I. CALL TO ORDER
Vice Chair, Melody Marcks, called the meeting to order at 4:18 p.m.
Present: 11 - William Bondeson, Tammy Brewer, Nick Kenny, Melody Marcks, Carol Schmitz,
Kevin Shults, Michael Sleadd, William Williams, Lili Vianello, Ellen Rippeto and
Alan Toigo
Excused: 1- Aaron Krawitz
II. INTRODUCTIONS
The audience was welcomed by Marcks and introductions were made.
III. APPROVAL OF AGENDA
A motion to approve the agenda made by Shults; seconded by Sleadd and
motion carried.
IV. APPROVAL OF MINUTES
The minutes for the monthly Commission meeting were approved with a motion
made by Kenny, seconded by Williams; motion carried.
V. SPECIAL ITEMS
Teacher and Student Recognition: Family Fun Fest 2017 Poster
Marcks welcomed special guest CPS student Grace McEuen, who created the
artwork that is being used to promote the city’s 2017 Family Fun Fest. Dresser
informed the commissioners and guests that Grace’s work was selected in May
2016 from the downtown displays that were part of Partners in Education Week.
Her artwork, two ceramic tiles, was created while attending Smithton Middle
School under the direction of art specialist Rebecca Stuart. Dresser
congratulated Grace, and presented her and Rebecca with a framed copy of the
promotional poster. Smithton Middle School was also awarded a $500
honorarium last August to support the teaching efforts of their art department.
Dresser thanked the student for the use of her artwork, and commissioners
congratulated her. Appreciation for the recognition was expressed by Rebecca
and Grace.
VI. NEW BUSINESS
New Percent for Art Project
Details related to a potential Percent for Art Project at the city’s Columbia

Sports Fieldhouse in Perry Philips Park were given by Rhodes. Planning is
underway and the project has a budget that meets the Percent for Art ordinance
requirement of at least $1 million. Budget estimates for Phase One of the sports
fieldhouse are still preliminary, but Parks and Recreation staff reports that this
phase will likely be at least $3.7 million, which would allow for a Percent for Art
budget of $37,000. In order for the project to be eligible for Percent for Art,
Rhodes explained that the commission will need to make a recommendation to
city council to designate it as such. A motion was made by Vianello to
recommend to city council that the Columbia Sports Fieldhouse be designated
for Percent for Art. Motion was seconded by Brewer and passed unanimously.
VII. REPORTS
Commission Report
Secretary's Report
A congratulatory note to Kenny Greene for receiving the Columbia
Daily Tribune Hero Award for Outstanding Volunteer in Arts and
Humanities was read aloud by Vianello and then circulated for
signatures.
Staff Reports
Columbia Arts Fund Update
A balance of $170,802.30 was reported by Rhodes. This does not include
an additional $6,855 from proceeds raised at the Celebration of the Arts in
2016. Amount earned since January 1, 2016 is $18,124.58.
Stephens Lake Park Amphitheatre
The Missouri Symphony Orchestra will kick off their Hot Summer Nights
program again this year with a free concert on June 8, 7 p.m., at
Stephens Lake Park Amphitheatre. Dresser reported technical assistance
will be provided by the OCA. Commissioners were encouraged to attend.
This project is done in collaboration with the City’s Park and Recreation
Department and funds from the Missouri Arts Council.
Celebration of the Arts Update
Dresser reported venue ideas and possible dates for the celebration were
discussed by the planning committee at its first meeting. Committee
members suggested Boone County Historical Society as the setting. It is a
good location with indoor and outdoor space as well as ample parking.
Executive Director Chris Campbell is excited about providing the venue.
Wednesday, September 13, has been selected for the date of the
celebration and a host is yet to be determined.
Status of FY17 Arts Funding
Final reports are due from the Columbia Book Festival (Unbound) and the
Columbia Civic Orchestra. Gelina reported none are past due at this time.
VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
Funding Process and Orientation
Handouts containing instructions for reviewing and evaluating funding
applications for FY18 were distributed. An overview of the process was given by
Dresser and the following areas were covered: eligibility, exclusions, project
guidelines, the evaluation form and login directions, scoring, and comments.

New this year is an application scoring rubric for each type of application.
Evaluations must be completed by June 1 at 8 a.m. Examples of past funding
comments will be sent to those evaluating the applications for the first time.

Highlights of the May/June calendars were given by Marcks.

the last meeting were shared.
