City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Thursday, June 30, 2016 Board Room Executive Walton Building 4:30 PM 300 S Providence Rd Columbia MO 65203 I. CALL TO ORDER Shults called the meeting to order at 4:35 p.m. Committee Member Attendance: Kevin Shults, Judy Harper, Aaron Krawitz, and Caroline Leemis Staff in Attendance: JJ Musgrove and Joyce Gelina Guests: Yidan Lin, Quinn Mulloy, Xin Liu, Lily Cusak, Ray Rhatican, and Untas Chen, University of Missouri journalism students II. APPROVAL OF MINUTES Approved by Harper, seconded by Krawitz. III. NEW BUSINESS Review of July Commission Meeting Agenda A draft of the July commission meeting agenda was distributed and discussed. Information on the following items were provided by Musgrove: commission opening; potential distribution from the Columbia Arts Fund to the funded agencies; the secretary’s report; and the Columbia Arts Fund, balance of $136,500. The annual funding process agenda item will not begin before 5:15 p.m.; staff will provide notes to Shults in regard to this item. Musgrove informed committee members that staff has been working to redesign sponsorship forms and letters for the 2016 Celebration of the Arts. He also updated them regarding his meeting with representatives from arts organizations on June 28. Other discussion included the future of the Ameren property on Orr Street. IV. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF The following recommendations were made regarding possible modifications to the funding and evaluation processes: gather information on how other entities set the perimeters on funding requests; consider the possibility of conducting a closed commission meeting prior to the funding meeting in order to talk about the applications more openly and in-depth; decrease the space allowed for answering some (if not all) questions on the application; talk about changing the way evaluations are done due to the growing number of applications and the additional time it takes to complete them; and provide training on reviewing funding applications to commissioners.
