City of Columbia, Missouri Meeting Minutes Disabilities Commission Thursday, September 14, 2017 Walton Building Board Regular Room 3:00 PM 300 South Providence Road – Columbia, MO I. CALL TO ORDER Chair Chuck Graham called the meeting to order at 3:04 p.m. II. INTRODUCTIONS Present: 10 - Hazel Fields, Chuck Graham, Marcie Luebbert, Gretchen Maune, Rene Powell, Julie Walden, Dawn Zeterberg, Ann Marie Gortmaker, John Bowders and Troy Balthazor Excused: 2- Christina Jones and Jacquelyn Sample Staff present: Adam Kruse and Tammy Baker - Law Department and Gabe Huffington - Parks and Recreation. Members of the public were present. III. APPROVAL OF AGENDA Ms. Luebbert made a motion to approve the agenda. Ms. Maune seconded the motion. All in favor; motion approved. IV. APPROVAL OF MINUTES DRAFT August 10, 2017 Meeting Minutes Ms. Walden made a motion to approve the agenda. Ms. Gortmaker seconded the motion. All in favor; motion approved. V. SPECIAL ITEMS Presentation from Parks & Recreation Manager Gabe Huffington with an update and discussion of ongoing projects in that department. Gabe Huffington from Parks and Recreation presented on parks sales tax, ARC lift, Woodridge Park, and treadmill touch screen. VI. OLD BUSINESS Update on the Wheelchair Accessible Van Taxi Grant Project. Adam Kruse provided an update on the status of the City Council vote. The proposal is a one time funding of $50,000.00 and this will be voted on at the City Council meeting on Monday. Mr. Graham provided an update and discussed his understanding of the coordination and distribution of the funds. NEW BUSINESS Discussion of the state’s changes to support coordination for people who do not receive medicaid. Ms. Walden provided an update on this issue. The Department of Mental Health will no longer provide case coordination for their clients that do not have Medicaid. The reason for this is funding cuts. VIII. REPORTS Staff Adam Kruse responded to questions about the commission's budget. He said the budget is intended for accommodations related to the commission's meetings and activities. And that to use the funding for travel and education purposes would require a report to Council. Public Transit Advisory Commission Ms. Powell provided an update. She discussed the simulation that PTAC sponsored and the Transportation Workshop. Mr. Graham talked about the potential for a Transportation Summit. Mr. Graham said that Lyft is offering non-emergency medical transportation in some communities. Bicycle & Pedestrian Commission Ms. Gortmaker said that the Bicycle and Pedestrian Commission meeting was cancelled last month. Vision Zero Action Plan Mr. Bowders said that he has not been contacted yet regarding the Vision Zero Action Plan. Adam Kruse said that he will follow up on that. IX. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF Jamie Henry, Jefferson City Museum Assistant Director, introduced himself and is working on accessibility ideas for the museum. Ms. Powell had a question about elevators in the building. Ms. Gortmaker asked about the Clary-Shy project. X. NEXT MEETING DATE: OCTOBER 12, 2017 XI.
