I. CALL TO ORDER
Staff Present: JJ Musgrove, Sarah Dresser, and Joyce Gelina
Guests Present: Odell Newkirk, Mid-Missouri Traditional Dancers
Vice Chair, Melody Marcks, called the meeting to order at 4:17 p.m.
Present: 9- Tammy Brewer, Nick Kenny, Caroline Leemis, Melody Marcks, Kevin Shults,
Michael Sleadd, William Williams, Lili Vianello and Ellen Rippeto
Excused: 3- William Bondeson, Aaron Krawitz and Carol Schmitz
II. INTRODUCTIONS
The audience was welcomed by Marcks. Introductions were made.
III. APPROVAL OF AGENDA
A motion to approve the agenda made by Shults; seconded by Williams and
motion carried.
IV. APPROVAL OF MINUTES
The minutes for the monthly Commission meeting were approved with a motion
by Williams, seconded by Shults; motion carried.
V. SPECIAL ITEMS
Commissioner Recognition
A special presentation honoring Caroline Leemis, who is resigning from
the commission due to relocating out of state, was led by Musgrove.
Leemis has served on the commission for almost four years. During this
time she has filled the responsibilities of secretary and additional
member on the Executive Committee.

Small Requests

Two applications were included in the agenda packet for review along with
guidelines for small request funding. The balance remaining for small requests in
2017 is $1,650.

Mid-Missouri Traditional Dancers’ (MMTD) request of $475 for Bringing It Home, a
special series of contra dances to be held on four evenings from February 17 to
May 15 was presented. At the executive committee’s request, staff contacted the
applicant to verify that the project is indeed a special opportunity; and this was
confirmed. The committee recommended full funding contingent on the
applicant’s response. Marcks made a motion to fund MMTD’s project $475. Motion
seconded by Leemis and passed.
Talking Horse Productions is collaborating with Maplewood Barn, which was
commended by commissioners, on The Red Box project. They are requesting
$750. The committee found the application unclear regarding how city funds will
be used and is recommending funding of $600. A motion was made by Vianello
to accept the committee’s recommendation; motion seconded by Rippeto and
carried.
It was suggested that the small request guidelines be reviewed and possibly
updated.
Missouri Citizens for the Arts Day
Details about the annual event, an opportunity to advocate on behalf of public
funding for the arts, were given by Dresser. It will take place on Wednesday,
February 8, in Jefferson City. OCA staff plans to attend and will visit with Boone
County legislators. Everyone was encouraged to attend, as well as to inform staff
since transportation and lunch will be provided by the OCA. Registration is free
and can be completed online.
VII. REPORTS
Commission Reports
Secretary's Report
A letter to Martin Shapiro, congratulating him on his recent achievements at the
All-State music festival, was read aloud by Vianello and circulated for signatures.
Staff Reports
Columbia Arts Fund Update
A balance of $160,318 was reported by Musgrove. An additional $6,800 is
forthcoming from proceeds raised at the Celebration of the Arts.
CoMoGives Update
Musgrove thanked those for participating in the annual CoMoGives campaign.
$650 was raised for the Arts Fund, which is twice as much as last year.
Poetry Out Loud
Dresser reported staff has been working with school coordinators on this year’s
event. Seven area schools have registered to date and will compete in the
Central Missouri Regional contest. The event will take place on February 15, at
the Columbia Public Library at 10 a.m.; commissioners were invited to attend.
The regional winner will advance to the state competition, which will be held in
Jefferson City in March.

Diversity Breakfast
Musgrove reported that the Diversity Celebration was a success and well
received. Tickets sold out with approximately 1,100 people attending. The
program included readings of original works by Children’s Grove Youth
Ambassadors, a filmed production of student writings, the presentation of the
20th annual Columbia Values Diversity Awards, and keynote speaker, Nontombi
Naomi Tutu.
Traffic Box Art Updates
The following update was given by Dresser. Call for entries will be sent out at the
beginning of February to address the traffic box at the corner of Eighth and
Cherry Streets. Application information will be available on the OCA website.
Applicants must submit a preliminary design using a template as well as basic
qualifications. Due to the size of the box, the artist selected will be paid an
honorarium of $1,750 and will receive an allowance for materials up to $600.
Applications must be received by March 1. She added that Commemorative
Poster entries will be due at the end of March.
Status of FY16 & FY17 Arts Funding
Final reports are due for FY16 annual funding from the following: Columbia Art
League, Columbia Handbell Ensemble, Jabberwocky Studios, Mid Missouri
Woodcarvers, The Missouri Review, North Village Arts District, PACE, and TRYPS.
None are past due.
Final reports for FY17 have been received from the Columbia Chapter of Missouri
Writers Guild (annual funding) and Dismal Music Festival (small request).
Revisions were due on December 15 for FY17 annual funding and all were
received on time except for We Always Swing.
VIII. ANNOUNCEMENTS
OCA Calendar
Highlights of the January/February calendar were given by Marcks.

IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
What have you seen in Columbia?
Upcoming artistic events and those attended by commissioners and staff since
the last meeting were shared.
Odell Newkirk, Mid-Missouri Traditional Dancers, thanked the commission for
fully funding their small request application and invited everyone to their annual
event, Spring Breakdown Contra Dance Weekend, March 17-19.
