I. CALL TO ORDER
Chair, Kevin Shults, called the meeting to order at 4:16 p.m.
Staff Present: JJ Musgrove and Sarah Dresser

Leemis, Melody Marcks, Carol Schmitz, Kevin Shults, Michael Sleadd and William

Excused: 1- William Bondeson
II. INTRODUCTIONS
Commission members were welcomed by Shults.
III. APPROVAL OF AGENDA
A motion to approve the agenda made by Williams; seconded by Kenny; motion
carried.
IV. APPROVAL OF MINUTES
The minutes for the monthly Commission meeting were approved with a motion
by Harper, seconded by Leemis; motion carried.
V. NEW BUSINESS
Strategic Plan
Musgrove reviewed the updated Strategic Plan for the Office of Cultural Affairs
that Commissioners received in their packets ahead of the meeting. Musgrove
stated that he met with a handful of Commissioners to discuss updating the
Strategic Plan for the office, which needed to be revised to send to the City
Manager’s office. Musgrove noted that there were a few minor changes from the
last plan, and the new plan is more succinct. He combined a few strategic areas
from the old version. Musgrove stated that the three main areas of the OCA
Strategic Plan are 1) Sustainability, 2) Advocacy, and 3) Cultural Stewardship.
The last area, Cultural Stewardship, which account for the shifting focus of
various events and responsibilities for the office, such as coordinating the
Columbia Values Diversity Celebration, working with the Maplewood house, and
partnering with the Cultural Preservation Commission on projects (for instance

the Sharp End committee and the Heritage Trail). Musgrove stated that this new
focus will help impact the “story of Columbia”.
2017 Arts Funding (Conflict of Interest Policy & Draft Reviews)
Musgrove asked the Commissioners to fill out the Conflict of Interest form they
received ahead of Annual Funding evaluations.

Commission Reports
Secretary's Report
Secretary’s Report: The following correspondence was read aloud by Harper,
then circulated for signatures: letter to Sen. Kurt Schaefer thanking him for
supporting the House of Representatives budget recommendation, which
includes increasing funding for the Missouri Arts Council; a letter of thanks to
Katie Essing with the District for financial support of the Traffic Box Art
project.
One Read
Fuchs reported the voting is now open for the two One Read finalists,
“Bettyville” by George Hodgman, and “Hotel on the Corner of Bitter and
Sweet” by Jamie Ford. Fuchs remarked that Hodgman is a Missouri author.
Staff Reports
Columbia Arts Fund Update
Musgrove reported the current balance is $134,557.29.
Traffic Box Art
Dresser reported that the office is waiting to receive the signed contract from
City Council for the traffic box on the corner of 10th and Walnut. After the
contract is received as well as proof of liability insurance from Madeleine
LeMieux, the artist plans to get started on the painting the box.
Commemorative Poster
Dresser reported that the selection committee met last week to select the
2016 City of Columbia Commemorative Poster. This year’s winning artist is
Lisa Bartlett, and the image depicts local musicians. Dresser stated that
perhaps the musicians may become an element of this year’s Poster Party.
Poster Party Update
Musgrove reported that once again Commerce Bank will be a $2500 sponsor
of the Poster. The goal is to raise at least $10,000 in sponsorship for the event.

Musgrove stated that Thursday, Sept. 1 has been confirmed for rental of the
Missouri Theatre. The planning committee is scheduled to have its first
meeting on April 19. The Commission discussed ideas for a community leader
as host of the event.
Status of FY 16 Arts Funding
Dresser reported that a small request final report is due from School of
Service (Access Arts), and Ragtag Film Society has a final report due for
annual funding. None are past due.

OCA Calendar
Highlights of the April/May calendars were given by Shults.
What have you seen in Columbia?
Upcoming artistic events and those experienced by Commissioners and staff
since the last meeting were shared.
Other
Dresser stated that the OCA received two VIP passes to the opening night
reception for the Unbound Book Festival, April 22 at the Missouri Theatre. The
passes were offered to Commissioners.
