City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Monday, November 13, 2017 Walton Building 4:15 PM Community Room 300 S. Providence Rd. Columbia, Missouri 65203 I. CALL TO ORDER Chair Vianello called the meeting to order at 4:17 p.m. Present: 7- Nick Kenny, Carol Schmitz, Michael Sleadd, Lili Vianello, Alan Toigo, Natalie Thomas and Jane Church Excused: 4- William Bondeson, Tammy Brewer, William Williams and Ellen Rippeto II. INTRODUCTIONS Matthew Hall with the Columbia Missourian Elise Buchheit new Program Specialist for the Office of Cultural Affairs. She was Employed at Missouri Public Utility Alliance for past 4 years. She has a background in education and love of the arts. III. APPROVAL OF AGENDA Motion to approve the agenda made by Kenny; seconded by Toigo; motion carried IV. APPROVAL OF MINUTES October 9, 2017 & October 25, 2017 Minutes Attachments: 10.25.17 Commission Minutes 10.9.17 Commission Minutes Motion to approve the October 9th minutes made by Sleadd, seconded by Church; motion carried. NEW BUSINESS Commission Opening City of Columbia, Missouri Page 1 Printed on 1/19/2018 Commission on Cultural Affairs Meeting Minutes November 13, 2017 Dresser stated that no applications were received, therefore City Clerk’s office will re-advertise and the deadline is December 8 at 5pm. Commission Orientation Dresser provided an annual timeline for OCA activities as well as a preview of the annual funding cycle. Dresser has also distributed copies of the City’s Guide to Boards and Commissions. This document has helpful information about the general guidelines for serving on the Commission. Annual Funding Process Sub-Committee The Executive Committee suggests the Sub-Committee consist of the following members: Ellen Rippeto, Nick Kenny and Lili Vianello as Chair with meetings to be scheduled as needed. Quorum will be three members. The Sub-Committee is to present a recommendation regarding the annual funding process or request for more time to the Commission meeting to be held January 8, 2018. Motion to approve suggested members for the Sub-Committee made by Vianello, seconded by Toigo; motion carried. VI. REPORTS Secretary's Report- Commission Nothing to report. Standing Committee on Public Art - Commission Columbia Sports Fieldhouse Police Department North Municipal Service Center Dresser explained the proposal process for Percent for Art projects. On October 11, the Standing Commission on Public Art met and interviewed four finalists for the Columbia Sports Fieldhouse project - Larry Young, Chris Morrey, David Spear, and team Lizzie Bryan and Paul Salierno. The committee unanimously selected David Spear as the artist to commission for the project. In order to move the project forward, the Commission needs to act on the Standing Committee’s recommendation. If the Commission’s vote is to move the Standing Committee’s recommendation forward, then it will be sent to City Council for their review and vote. Once City Council approves the recommendation, then staff will authorize a contract so that Spear can begin design work. The design phase will include the same approval process: from the Standing Committee, to the Commission, to City Council. Motion to accept the proposal process made by Sleadd, seconded by Kenny with Toigo abstaining; motion carried. Public Works is currently early in the planning process for the construction of the Police Department North Municipal Service Center located in the Auburn Hills Subdivision (at Range Line Street and International Drive) This project was identified as a future public safety project in the 2015 Capital Improvement Sales Tax ballot. An Interested Parties meeting was held on October 10, City of Columbia, Missouri Page 2 Printed on 1/19/2018 Commission on Cultural Affairs Meeting Minutes November 13, 2017 2017 and a public hearing will likely take place at the December 4, 2017 City Council meeting. Architectural services have been authorized with Architects Design Group. Construction of the facility is estimated to cost $7,262,500, allowing for a potential Percent for Art budget of $72,625. Public Works has already set aside 1% in the budget for Percent for Art. The Commission would need to officially recommend the building project to go to City Council to be designated as a Percent for Art. The building will be used for additional office space for the Police Department as well as a Community Room that will be available for group use. Looking over preliminary designs, there are several public spaces that would be suitable options for artwork, including an outdoor plaza space and the public lobby of the building. Construction of the project is currently scheduled to begin in late 2018. Motion to approve the Police Department North Municipal Service Center as Percent for Art made by Kenny, seconded by Sleadd; motion carried. Columbia Arts Fund Update - Staff Dresser reported the current balance for the Columbia Arts Fund as $188,347.02. FY18 Budget - Staff Dresser provided Commission with information regarding the OCA budget process and details of the budget. Diversity Celebration - Staff The Office of Cultural Affairs is hosting the Columbia Values Diversity Celebration to be held January 11, 2018 at the Expo Center. Dresser stated that tickets are available for Commissioners who wish to attend. Poetry Out Loud - Staff Buchheit reported that there are eight schools registered so far to host competitions. The deadline for schools to register is December 4th. February 14th is the central Missouri regional Competition at Columbia Public Library. One Read - Staff Buchheit asked the Commission if anyone was interested in serving on the One Read panel. The panel meeting will be held on January 20th, 2018 from 8:00 a.m.-1:00 p.m., and then there will be 9 weeks to read 10 books selected. FY17 and FY18 Funding FY17 Funding City of Columbia, Missouri Page 3 Printed on 1/19/2018 Commission on Cultural Affairs Meeting Minutes November 13, 2017 Wolf reported that final reports are due from the following organizations for FY17 funding: Missouri Symphony Society, Missouri Contemporary Ballet, PACE, Talking Horse Productions and Ragtag Film Society. None are past due at this time. OCA met with Odyssey Chamber Music Series about final reports due for their small request and FY17 annual funding. They still have one month until reports will be overdue and percentage of funding would be forfeited. FY18 Funding Agreements were sent to Arts Agencies. They have until December 15, 2017 to return agreements to OCA as well as submit the online revised project form. VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF OCA Calendar A copy of the upcoming events were given to Commission members. Upcoming Events and What have you seen/experienced in Columbia?
