I. CALL TO ORDER
Staff Present: Richard Stone, Public Works; Brenda Broxton Public Works
Call to Order: Meeting called to order at 6:38pm by Julie Youmans
A journalism student named Asia, from local news station KOMU8, was
present.
Revised Agenda: Revised agenda was circulated prior to the meeting. Agenda
was reviewed and a motion was made to accept the revised agenda. Motion
was unanimously approved by voice vote.
Approval of Minutes:
Minutes were reviewed and the following changes were requested:
*Second sentence of first paragraph change is to was.
*An addition to the report will be made to note moving the roadway not
considered. Change…moving the roadway is not considered.
*Further clarification - if it is feasible without destroying
*The general consensus was that a pedway contiguous with Rock Quarry Road
is not feasible for certain sections reviewed in the study without significant
sacrifice to scenic characteristics. -At the end of paragraph which begins, In
summary.
A motion was made to accept the recommended changes. Motion was
unanimously approved by voice vote.

Jan Pritchard, Anthony Stanton, Julie Youmans and Betsy Peters
Absent: 2- Dan Harder and Victoria Wilson
II. REVIEW AND APPROVAL OF JAN'S REPORT - LATEST VERSION
Considerations include Recreation Route vs. Commuter Route; Enforcement
and Sustainability of features. Enforcement of vegetative buffer is important
as once the buffer is cleared it is gone and so is the scenic characteristic of
Rock Quarry Road. Julie asks if there is something we can put in writing
somewhere to inform property owners of vegetative buffer. Jan mentions the

vegetative buffer is part of a zoning overlay that should show up on a property
owner’s title. Jan suggests residents along Rock Quarry Road be diligent in
informing neighbors of the requirement. Punishment for violations of the
vegetative buffer was discussed. Jan suggested something could be added to
the zoning ordinance. A reference to enforcement of the ordinance can be
made in the report. Sustainability of features should include “following
accepted Natural Resource Management Practices”. Most of these things are
already included in the report and really do not require further discussion here.

Version 4 of the Scenic Rock Quarry Road Stakeholder Advisory Group -
Preliminary Report was reviewed by the group. Group members were asked to
send suggested changes prior to the meeting. Each piece of the report was
reviewed, discussed and edited.
Tony Davis asked about ADA Accessibility for clarification. Richard Stone
advises the group ADA requirements differ depending on the location of the
pedway.
