City of Columbia, Missouri Meeting Minutes Rock Quarry Road Scenic Roadway Stakeholder Advisory Group Wednesday, June 8, 2016 Meeting Room 1C, 701 6:30 PM E. Broadway I. CALL TO ORDER by Vicky Riback Wilson at 6:35pm. Staff Present: Richard Stone, Public Works; John Ogan, Public Works Present: 8- Janet Hammen, Dan Harder, Barbara Hoppe, Bev Peterson, Jan Pritchard, Victoria Wilson, Julie Youmans and Betsy Peters Absent: 3- Tony Davis, Meredith Donaldson and Anthony Stanton II. Read and approve minutes from April 13, 2016 Ms. Hoppe moves to approve minutes from April 2016. By voice vote, minutes unanimously approved. III. Timeline - a brief consideration of our timeline and work during the month to finalize details on Preamble, Enforcement, other IV. Powerpoint version of report V. Clarification of 3 under IV - Enforcement VI. Inventory VII. Latest version of committee report on recommendations - revisions and enforcement Since the May 2016 meeting, Ms. Hoppe and Ms. Youmans have met and reviewed the many revisions/comments that were shared. Ms. Youmans would like to have all photos captioned with information pertaining to points the committee is making in the report. Julie Youmans brings up consistency with how we refer to ourselves in the report. Richard Stone advises the group they are officially an Advisory Group - Scenic Rock Quarry Road Advisory Group. Ms. Youmans asks if there is any larger issue or topic that may have been missed? Ms. Pritchard asks “the intent is to preserve….” Whose intent? The intent of the Advisory Group or the report? Discussion followed and Ms. Pritchard agrees it is a good idea to say what the Advisory Group wants to accomplish but we need to determine whose intent it is. Amended language might include: The recommendations presented herein are intended to preserve the previously designated Scenic Rock Quarry Road corridor. Discussion continues about language in section IV relating to a possible pedway along Rock Quarry Road. Vicky suggests changing section VI to Enforcement and section V to Maintenance and Development because we recognize the whole report is only a recommendation. While reviewing the introduction Jan suggests further defining “Rock Quarry Assets” by formatting the introduction similar to the way statutes are written. Draft report discussion continues. Vicky would like to add alternating one way traffic morning & evening in place of rumble strips. Vicky recognizes this has been previously discussed. Julie suggests adding “Consider and explore innovative options and solutions used by other cities consistent with recommendations of this report ”. This will be added as #12 in lieu of Vicky’s suggestion of alternating one way traffic. Insertion of a colon following topic headings was discussed. Several group members did not feel insertion of a colon was necessary. Discussion review moved to section V - Vegetative Buffer. Discussion continued about existing development agreements adjacent to Rock Quarry Road. While making recommendations it would be a good idea to point out certain things that have been ordinance violation and include in the enforcement section of the report. Janet suggests that should another development plan come into existence it be added to this report, under enforcement. Janet would like something that links this report to all other development plans so the SRQR Advisory Group report does not get lost. All revisions discussed this meeting will be incorporated into revision #8 which will be available for the SRQR Advisory Group July 13, 2016 meeting. A motion was made by Vicky Riback-Wilson to dissolve the Wordsmithing Committee and changes agreed upon this evening be incorporated into a draft document by volunteers. The motion was seconded and approved unanimously by voice vote. A motion was made by Vicky Riback-Wilson to table remaining agenda items until subsequent meeting. Motion was seconded and unanimously approved by voice vote. The SRQR Advisory Group has contacted Steve MacIntyre in Community Development who has expressed interest in reviewing our draft report. Roxy Campbell with Rock Bridge State Park contacted Barbara Hoppe and requested a draft copy of SRQR Advisory Group report. VIII. ADJOURNMENT Meeting adjourned at 8:00pm.
