant species removal. Discussion ensued questioning if NCF was the correct forum for this request. The board wants more information. Staff liaison Baker accepted the responsibility to continue communication with neighborhood leaders and bring more information to the next NCF meeting. City Parks and Recreation Department requests an NCF line item to accept a $25,000 foundation gift that must be made to a nonprofit organization instead of a subdivision of government. The money would then be distributed from the NCF to City P&R. Motion was made to create a NCF line item for in/out funding for CIty of Columbia Parks and Recreation Department activities. Approved unanimously. VII. ORGANIZATIONAL ITEMS FOR CONSIDERATION Mayor Treece reminded the board that there was an opening on the NCF board of directors for an attorney or accountant with experience in nonprofit work. The board was then reminded that Lennon serves in this capacitiy presently. The new seat could be filled by most anyone who is interested. VIII.
