City of Columbia, Missouri Meeting Minutes Rock Quarry Road Scenic Roadway Stakeholder Advisory Group Wednesday, March 9, 2016 Meeting Room 1C, 701 6:30 PM E. Broadway I. CALL TO ORDER Staff Present: Richard Stone, Public Works; Brenda Broxton, Public Works Call To Order: Meeting called to order at 7:24pm by Julie Youmans. Present: 8- Meredith Donaldson, Janet Hammen, Dan Harder, Barbara Hoppe, Bev Peterson, Anthony Stanton, Victoria Wilson and Julie Youmans Absent: 3- Tony Davis, Jan Pritchard and Betsy Peters II. REVIEW MINUTES FROM FEBRUARY 10, 2016 Approval of Minutes: Motion was made to approve February 2016 minutes. This motion was seconded. Discussion followed to clarify ADA requirements when a pedway is adjacent to the road versus parallel to the road. The minutes should reflect the ADA requirements differ depending on the location of the pedway. The committee took a moment to recognize Mariel Stephenson, committee member, who passed away on February 29th. III. DISCUSSION OF ADDITIONAL ISSUES IN REPORT Preliminary Report Design Parameters Section III (b) Third line of the bold face type: “The pedway should connect to the Hinkson Creek Trail…..” Vicky Riback-Wilson suggests language that projects “alternative means should be explored” . The Wordsmithing committee will work on this language. Ms. Hoppe explains the committee could make a recommendation that CATSO adopt a Scenic Road Category. In the alternative if CATSO will not adopt the Scenic Road Category then reclassify Scenic Rock Quarry Road as a Neighborhood Collector street. The committee discussed preliminary report section 4 - Enforcement. Community Development would typically have responsibility for enforcing certain ordinances. The Scenic Rock Quarry Road Advisory Group can make recommendations on penalties associated with ordinance violations. Anthony Stanton suggests Neighborhood Plans will have teeth for enforcement. A specific document, one document, should be included in the consolidated neighborhood plan which outlines the SRQR ordinance. The SRQR could make a recommendation that existing documents, overlays and special area plan be used to create a neighborhood plan for Rock Quarry Road. This recommendation is to make enforcement more likely. Vicky Riback-Wilson has concerns about maintaining and replanting along Scenic Rock Quarry Road. Vicky suggests a section in the report that addresses planting and enhancement along Scenic Rock Quarry Road. Bev suggests a section in the report which addresses funding for planting and enhancement along Scenic Rock Quarry Road. The Wordsmithing group will work on these suggestions. Anthony Stanton would like to work on maintenance concerns (in the preliminary report) in conjunction with Public Works as point of contact. Anthony also reiterates the need to create a natural resources inventory. Key landmarks and natural resources need to be identified on a map and included graphically in the final report. Additional discussion followed about how to identify and inventory natural resources. The SRQR Advisory Group is looking for a catalog of features along the road. Richard Stone will ask a representative from the Parks Department to attend the April meeting. IV. REVIEW AND APPROVAL OF JAN'S REPORT V. FORMATION OF A WORDSMITHING SUB GROUP Committees: Formulation of sub committees to complete different tasks was previously discussed. Vicky Riback-Wilson moves the following members constitute the Wordsmithing committee: Barbara Hoppe, Jan Pritchard, Tony Davis, Julie Youmans and Bev Petersen to coordinate the graphics. The motion was seconded and unanimously approved by voice vote. Deadline for completing the preliminary report is as soon as possible. VI. JOURNALISM STUDENT INTEREST IN OUR WORK VII. CONTINUATION OF COMMITTEE'S WORK XIII. ADJOURNMENT Adjourn Motion to adjourn and unanimously approved at 8:41pm.
