City of Columbia, Missouri Meeting Minutes Commission on Cultural Affairs Standing Committee on Public Art Thursday, September 7, 2017 Walton Building Board 11:30 AM Room 300 S. Providence Rd. Columbia, Mo. 65203 I. CALL TO ORDER The meeting was called to order at 11:35 a.m. by Brewer who welcomed those attending Present: 3- Tammy Brewer, Tootie Burns and William Williams Excused: 1- Valerie Berta II. INTRODUCTIONS: AUDIENCE AND COMMITTEE Committee members introduced themselves. III. APPROVAL OF AGENDA The agenda was approved with a motion by Williams, seconded by Burns; motion carried. IV. APPROVAL OF JUNE 27, 2017 MINUTES The minutes from the last meeting were unanimously approved with a motion made by Burns and second by Williams; motion carried. V. COLUMBIA SPORTS FIELDHOUSE PERCENT FOR ART Project Update Coffman reported that everything is currently on schedule for the building project. Burns asked about the finishings planned for the building. Coffman stated that the complex will be an industrial, metal structure. There are many open wall spaces planned that could accommodate artwork, such as above windows and even in the courts. Also on the exterior grounds and entrance to the park. Coffman stated that it will be a very active facility. Report: Project Request for Qualifications Dresser reported that the Office of Cultural Affairs received 8 eligible RFQ applications, and 3 ineligible applications (submitted from artists residing outside of Missouri). Overview of Process Dresser stated that the Committee will review images and application materials submitted by the artists, and they can choose a number of finalists. The number of finalists is not predetermined, however, Dresser stated that usually 2-4 are selected for interviews. At the next meeting, the Committee will interview finalists and plan to make a City of Columbia, Missouri Page 1 Printed on 3/27/2018 Commission on Cultural Affairs Meeting Minutes September 7, 2017 Standing Committee on Public Art recommendation on an artist to move forward in the process. Going into a contract with the chosen artist would then be approved by the Commission on Cultural Affairs, followed by the City Council. After the contract is signed, the chosen artist will be given the opportunity to visit the site and develop a full proposal. Review of Applications Attachments: RFQ Applications The Committee reviewed the 8 applications received, viewing the images and reading submitted resumes and artist statements. VI. DETERMINATION OF FINALISTS The committee unanimously agreed upon the following artists or teams be selected for finalist interviews: David Spear, Lizzie Bryan and Paul Salierno, Chris Morrey, and Larry Young. About each artist, the group had the following comments: David Spear: He brings the community into the creation of his art. The painting featuring a swimmer is a new direction from his past work. Burns commented that he is a solid working artist. Lizzie Bryan and Paul Salierno: The group is interested to see more of the mural designs presented by the team. Their sculpture examples seem more temporary in nature, so the group is interested in how they would address this should they be interested in proposing a permanent sculpture. Chris Morrey: Has completed other public art projects in Columbia. His metal sculpture could be hung on interior walls. Larry Young: Many of his past projects have a large budget, thus the artist would likely be working with a different fabrication technique as he stated - using aluminum or other materials. Williams stated that a Larry Young sculpture would have to be fairly large to compliment the building. VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF None. VIII. NEXT MEETING DATE Dresser asked the committee what days of the week are best for meeting. The finalist interviews will likely take several hours, so she will look at everyone’s availability along with the artists’ schedules and plan for a date in early October. IX.
