City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Standing Committee on Public Art Tuesday, June 27, 2017 Walton Building Board 4:00 PM Room 300 S. Providence Rd. Columbia, Mo. 65203 I. CALL TO ORDER The meeting was called to order at 4:05 p.m. by Brewer who welcomed those attending. Present: 3- Tammy Brewer, Tootie Burns and William Williams Excused: 2- Kay McCarthy and Valerie Berta II. INTRODUCTIONS New Committee members Erika Coffman and Gabe Huffington were introduced. Both are Parks & Recreation employees who are part of the new building project. Committee members and City staff introduced themselves. III. APPROVAL OF AGENDA The agenda was approved with a motion by Williams, seconded by Burns; motion carried. IV. APPROVAL OF MINUTES The minutes from the last Percent for Art project meeting were unanimously approved with a motion made by Burns and second by Williams; motion carried. V. NEW BUSINESS Columbia Sports Fieldhouse Project Update Huffington gave a presentation to the group about the Columbia Sports Fieldhouse building project. He stated that Columbia currently lacks indoor court spaces, relying only on the ARC and the Armony. The new building will provide space for additional court rentals and sports tournaments. The building will be approximately 45,000 square feet, located in Philips park, which is south of Discovery Parkway. Tolton Catholic High School is located on the other side of the lake. Phase One of the building project will feature four basketball courts, auxiliary space, and office space. Currently, only Phase One has been designated for the Percent for Art project. Phase Two, planned for a future date, would add four additional courts. The overall purpose of the Sports Fieldhouse is to bring in big tournaments to Columbia. In addition to the new building, a new road and parking will be constructed, as well as tennis courts. City of Columbia, Missouri Page 1 Printed on 3/27/2018 Commission on Cultural Affairs Meeting Minutes June 27, 2017 Standing Committee on Public Art The interior of the building is a big rectangle that can be configured for different sports such as basketball, volleyball, gymnastics, and wrestling. The front of the building will have staff offices, as well as meeting spaces for coaches and tournament coordinators. There will be no locker rooms, just restrooms for Phase One. The indoor space is a pre-fabricated metal building. When people walk in the main entrance, they will be higher than the court level and able to look down on the courts. The main entry will also feature an outdoor covered space. The name on the building in the preliminary design, “Columbia Sports Fieldhouse,” could potentially change depending on sponsorships. The lobby area of the building will feature a long row of windows. Huffington stated that the architecture may evolve to be more artistic than the renderings he presented to the group, and that he would have an update to share at the next Committee meeting. Completion date of the building is planned for October 2018. As far as potential areas to feature artwork, once an artist is selected, the Committee could give options to the artist for instance at the open space at the park entrance, the exterior covered entrance, or the interior of the building. The Committee asked if Phase Two would also be a Percent for Art project. Staff stated that it would have to be re-designated by City Council. Overview of Process Dresser stated that the Office of Cultural Affairs has submitted memo and documentation to City Council, who has designated the building project as a Percent for Art. Request for Qualifications overview Attachments: RFQ The Committee reviewed the updated Request for Qualifications. The Commission on Cultural Affairs made the recommendation at its last meeting to have the scope of the project be artists residing in the state of Missouri. The RFQ will be posted for approximately 8 weeks, which would make the deadline Friday, August 25. VI. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF None VII. NEXT MEETING DATE Staff will contact the Committee to schedule the next meeting, to take place in the week or two after the RFQ deadline. VIII.
