I. CALL TO ORDER
Staff Present: JJ Musgrove, Sarah Dresser, and Joyce Gelina
Guests Present: Ken Greene, North Village Arts District; and Katie Essing, The
District.
Chair, Krawitz, called the meeting to order at 4:19 p.m.
Present: 10 - William Bondeson, Tammy Brewer, Nick Kenny, Aaron Krawitz, Caroline Leemis,
Ellen Rippeto, Kevin Shults, Carol Schmitz, Lili Vianello and William Williams
Excused: 1- Melody Marcks
Unexcused: 1- Michael Sleadd
II. INTRODUCTIONS
The audience was welcomed by Krawitz. Guests introduced themselves and
were asked to sign the roster.
III. APPROVAL OF AGENDA
A motion to approve the agenda made by Kenny, seconded by Leemis; motion
carried.
IV. APPROVAL OF MINUTES
The minutes for the October monthly Commission meeting were approved with a
motion made by Vianello, seconded by Leemis; motion carried.
V. INTRODUCTION OF NEW COMMISSIONER
Krawitz welcomed recently appointed Commission member Ellen Rippeto.
Introductions were made, and Rippeto spoke about her life and how she came to
live in Columbia as well as her interest and involvement in the arts.
VI. PRESENTATION FROM INVITED ORGANIZATION
Downtown Community Improvement District
Katie Essing from the Downtown Community Improvement District was invited to
the meeting to give an overview of the Gateway Project. The mission of the
project is to highlight the downtown area and welcome visitors with a series of
landmarks and displays of art. The end result focuses on public art and public
safety, and will be the city’s largest public art project upon completion. Funding
has been provided by a NEA grant with matching donations being raised through
a capital campaign. The Gateways Project Fund has been established with the

Community Foundation of Central Missouri and is participating in the 2016
CoMoGives campaign. Essing requested help in getting the word out about the
project as public support and financial donations are necessary to making The
Gateways a part of our community.
VII. NEW BUSINESS
Small Request
Attachments: Leading Women in the ArtsPacket
A small request application from Choral Arts Alliance of Missouri was presented.
The organization is asking for $350 to support their Leading Women in the Arts
project. The executive committee is recommending full funding. A motion was
made by Bondeson to accept the committee’s recommendation. Motion
seconded by Williams and carried.

Vianello reported no correspondence at this time.
Staff Reports
Diversity Celebration Update
Reservations are currently being accepted for the annual event on
January 12, 2017. Naomi Tutu, daughter of Archbishop Desmond Tutu, will
be the keynote speaker, and Cathy and J’den Cox have agreed to
participate in the program. OCA will provide seating for commissioners
who wish to attend. Those interested should contact OCA staff.
FY17 Budget

A spreadsheet of OCA’s projected income and expenses for 2017 was
distributed. The biggest change in 2017 is a cut to personnel services. As
of October 1, the administrative support position held by Gelina will be
shared with the Community Relations Department (75% OCA, 25% Com.
Rel.) This option was chosen to help offset a mandatory 3% cut to all city
department budgets for FY17. Other additions to the 2017 budget include
funds to pay the utilities at the Maplewood House and the Blind Boone
Home (funds transferred from Parks & Rec); funds to support the Sister
Cities program (funds from City Council’s budget), and continued
management of city support for CAT. Very little changes were made to
the remaining budgeted categories: “Creative Columbia” programs and
services, the Columbia Values Diversity Celebration, and the annual
Celebration of the Arts fundraiser.
Thank you note cards
The newly printed cards were revealed. Commissioners were
encouraged take a supply and write notes to art organizations following

attendance at an event, helping to increase the awareness of the efforts
of Commissioners and OCA.
Columbia Arts Fund
A balance of $160,318 in the CAF was reported by Musgrove.
Approximately $6500, raised at the annual fundraiser, will be added soon.
Poetry Out Loud
Dresser reported this year’s competition will be held on February 15 at
the Columbia Public Library. Winners from area schools will compete
with other students in the central Missouri region. Two new schools are
participating for the first time this year. The winner at the regional contest
will then compete at the state competition in Jefferson City. The event is
free and open to the public. Commissioners were encouraged to attend.
Traffic Box Art
Dresser reported this year’s TBA project with the CPS was completed at
the end of October. The original work was a paper collage and designed
by eighth-grade students attending West Middle School. Commissioners
were encouraged to see it for themselves, at the corner of Ninth and
Walnut Streets.
The corner of Eighth and Cherry Streets has been designated as the
location for the 2017 annual TBA project. It is a new box and larger than
normal. A call for artists will be sent out the first of the year. The artist is
chosen by a sub-committee of the Standing Committee on Public Art and
receives an honorarium of $1500 as well as an allowance of up to $500 for
supplies.
Status of FY16 & FY17 Arts Funding
Gelina reported the only organization that has a final report due at this
time for FY16 annual funding is School of Service; however, there will be
several coming due at the end of December. Currently, a final report is
due from Columbia Writers Guild for their FY17 funded project. Eleven
organizations have submitted revisions for their FY17 arts funding, and
the remaining 16 funded agencies have started the process.
CoMoGives
For the third year in a row, CAF is participating in the CoMoGives
campaign. Information on the community fundraiser, which takes place
during the month of December, was given by Musgrove.
OCA Outreach efforts
Ways to raise visibility of the OCA were discussed and include: issue
press releases when new commission officers are elected and members
appointed; spread the message about the impact the arts have on the
economy; and write letters to the editor regarding the arts and the art
community. Musgrove added that the results from the American for the
Arts survey on the economic impact of local nonprofit arts and culture
organizations and their audiences will be publicized in June.

Details from the meeting with the ad hoc committee (Shults, Krawitz,
Kenny, and Brewer) were shared with the commission in the form of a

handout. The changes will make the process more efficient for the
applicant and reviewers.
