I. CALL TO ORDER
Present: 11 - Taylor Burks, Chris Drury, Terry Kloeppel, Edward Schnedler, Susie Cason,
Michelle Lambert, Shari Riley, Carlos Ortiz, Kayla Riel, Sasha Pass and Elizabeth
Raine
Excused: 2- Amy Johnson and Amanda Shaffer
Unexcused: 2- Annie Bastida and Corey Sublett
II. INTRODUCTIONS
Meeting called to order at 12:34 pm by Chair Chris Drury. New members
introduced themselves.
III. APPROVAL OF AGENDA
The agenda was approved on a motion by Kloeppel, seconded by Burks. Motion
passed 11-0.

IV. APPROVAL OF MINUTES
The minutes from the June meeting were approved on a motion by Burks,
seconded by Riley. Motion passed 11-0.

V. ELECTION OF SECRETARY
Secretary Robyn Nall recently resigned her position on the Council, creating the
open position. Sasha Pass offered to fill the position. Cason made a motion,
seconded by Schnedler, that Pass be elected secretary. Motion passed 11-0.

VI. PRESENT MISSION STATEMENT
Drury shared a copy of the Council’s mission statement and asked for input or if
anyone thought changes should be made to it? He had emailed examples of
others to the Council before the meeting to prepare for discussion. The
Council’s current statement is to improve the physical fitness and health and
enhance the quality of life of all citizens of Columbia and Boone County.
Cason said she thinks the existing one covers the mission and allows for
flexibility.
Burks suggested that maybe it was too broad and could use a more specific
direction.
Pass said that adding the words advocating or promoting might accomplish
that.
Riel commented that she had looked at Jacksonville’s statement that included 5
or 6 goals and that might be something that could be added.
Drury said that maybe at the February meeting, that the Council could set some
goals.
Cason agreed, saying that members could maybe bring some ideas to the
meeting.

VII. DISCUSS COUNCIL WEB SITE
Drury commented that it would be nice to make the Council’s web site more of
a destination with helpful links and a calendar of events. He asked about the
Council’s Facebook page?
Higginbotham said that a former Council member had set it up.
Miller said she would look into it and get administrative rights turned over.
Burks asked if it would be possible to meet with the city’s web master to
discuss some options?
Miller said she would pass along the message and see if that could be set up.
Drury asked if members had any input as to criteria for community events to be
submitted to the proposed calendar. He commented that maybe a
subcommittee could be formed.
Higginbotham suggested that starting out with criteria such as free,
community-wide events might be a good start.
Cason commented that the information gathering could be a substantial
process.
Schnedler suggested that creating a system with categories of events and color
coding them might be a good way to segment them. Web users would be able
to easily find them.
Burks made a motion, seconded by Riel, that a calendar subcommittee be
formed. Motion approved, 11-0.
Members volunteering for the subcommittee are Drury, Lambert, Riel,
Schnedler and Ortiz.
Drury commented that the Austin web site he had looked at had initiatives for
businesses that promoted healthy programs for their employees. He said that
perhaps the Council could get involved with provided water bottles, prizes or
other incentives for businesses doing these type of initiatives.
Higginbotham said that might tie in to the annual awards recognition.
Riel asked if the Council had ever done any type of scholarship process?
Higginbotham said the Parks and Recreation Department has a process for
low-income residents to take advantage of the ARC and other programs.
Raine commented that that the Daydreams Foundation has a scholarship for
kids, to assist with activities and equipment needs.
Drury commented that offering incentives would be a good way to support
initiatives already happening.
Schnedler commented that it might be good to come up with a different name
for the web site for rebranding.
Drury agreed, saying he could create a Google doc and share it so members
could add ideas for names and goals for the Council. He added that a
subcommittee for awards could be formed to discuss incentives.
Burks made a motion, seconded by Schnedler, that an awards
subcommittee be formed. Motion approved, 11-0.
Members volunteering for the subcommittee are Burks, Raine, Cason
and Kloeppel.

VIII. BYLAWS PROPOSAL
Burks commented about the Council’s issues with meeting quorum for
meetings with the 17 members on the Council.
Burks made a motion to request that the City Council amend the
ordinance so that the quorum for the Mayor’s Council on Physical Fitness
is based on percentage of filled seats on the Council rather than the
membership of 17. Schnedler seconded the motion, which passed 11-0.
Raine asked about the reason for problem with meeting quorum?
Drury said it was a range of issues, possibly having to do with meeting times
and days.
Kloeppel commented that most boards do meet in the evenings, and that has
been discussed, but sometimes those dates and times don’t work for everyone
either.
Drury asked about the possibility of voting by proxy or conference call?
Miller said that would not meet open meeting requirements.
