City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Monday, January 11, 2016 Community Room Regular Walton Building 4:15 PM 300 S Providence Rd Columbia Missouri I. CALL TO ORDER Staff Present: Sarah Dresser and Joyce Gelina Present: 9- William Bondeson, Tammy Brewer, Judith Harper, Aaron Krawitz, Melody Marcks, Carol Schmitz, Kevin Shults, Michael Sleadd and William Williams Excused: 2- Nathan Fuchs and Caroline Leemis Unexcused: 1- Nick Kenny II. INTRODUCTIONS The audience was welcomed by Shults. They introduced themselves and were asked to sign the roster. Guests Present: Odell Newkirk and Shelley Botts, Mid-Missouri Traditional Dancers; Shawna Johnson and Patrick Hutti, Access Arts; and Kenny Greene, North Village Arts District III. APPROVAL OF AGENDA A motion to approve the agenda as amended made by Marcks; seconded by Brewer; motion carried. IV. APPROVAL OF MINUTES The minutes for the monthly Commission meeting were approved with a motion by Harper, seconded by Williams; motion carried. V. INTRODUCTION OF NEW COMMISSIONER New Commissioner Mike Sleadd was welcomed to the Commission and introduced by Shults. Sleadd has taught at Columbia College for 27 years and fulfills the Commission membership requirement of being involved in education. VI. SECRETARY'S REPORT Harper reported there was no correspondence at this time. VII. NEW BUSINESS Small Request City of Columbia, Missouri Page 1 Printed on 5/13/2016 Commission on Cultural Affairs Meeting Minutes January 11, 2016 An application submitted by School of Service/Access Arts (SOS) for funding of $750 to create and install a custom-designed ceramic sculpture on the grounds of the Columbia Fire Department Administrative Building was presented by Shults. A large-scale public firing of the sculpture will take place in March 2016. SOS is partnering with the Columbia Fire Department on this project and City funds will be used to purchase clay for building the ceramic sculpture. The application was not received in time to be reviewed by the Executive Committee, however was included in Commission agenda packets. Shults reported a balance of $1700 in the Small Request budget. Questions were asked about how the design and artist were chosen, as well as qualifications of the artist. A motion was made by Harper to approve the request of $750 for this project. Motion was seconded by Krawitz and carried. Missouri Citizens for the Arts Day Details about the annual event, an opportunity to advocate on behalf of public funding for the arts, were given by Dresser. It will take place on Wednesday, February 10, in Jefferson City. OCA staff plans to attend and will visit with Boone County legislators. Everyone was encouraged to participate. Registration is free and can be completed online. Please let staff know if you plan to attend as transportation and lunch will be provided by the OCA. FY17 Arts Funding Process In response to applicants’ number one suggestion on ways to improve OCA’s funding application process, Dresser reported that OCA has contracted with Foundant Technologies to create an online funding portal that staff, applicants, and Commissioners can utilize. While the structure of the application has not changed, making it available online will streamline and centralize the entire annual funding process. Staff has been connecting with a highly qualified, customer-oriented team on weekly conference calls as well as working to build the application. Plans are to have the site live by February 1. A workshop for applicants is being planned for mid-February, and Commissioners will receive training prior to evaluating the applications. OCA Strategic Planning Dresser reported OCA staff met with Carolyn Sullivan, Founder and President of New Chapter Coaching, the last week of December about facilitating a strategic planning process for the OCA. Carolyn is well versed in the process, most recently helping the City of Columbia create its new strategic plan. Once a quote for the cost of this service has been received and accepted, a timeline will be set. It is likely that the meetings will take place during three, half-day sessions. Commissioners were encouraged to attend if possible. In addition to visioning and designing the future path of the OCA, Shults said the planning process ties in with the Commission’s desire to make changes to the current qualifications associated with appointment to the Commission. Marcks said the sessions will provide an opportunity to think outside the box. She added that Musgrove met with representatives from the OCA in Gainesville Florida during the Chamber’s Leadership visit last year and was able to see firsthand the things OCA does there. Commemorative Poster Commemorative Poster call for entries will be sent out soon. In order to update the details for the annual contest, the amount of time between winning the competition and applying again is being discussed by OCA staff. Dresser explained the new process where the poster image, which is selected by jury, will also be featured on the cover of the Citizen Handbook. All artists whose work is selected will be compensated. The amount of time allowed before one can reapply after winning the competition was discussed. VIII. STAFF REPORTS Columbia Arts Fund Update Current balance is $121,556.79. A. CoMo Gives Update A total of $370 was raised. B. Poster Party Funds Added Funds raised at the 2015 Poster Party of $11,063.53 will be added to the fund soon One Read Dresser reported that a volunteer is still needed to represent the Commission on the Daniel Boone Regional Library’s One Read panel. Members of the panel will meet for the first time on January 23, from 8 a.m. until noon, to review a list of the books suggested by the public. They narrow the list down to ten titles, all of which will be read by panel members, then select two or three books to present for a public vote. The group stated that both Fuchs and Kenny had expressed interest at a past meeting about serving on the panel. Dresser stated she would contact them after the meeting. Poetry Out Loud Dresser reported planning for this year’s event is well underway for POL’s Central Missouri Regional Competition. It will be held at 10 a.m. on February 17, at the Columbia Public Library. Ten area schools have registered to date. All have competed in the past with the addition of one new one, Vienna High School. Dresser added that Commissioners volunteer to help out on the day of the event and recognized Harper for assisting as prompter the last several years. The regional winner will advance to the state competition, which will be held in Jefferson City in March. Diversity Breakfast Dresser stated the Diversity Celebration went very well, with tickets selling out and ten tables being added. The keynote speaker, Reverend Starksy Wilson, and performances by the Columbia Chorale and the Community Gospel Choir all received standing ovations. Traffic Box Art Updates The following update was given by Dresser. Call for entries will be sent out next week to address the traffic box in the North Village Arts District at Tenth and Walnut. Application information is available on the OCA website. Applicants must submit a preliminary design using a template as well as basic qualifications. The artist selected will be paid an honorarium of $1,500 and will receive an allowance for materials up to $500. Applications must be received by February 26. Status of FY15 & FY16 Arts Funding Gelina reported the following organizations have final reports due for FY15 annual funding: Columbia Art League, Columba Handbell Ensemble, Maplewood Barn, Mid-Missouri Woodcarvers, The Missouri Review, PACE, and TRYPS; and one from Resident Arts for a Small Request project. None are past due at this time. All contracts and revised paperwork for FY16 annual funding were received by the December 15 deadline. ANNOUNCEMENTS OCA Calendar Highlights of the November/December calendar were given by Shults. Other None. X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF What have you experienced in Columbia? Complimentary remarks were made about the following events: Missouri Contemporary Ballet’s tenth annual performance, Poised in Flux; an exhibit at Sager Braudis Gallery, Symphony of Toys; art shows at Columbia College; TRYPS’ production of Annie and the great turnout to audition for Aladdin; the upcoming play, The Sunshine Boys, with Krawitz, Musgrove, and Addison Meyers; GreenHouse Theatre at Orr Street; and six short plays at Talking Horse Productions. Information on how to vote for the Fire Sculpture public art project was given by Shawna Johnson. Voting takes place on Facebook; vote every day until the end of January. Three grand prize winners will receive $10,000, and the seven remaining finalists will receive $1,500. Ken Greene encouraged everyone to participate in Missouri Citizens for the Arts Day and referenced a related article in the Sunday Columbia Daily Tribune. XI. NEXT MEETING DATE: February 8, 2016 XII.
