City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Monday, February 13, 2017 Community Room 4:15 PM Walton Building 300 S Providence Rd Columbia MO 65203 I. CALL TO ORDER Staff Present: Sarah Dresser, and Joyce Gelina Guests Present: Linda Schust, Jabberwocky Studios Chair, Aaron Krawitz, called the meeting to order at 4:19 p.m. Present: 10 - William Bondeson, Tammy Brewer, Aaron Krawitz, Melody Marcks, Carol Schmitz, Kevin Shults, Michael Sleadd, William Williams, Lili Vianello and Ellen Rippeto Excused: 1- Nick Kenny II. INTRODUCTIONS The audience was welcomed by Krawitz and introductions made. III. APPROVAL OF AGENDA A motion to approve the agenda made by Bondeson; seconded by Marcks and motion carried. IV. APPROVAL OF MINUTES The minutes for the monthly Commission meeting were approved with a motion by Shults, seconded by Rippeto; motion carried. V. SPECIAL ITEMS Presentation from Invited Arts Organization Linda Schust, executive director of Jabberwocky Studios, gave a brief history of and spoke about the current programs of this recently formed local arts organization whose mission is to bring our diverse community together through the arts. VI. OLD BUSINESS Missouri Citizens for the Arts Day Dresser reported Citizens’ Day was well attended by art advocates from all over the state. She and Vianello participated along with over 20 representatives from Columbia. The 2017 Missouri Arts Awards were presented in the afternoon. VII. NEW BUSINESS Small Request City of Columbia, Missouri Page 1 Printed on 3/15/2017 Commission on Cultural Affairs Meeting Minutes February 13, 2017 Attachments: Odyssey's Solar Eclipse- A Celestial CelebrationPacket An application from Odyssey Chamber Music Series (OCMS) was included in the agenda packet for review. The executive committee had some reservations regarding the original application and the applicant was asked to resubmit the request. Krawitz reported the committee’s concerns were fully addressed and the result was a better application. He also informed the commissioners of the executive committee’s concern about running out of funds so soon in the year as well as the increase in the number of applications. The ideas of lowering the maximum request from $750 to $500 and distributing the awards more evenly throughout the year were suggested. The amount remaining for small request funding is $575. A motion was made by Vianello to fund the project $575; motion seconded by Shults and carried with none opposing. VIII. REPORTS Commission Secretary's Report Correspondence to the following state legislators--Chuck Basye, Kip Kendrick, Caleb Rowden, Martha Stevens, and Cheri Toalson Reisch was read aloud by Vianello, thanking them for meeting with representatives from Columbia art organizations during Citizens for the Arts Day. In addition, a suggestion was made that a letter be written to commissioners upon their departure from the commission. Staff Columbia Arts Fund In Musgrove’s absence, a balance of $164,463 was reported by Gelina. An additional $6,500 is forthcoming from proceeds raised at the Celebration of the Arts. Poetry Out Loud Dresser reported this year’s event will take place on Wednesday, February 15, at the Columbia Public Library and invited commissioners to attend. The event begins at 10 a.m. and is usually over by noon. Students from seven area schools will compete in the Central Missouri Regional contest. The regional winner will advance to the state competition, which will be held in Jefferson City in March. Traffic Box Art Update Postcards announcing the call for proposals were mailed out to area artists the first week of February and the opportunity has also been shared on social media. Commissioners were asked to spread the word as well. Information regarding the application process to address the traffic box at the corner of Eighth and Cherry Streets is available on the OCA website. Due to the larger than usual size of the box, the artist selected will be paid an honorarium of $1,750 and will receive an allowance for materials up to $600. Applications must be received by March 1. Status of FY16 & FY17 Arts Funding Final reports are due for FY16 annual funding from the following: Columbia City of Columbia, Missouri Page 2 Printed on 3/15/2017 Commission on Cultural Affairs Meeting Minutes February 13, 2017 Handbell Ensemble, Jabberwocky Studios, PACE, and TRYPS. None are past due. IX. ANNOUNCEMENTS OCA Calendar Highlights of the February/March calendar were given by Krawitz. Other Reference was made regarding two articles in the Columbia Daily Tribune. One, Bill Clark’s column on February 8, rebuking Columbians for missing out on the previous weekend’s world class performances; the other, an editorial by Hank Waters on February 11, responding to Clark’s column. Copies of the articles were handed out. Concern was voiced by Krawitz in regard to possible reasons for the low attendance and asked for input on whether or not a response from OCA staff or the commission was warranted. X. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF What have you seen/experienced in Columbia? Upcoming artistic events and those attended by commissioners and staff since the last meeting were shared.
