I. CALL TO ORDER
The meeting was called to order at 6:03 p.m.
Yes: 15 - Malloy, Washington, Cho, Nguyen, Prenger, Camp, Cole, Cover, Cutchlow, Frymire,
Hern, Hubble, Nhek, San Juan-Rodriguez and Stevens
Excused: 3- Marks, Geyer and Loveless
Non-Voting: 6- Leuchtmann, Rowe, Thomas, Irwin, Lennon and Peters
II. INTRODUCTIONS
Members of the Youth Advisory Council stated their names, age, school
and what grade they are in.
Members Present: Lexi Camp, Kristine Cho, Riley Cole, Will Cover,
Memphis Cutchlow, Laura Frymire, William Hern, Landon Hubble, Kieran
Malloy, Michael Nguyen, David Nhek, Micah Prenger, Estrella San
Juan-Rodriguez, Haley Stevens, and Justin Washington
Non-Voting Members Present: Kacy Hall, Virginia Lennon, Betsy Peters,
and Ron Rowe
Members Absent: Alex Greyer, Yoo Jin Jeong, Jared Loveless, Trenton
Marks, Ilinca Popescu, and Max Simmons
III. APPROVAL OF AGENDA
Kristine Cho made a motion to approve of the agenda. Justin Washington
seconded the motion. The motion carried.
IV. APPROVAL OF MINUTES

Kieran Malloy made a motion to approve of the minutes. Haley Stevens
seconded the motion. The motion carried.
V. OLD BUSINESS
Topics for the Youth Advisory Council for 2017-2018 year
Kacy Hall asked members of the Youth Advisory Council to narrow down
the list of 15 topics that was brought up at the last meeting to a small list.

Kacy Hall also suggested looking at topics that are in line with the City
Council. Kieran Malloy suggested other members to think about topics that
can be implemented and pertain to youth. Kieran Malloy also asked the
YAC members to break into 2 smaller groups. Each group broke up and
had their own discussions about the 5 tropics they want to focus on.
Group 1: Haley Stevens, Landon Hubble, Justin Washington, Micheal
Nguyen, Micah Prenger, Laura Frymire, Lexi Camp
· Social Justice
· Mental Health
· Substance Abuse
· More activities for youth
· Homelessness-with the sub-category of hunger and resources for
low income and disadvantage youth
Group 2: Kristine Cho, Will Cover, William Hern, Kieran Malloy, Micah
Prenger, Memphis Cutchlow, Estrella San Juan-Rodriguez
· Stress/Anxiety Management
· Mental Health/Suicide
· Visible/Invisible Illnesses
After the individual group meeting, each group was asked to present the 5
topics they picked to the other group. Will Cover suggested implementing
more youth activities as a solution to a lot of the topics. Haley Stevens also
encouraged the council to look at the topic of Social Justices and
Awareness. She suggested the council to implement a program or
campaign that promotes youth to have civil conversation over difficult
topics. David Nhek suggested reaching out to the Wake Up Campaign
members at Battle High School.
Kristen Cho later asked members to vote whether they want to narrow
down the topics to 3 or 2 topics they want to work. All members voted to
narrow down the topics to 2 with the exception of Riley Cole who voted to
narrow it down to 3 topics. The members then proceeded to vote on the
topic they want to work on first.
The votes are as follows:

· Implementing Activities for Youth: Lexi Camp, Kristine Cho, Riley
Cole, Landon Hubble, Will Cover, Memphis Cutchlow, Kieran Malloy,

Prenger
· Implementing More Resources for low income and disadvantage
youth: Laura Frymire
Kacy Hall will have city staff come and present on these topics at the
November YAC meeting so that YAC members can decide which topic they
would like to focus on for the year. Potential Youth Events Ideas:
· Poetry Slam-Will Cover
· TedX- Kristine Cho

· Columbia Public Concerts-Kieran Malloy
· Speak Your Mind Forum-Kieran Malloy
· Riley Coley suggested to the events more inclusive by offering
other students from not only the 3 big high schools to come to the
events.
· Kacy Hall suggested holding the events, especially the concerts, in
the strategic neighborhoods so it could all tie back to the City
Council.
VI. NEW BUSINESS
City Government Legislative Process

Kacy Hall had a presentation over how the Columbia government
legislative process occurs and how each member of the Columbia
government are elected.
Building Inclusive Communities Training

Kacy Hall also brought up a training opportunity called Building Inclusive
Communities. It is a training opportunity for all city employees. The
training goes over topics such as age, gender, sexual orientation, race,
religion, and others.
· Upcoming Date is November 15th 2017
· It is not mandatory
· Will not count as an excused absence
VII. GENERAL COMMENTS BY PUBLIC, MEMBERS AND STAFF
American Foundation for Suicide Prevention (AFSP):
A member of the American Foundation for Suicide Prevention (AFSP) brought to
our attention about a new policy that will be in place in Missouri by July 2018. The
new policy requires schools to have policy for suicide prevention and resources. The
AFSP also provides a free training that is offered to all stuff members of schools and
their students. The AFSP is starting to get schools to have training programs by first
reaching out to the Out-Reach Counselors of different schools but later they also
planned on working toward the Staff and Administrating levels. They also want to
have a Campus Walk for Suicide Prevention and Awareness at the different high
schools. Will Cover asked the member of the AFSP about how the new policy is
going to work? Members of AFSP responded that the new policy will require each
school to adopt some form of a suicide prevention and awareness policy. They could
either follow an already existing model or create their own model that best fit their
school and students.

Youth Community Coalition Leadership Training:
Ron Rowe, Youth Community Coalition Coordinator and Non-voting staff liaison to
the Youth Advisory Council, discussed an upcoming event that YAC members may
be interested in. The first Youth Leadership Event, which will be held at the ARC on
October 14, 2017 from 9:00 a.m. - 2:00 p.m. Lunch will be provided and the event is
free. Any high school student is welcome to attend. At the event there will be
speakers talking about leadership topics and skills. Ideally, students who attend will
have a project in mind but are still welcome to attend even if they do not.
VIII. NEXT MEETING DATE
The next meeting will be on November 14th, 2017.
IX. ADJOURNMENT
The meeting ended at approximately 7:35 p.m.
Will Cover made the motion to adjourn the meeting. Memphis Cutchlow
seconded the motion. The motion carried.
