I. CALL TO ORDER
Staff Present: Richard Stone, Public Works; Brenda Broxton, Public Works
Meeting was called to order at 6:35pm. A motion was made and seconded to
accept the agenda for this evenings meeting.
Present: 9- Tony Davis, Meredith Donaldson, Janet Hammen, Dan Harder, Barbara Hoppe, Bev
Peterson, Jan Pritchard, Anthony Stanton and Betsy Peters
Absent: 2- Victoria Wilson and Julie Youmans
II. READ AND APPROVE MINUTES FROM MARCH 9, 2016
Approval of minutes: Motion made to revise minutes from March 9, 2016 to
read : Ms. Hoppe explains the committee could make a recommendation that
CATSO adopt a Scenic Road Category and reclassify Scenic Rock Quarry Road
as a neighborhood collector street. Motion was unanimously approved.
Motion made and seconded to approve the March 9 minutes.
III. REPORT: REVIEW SUB-COMMITTEE REVISIONS, DECIDE FINALIZATION PROCESS
FOR NEXT REVISION; FORMAT GRAPHICS AND PHOTOS TO BE DISCUSSED WITH
UPDATE ON VICKY'S MEETING WITH STEVE MCINTYRE; LIST OF ATTACHMENTS
Report: The sub-committee (Barbara Hoppe, Julie Youmans, Jan Pritchard) has
met twice since the March 9 meeting. The sub-committee is trying to
synthesize the report focusing on substance, clarity and recommendations.
Vicki Wilson suggested a more robust narrative at the beginning of the report.
Julie Youmans suggested a list of links at the end of the report and their
significance.
Report section 4 - Possible pedway, the sub-committee would like to add a link
to Tim Crockett’s report in this section. Group determined the word
“Possible” should be removed preceeding Pedway, in section 4.
Anthony introduced a motion after the report is complete the wordsmithing
committee prepare an executive summary. Motion was seconded. Discussion
followed explaining an executive summary. Motion was amended to say a
preamble at the beginning, an executive summary and introduction to each
section, briefly. Amended motion was seconded and approved by voice vote.

The group continued to review the report presented by the Wordsmithing
sub-committee. Discussion continued as the SRQR Advisory Group reviewed
their report.
Staff asked SRQR Advisory Group for clarity of maintenance activities in the
report. It was suggested a link to Crockett’s report might be appropriate in this
section. Anthony believes maintenance activities should be graphically rich
showing pictures of guardrail and rock lined ditches as examples of acceptable
maintenance practices. Guardrail type was discussed at length and a motion
was introduced to procure brown, powder coated guardrail as guardrail
replacements become necessary along Rock Quarry Road. Motion was
unanimously approved.
In the Pedway section it was decided to strike “rumble strips” as a bullet point
underneath “Additional design features….” Also, the words “sections of” will
be added to Optional deviation of “sections of” pedway from roadway, with
landowner consent. A link to Crockett’s report will also be included in this
section of the report.
A question of how does the City handle planting along roadways was asked.
Staff response was a portion of transportation sales tax is allocated for
planting within street right of way. The wordsmithing committee will work on
wording which addresses funding for continual planting.
Anthony begins discussion concerning enforcement, from the City Website, the
Neighborhood Plan serves as a mechanism of enforcement; aligned with the
Consolidated Plan. Janet Hammen suggests adding the enforcement
recommendations to the Scenic Overlay Plan. Anthony explains Neighborhood
Plans and how a Neighborhood Plan can serve as an enforcement mechanism.
Jan suggested wording ….The Grindstone Rock Quarry Road neighborhood
association should incorporate the SRQR Report in their neighborhood plan as
part of the City of Columbia Consolidated Plan. The Wordsmithing
sub-committee will work on this further.
Meredith briefly discusses a natural assets inventory, along Rock Quarry Road.
Parks & Recreation is not likely to produce a natural assets inventory similar to
the Gans Road example shared with the group. Parks & Rec will be notified
not to proceed with an inventory. Meredith will look into who could build a
natural assets inventory and how much it might cost.
