City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Monday, August 14, 2017 Community Room 4:15 PM Walton Bldg 300 S Providence Rd Columbia MO 65203 I. CALL TO ORDER Chair, Krawitz, called the meeting to order at 4:20 p.m Present: 9- Tammy Brewer, Aaron Krawitz, Melody Marcks, Carol Schmitz, Kevin Shults, William Williams, Lili Vianello, Ellen Rippeto and Alan Toigo Excused: 3- William Bondeson, Nick Kenny and Michael Sleadd II. INTRODUCTIONS Chair, Krawitz welcomed Dr. Julia Gaines as guest speaker. III. APPROVAL OF AGENDA A motion to approve the agenda made by Williams; seconded by Rippeto; motion carried. IV. APPROVAL OF MINUTES The minutes for the July 10, 2017 monthly Commission meeting were approved with a motion made by Shults, seconded by Rippeto; motion carried. V. PRESENTATION FROM INVITED ORGANIZATION University of Missouri School of Music- Dr. Julia Gaines presented the Commission with the plans for the new School of Music building. The new building will be located at Hitt and University Streets. Gaines presented a slideshow detailing what the building will look like. The project is set to be completed by the fall of 2019. University of Missouri School of Music VI. NEW BUSINESS Commission Openings Rhodes reported that four Commissioners have terms ending on October 31, 2017. Krawitz, Shults, and Marcks have all served two, consecutive three-year terms, and they cannot renew. Vianello's term is also expiring, and she can reapply. The City Clerk's office will post the vacancies online on September 20th and in the newspapers on September 24th. Applications will be due by October 6th at 5:00 p.m. City Council could potentially make the appointments at the October 16th council meeting. Kay McCarthy from the Standing Committee on Public Art has moved out of the area, so there is an opening on that Committee as well. The vacancy will be posted on August 23rd, and Council will make appointments at their Sept. 18th meeting. Executive officers will be elected at the October Commission meeting. VII. REPORTS Commission Secretary's Report Letters to the Governor and state legislators thanking them for Missouri Arts Council funding received by the Office of Cultural Affairs were read aloud by Vianello. Council Report on FY18 Funding (August 21, 2017) Krawitz indicated he will deliver the presentation at the August 21, 2017 Council meeting. Staff Jabberwocky Mural Project Rhodes reported that the organization Jabberwocky Studios is currently in the final stages of installing a mural on the cedar fence in Columbia’s Optimists Park on Grand Street. The fence runs behind the basketball court on the north-facing side of the fence. This park is a small park in the city’s central neighborhood; an area that has been targeted by the city for improvements in infrastructure and social equity. The mural will enhance the park and help to attract young people and adults to enjoy the playground and picnic tables. This will make the park less attractive to those who may use if for undesirable or illegal activities. The organization completed the standard mural proposal form requested by Columbia Parks & Recreation, which was also shared with OCA staff before giving the group confirmation to move forward with proposed project. Columbia Arts Fund Update Rhodes reported current balance is $183,013.69. The Commission inquired into how the funds are invested, and staff responded that the Fund is a component fund of the Community Foundation of Central Missouri, and it is invested in an equity-based plan. 2017 Celebration of the Arts Dresser reported the Celebration is scheduled for Wednesday, September 13, 2017 at the Boone County Historical Museum & Galleries. Dresser reported currently we have received $9,150.00 including $2500 from Commerce Bank and 8 benefactor sponsors. Krawitz expressed this is a great opportunity to spread the word and show the importance of the arts, and he encouraged all Commission members to attend. Family Fun Fest Dresser reported this event is taking place Wednesday September 20th, 2017 at Cosmo Park. One Read City of Columbia, Missouri Page 2 Printed on 10/19/2017 Commission on Cultural Affairs Meeting Minutes August 14, 2017 Dresser reported programing starts in September put on by the Daniel Boon Regional Library. OCA assists in providing cash prizes to the 1st, 2nd, and 3rd places winners of the One Read Art Exhibit. This year’s theme is Shelter. MAC FY18 Funding Dresser reported OCA received an award letter $12,477.00 from the Missouri Arts Council. The interim grant report is due in mid-September, and the letters to the Governor and state legislators are required for the report. MAC funding goes into OCA’s community arts programming, such as Creative Kids Family Fun Fest, printing of arts guides, etc. Diversity Celebration Dresser reported this will be the 25th annual Columbia Values Diversity Celebration. The theme will be determined by the planning committee whose first meeting is August 25th. The planning committee assists in the Student writings program as well as submitting nominations for the Diversity awards. Keynote speaker and other artistic program elements are to be determined. FY17 Funding Wolf reported that there were final reports due from Columbia Civic Orchestra, Columbia Entertainment Company, and “We Always Swing” Jazz Series. None are past due. VIII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF OCA Calendar Highlights of the August/September calendars were given by Krawitz. Note: There is no September Commission meeting. Upcoming Events and What have you seen/experienced in Columbia? Upcoming artistic events and those experienced by Commissioners and staff since the last meetings were shared. Krawitz shared that he and Addison Meyers are doing a two-person play at Talking Horse Theater in September. Other Shults suggested more diversity on the Commission would be beneficial to the group, and for members to keep that in mind when sharing information about upcoming openings. Dresser will send Commissioners information when the openings are posted, with information about ward representation and areas of expertise requirements. Rhodes stated the search for the new Director is in progress. Currently, the boundaries for the program are within the downtown Community Improvement District, since OCA receives funding support from them for the program. Dresser stated that any newly installed traffic box by the city will have larger dimensions, like the box on the corner of 8th and Cherry Streets. IX.
