I. CALL TO ORDER

II. INTRODUCTIONS
III. APPROVAL OF AGENDA
A motion was made and seconded to approve the agenda. Motion unanimously
approved by voice vote.
IV. APPROVAL OF MINUTES
A motion was made to approve the July 2016 minutes. Discussion followed and the
following amendments were brought forth:
-Add Julie Youmans to Members Present section.

V. SPECIAL ITEMS
Vicky was not sure where the discussion of clear cutting along Rock Quarry Road
should come in on the agenda. Vicky asked Richard to give a summary, under “Special
Items”, of the clear cutting along Rock Quarry Road.
Betsy Peters had asked Mr. Glascock to check into the brush clearing along Rock
Quarry Road. Richard visited Rock Quarry Road and observed the area (east side of
Rock Quarry Road, south of Stadium, toward Capen Park) where trees were removed,
adjacent to Rock Quarry Road. Betsy added Tad Johnsen from Water & Light also
visited the area shortly after speaking to Mr. Glascock. Richard will follow up with Water
& Light regarding replanting in the area that was cut. Vicky mentioned that whatever is
replanted should be natural and scenic, not just ground cover. Jan Pritchard wants to
make sure the re-plantings are natural and do not look like landscaping. Julie
suggests planting native, low growing trees and shrubs. Vicky asks if anything should
be in the minutes to make sure that:
1. A consultant comes in to address planting and
2. Funding and a plan get implemented for restoration of natural, native foliage which
will contribute to opacity.
Julie asks what type of process can be put in place to make certain foliage along Scenic
Rock Quarry Road is not destroyed. Richard has had several conversations with
Boone Electric and feels comfortable Boone Electric understands the natural
landscapes along Scenic Rock Quarry Road.
Vicky asks if the Scenic Rock Quarry Road Advisory Groups report is going to make
any difference (assuming it is advanced by Planning & Zoning) in stopping the
destruction of foliage adjacent to Scenic Rock Quarry Road. Barbara Hoppe
suggested someone from this group address City Council and request an ordinance or
recommendation to prevent future situations like this from occurring.
Jan Pritchard feels two things are happening:
1. The SRQR Advisory Group needs to include something in our report addressing this
issue as it pertains to Scenic Rock Quarry Road.
2. And there needs to be some sort of formal, written guidelines for the City to make and
assessment and evaluation, as a matter of practice, before cutting along Scenic Rock
Quarry Road occurs.
Jan feels we should bring up city wide issues when we are presenting our report.
Vicky asks if anyone would be available to address Council at the August 15 meeting.
Betsy will bring up the foliage destruction in the Comments at the August 15 Council
meeting.
Richard will ask Water & Light to send a representative to attend the September meeting
to discuss what steps will be taken to insure future clear cutting will not occur.
Jan reiterates we should work with the City to develop official guidelines or possibly
and ordinance addressing the clear cutting of any area, not just adjacent to Scenic Rock
Quarry Road, without evaluation.
Barbara suggests another alternative would be to meet with Water & Light and another

small group, 2 -3, meet with the City Manager and ask what can be put in place to insure
clear cutting does not happen. Barbara feels this meeting needs to occur right away,
while it is fresh.
Vicky asks if anyone is available to address Council on September 6 to address Council.
Barbara indicated she would be available and will address Council as a concerned
citizen.
A motion was made for Barbara Hoppe to address Council as a member of SRQR
Advisory Group regarding the clear cutting of timber on the east side of Scenic Rock
Quarry Road between Stadium Boulevard and Capen Park. The motion was seconded.
No further discussion. Motion was approved unanimously by voice vote.
5. Reports. Vicky asked for a motion to approve draft 9 of SRQR Advisory Group
Stakeholder Report. Motion moved, and seconded. Discussion follows and
amendments suggested as follows:
-Executive Summary section: add “and advise” following words “group of twelve
members to work with……..”
-Execute Summary section, paragraph II: add “these” following “provided they conform
to…….”
-Section II Scenic Road Designation: 1. Add “Re-“ in from of Classify Rock Quarry
Road as a neighborhood collector.
-Section III Road Design Parameters: 2. Add “a total of” following “Limit roadway to….”
-Section III Road Design Parameters: 3. Re-write sentence to read “Assure that storm
water management provides good drainage;”
Section III Road Design Parameters: 5. Re-write sentence to read “ Use wood and/or
powder coated brown guardrails, or guardrails of comparable scenic quality, for all
future guardrails;”
Section III Road Design Parameters: 8. Remove the word “all” and replace the word
“indicating” with “designating”.
Section IV Addition of Possible Pedway: Change section heading to read “IV
Consideration of Potential Pedway”
Section IV Consideration of Potential Pedway: Sub point c under sentence 1 should be
deleted.
Section V Maintaining Vegetative Buffer and Canopy features: Change 7 to read
“Allocate funding for the actions recommended in the Scenic Rock Quarry Road
Advisory Group final report.”
Section VI Enforcement: Change 5. Stakeholder Advisory Group subpoint (a) insert
“annually” following “..should remain in place to meet……….”
Vicky asked for a motion to approve the report text as amended and put forward to
Planning and Zoning. The motion was seconded and by voice vote, unanimously
approved.
Photo’s: Julie Youmans presented a power point of photo’s she put together which
illustrate the important characteristics along Rock Quarry Road. Some discussion
followed about each photo and its possible placement within the final report.
Motion was made to amend draft text of report just approved to include a provision

regarding clearing or cutting for utility right of way. Motion was seconded. Discussion
follows. Dan asked what are the views of contractors or anyone tasked with trimming
right of way; is the contractor aware of sensitive areas? Barbara Hoppe responded the
City commissioned an extensive report on the variety of cuttings other communities do
in different areas as well as the growth of specific trees. The direction contractors
receive may vary from year to year. Jan suggests Section V (7) – include “Establish
clear policies and procedures for city and county entities, utility companies and other
entities, regarding trimming and cutting existing vegetation along utility and other rights
of way on the Scenic Road Corridor.” Motion was seconded and unanimously
approved by voice vote.
Vicky asked for a motion to adopt the Scenic Rock Quarry Road Stakeholder Advisory
Group report as amended and re-amended. Motion was moved and seconded. By voice
vote, motion was unanimously approved.
Jan recommends inclusion of the aerial map of the Scenic Corridor within the report.
Vicky asks Dan if the report sent to Planning & Zoning (prior to presentation) should
include photo’s. Dan indicated it was up to the group. Bev will insert photo’s into the
amended Scenic Rock Quarry Road Stakeholder Advisory Group report.
