I. CALL TO ORDER
by Vicky Riback Wilson at 6:30pm.

A motion was made to approve the June minutes. Discussion followed. Under section
III, long paragraph, change the word “consist” to consistent. Also, remove hyphen from
Riback Wilson. By voice vote the corrected minutes were unanimously approved.
V. SPECIAL ITEMS
Vicky asked Staff if Steve MacIntyre has had an opportunity to review any versions of
the SRQR Advisory Group report. Richard Stone will forward the most recent version to
Steve MacIntyre for review. Steve MacIntyre is with the City of Columbia – Planning
Department. Vicky mentions that Steve MacIntyre indicated he may not be the one to
review the report and possibly Planning and Zoning should review. Richard clarified
SRQR Advisory Group is seeking suggestions from Staff regarding the report, such as a
gap or wording. Bev asked if photographs will be added to the report. Vicky and Julie
discussed this earlier and this will be discussed more after report review. Jan Pritchard
comments the pictures in the report should be pictures of what we want, not what we
currently have. Jan also cautions we should not distract readers by complaining about
what is there. Julie feels the purpose of the pictures is to be working tools, not just to
show how pretty the road is.

VIII. REPORTS
. Review of Report: The group discussed each section of the report in depth. Janet
Hammen brings to the group in Section II Scenic Road Designation – there is no given
timeline for any of the recommendations, such as reclassification of Rock Quarry Road
as a neighborhood collector. Janet asks how we get Rock Quarry Road reclassified.
Richard advised the Advisory Group to work through Council to direct Staff to take the
recommendation to CATSO. CATSO may or may not approve the recommendation.
Jan suggests adding “Action Items to commence upon adoption of this report:” Under
section II, item 2 – Preserve and maintain…….this item will be moved to section V as item
1.
Section III discussions include the following: limit roadway to 2 driving lanes, eliminate
any abrupt drop-off at the edge of the pavement, storm water management must provide
good drainage, and removal of semi colon at the end of each line item. Clean up 5 by
removing parenthesis around brown
Section IV discussions include change to the first sentence which should read, “A
pedway is recommended provided it conforms to the parameters of this report and
incorporates the following design details: “
Section V renumber all sentences following the first sentence “Preserve and maintain
the Scenic Characteristics..” which was moved from section I. Sentence 3, Use (and/or
initiate) an authorized ecological……delete and/or initiate and replace with (see VI, 4a
below) Sentence 4 will begin, Develop and implement a plan for continual planting of
new and additional native trees and shrubs in order to maintain and enhance existing
canopy, preserve opaque vegetative buffer, and replace vegetative loss created by
natural events and/or necessary pruning and trimming. Sentence 5 – delete “Implement
and” from beginning of sentence. Sentence 7 – remove “for the implementation of
these” from middle of sentence. Sentence should read “Allocate funding of
recommendations contained in the Scenic Rock Quarry Road Advisory Group final
report.”
Section VI – Enforcement. Janet Hammen asks whose job it is to enforce the
recommendations in the report. Richard Stone indicated it would fall under Community
Development. Jan suggests appointing a permanent stakeholder group to oversee the
implementation of the report. Even though the ordinance provides for a permanent
stakeholder advisory group it is a good idea to recognize this in the report. Much
discussion continued about the permanent stakeholder advisory group and how the
group is appointed. Wording of mention of this topic might include “The existing
stakeholder advisory group should remain in place to fulfill the public involvement
process as specified.” Richard Stone asks for clarification if the stakeholder advisory
group will reconvene or just have standing meetings. Vicky advises the stakeholder
advisory group is to be consulted when any work is done along Rock Quarry Road.
Richard stated he understood the maintenance guidelines developed in the report
would be utilized by staff for maintenance activities along Rock Quarry Road. Anthony
Stanton suggests the stakeholder advisory group meet quarterly to review special

items. Alternative language is suggested as follows: The existing stakeholder advisory
group should remain in place to meet in February and June to review plans per section i
of section 29-21.2 or when questions arise not covered by the recommendations and
guidelines presented in this report. This sentence will be included after 4. Baseline
inventory.
Discussion continued about enforcement. Julie suggested enforcement also should
include development of an education plan. How do we inform people who own or buy
these restrictions exist, how do you notify Boone Electric not to cut trees, etc. Janet
mentions the City is revising building codes, now referred to as U.D.O. Janet suggests
the stakeholder advisory group report, scenic road ordinance and special area plan be
considered as properties are bought, sold and developed as part of the city’s U.D.O.
Add under section VI, 2 (b) – Develop procedures, including inclusion in U.D.O., to
assure notification. Include notification of these provisions as part of the development
procedures. Anthony states the teeth lie in the development process not in the U.D.O.
A motion was made to approve the changes made to revision 8a of the draft report.
Motion was approved unanimously by voice vote.
